You are eligible for SNAP if:
- Residency: Applicants must be living in the State of Tennessee to receive SNAP benefits in the state
- You have a current bank balance under $2,001, or
- You have a current bank balance under $3,001 and share a household with one of the following:
- A person or persons age 60 and over, or
- A person with a disability
The SNAP program does not count scholarships, grants and loans used for tuition and fees, reimbursements, heating assistance, earnings of children age 17 and younger who are in school, and most loans. Countable income may include but is not limited to such things as: employment, self-employment, alimony, child support, disability benefits, Social Security/SSI, Workers Compensation, unemployment benefits, pensions, stipends, and interest income.

How Are Food Stamp Benefits Amounts Calculated In Tennessee

To apply for SNAP benefits, an applicant must first fill out a program application and return it to the state or local SNAP office. Each state has a different application, which is usually available online. There is one final step to complete after residents submit their SNAP application. They must undergo an interview with a food stamp representative.
After submitting their documents, applicants are contacted by a SNAP food assistance agent to schedule an interview.
Depending on the agency, residents may be able to complete the interview by telephone or face-to-face at a SNAP office.
During the interview, the representative will first verify the applicants information. The information provided in the application must be consistent with the residents answers during the interview.
The interviewer may also ask additional questions to resolve any inconsistencies.
After residents submit their paper or online SNAP application, they may then be asked by their representative to supply additional documents.
These documents may be requested in order to verify certain information on the application. This information can include income, expenses and identity claims.
After application submission and interview completion, residents will find out if they are accepted into the SNAP food assistance program.
A letter of acceptance or denial will be mailed to applicants.

Food Stamps For The Elderly & Disabled
It has been mentioned in the above eligibility requirements that households containing an elderly or disabled individual are held to different requirements. This includes increased limits for both income and resources. In order to fall under the special eligibility requirements, the following definitions are used.
Elderly:
- Someone that is 60 years old or older.
Disabled:
- Receives benefits through SSI, social security disability, or blindness payments.
- Receives disability or blindness payments through a state program that follows the rules of SSI.
- Receives disability retirement benefits through a government agency due to a disability that is deemed permanent according to the Social Security Act.
- Eligible for Medicare or disabled according to SSI rules and receives annuity payments under the Railroad Retirement Act.
- A veteran who is disabled, homebound, or in need of consistent aid.
- The surviving spouse or child of a veteran who is considered permanently disabled and receiving VA benefits.

Food Stamp Act Of 1977
Both the outgoing Republican Administration and the new Democratic Administration offered Congress proposed legislation to reform the FSP in 1977. The Republican bill stressed targeting benefits to the neediest, simplifying administration, and tightening controls on the program the Democratic bill focused on increasing access to those most in need and simplifying and streamlining a complicated and cumbersome process that delayed benefit delivery as well as reducing errors, and curbing abuse. The chief force for the Democratic Administration was Robert Greenstein, Administrator of the Food and Nutrition Service .
In Congress, major players were Senators George McGovern, Jacob Javits, Hubert Humphrey, and Bob Dole, and Congressmen Foley and Richmond. Amid all the themes, the one that became the rallying cry for FSP reform was “EPR”eliminate the purchase requirementbecause of the barrier to participation the purchase requirement represented. The bill that became the law did eliminate the purchase requirement. It also:

The integrity provisions of the new program included fraud disqualifications, enhanced Federal funding for States’ anti-fraud activities, and financial incentives for low error rates.
EPR was implemented January 1, 1979. Participation that month increased 1.5 million over the preceding month.

First Food Stamp Program
The idea for the first food stamp program has been credited to various people, most notably Secretary of AgricultureHenry A. Wallace and the program’s first administrator, Milo Perkins. Of the program, Perkins said, “We got a picture of a gorge, with farm surpluses on one cliff and under-nourished city folks with outstretched hands on the other. We set out to find a practical way to build a bridge across that chasm.” The program operated by permitting people on relief to buy orange stamps equal to their normal food expenditures for every $1 of orange stamps purchased, 50 cents’ worth of blue stamps were received. Orange stamps could be used to buy any food blue stamps could be used only to buy food determined by the department to be surplus.
Over the course of nearly four years, the first FSP reached approximately 20 million people in nearly half of the counties in the United States at a total cost of $262 million. At its peak, the program assisted an estimated four million people. The first recipient was Mabel McFiggin of Rochester, New York the first retailer to redeem the stamps was Joseph Mutolo and the first retailer caught violating program rules was Nick Salzano in October 1939. The program ended when the conditions that brought the program into beingunmarketable food surpluses and widespread unemploymentceased to exist.
Eligibility Requirements For Food Stamps In Tennessee
You have to meet eligibility requirements in order to be approved for food assistance. Here are the requirements you have to meet:
Residency: You must show proof that you live in the state of Tennessee and your benefits must also be received in the state you are a resident of.
Citizenship: You must be a Citizen of the United States or a US National to apply for food stamps. Certain Aliens may also be eligible. Contact the Department of Human Services if you are an Alien or Immigrant and would like to know if you or your children qualify for SNAP benefits/Food Stamps. Each person receiving the benefits must have a valid social security number or show proof that you have applied for a number.
Work: If you are between the age of 16 and 59, to be approved for food stamps, you have to be working, register for work or participate in an Employment Training Program if offered by the state, or you have to accept offers of employment that you get and you cannot quit a job you are already in. You are also entitled to only a certain number of months of food stamps every three years unless you work 80 hours per month.
Resource Test: The total assets limit for most households receiving food assistance is $2,250 and $$3,250 for households that has a member who is disabled or 60 years of age.
