Welfare Reform And Subsequent Amendments

The mid-1990s was a period of welfare reform. Prior to 1996, the rules for the cash welfare program, Aid to Families with Dependent Children , were waived for many states. With the enactment of the 1996 welfare reform act, called the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 , AFDC, an entitlement program, was replaced that with a new block grant to states called Temporary Assistance to Needy Families TANF.

Although the Food Stamp Program was reauthorized in the 1996 Farm Bill, the 1996 welfare reform made several changes to the program, including:

  • denying eligibility for food stamps to most legal immigrants who had been in the country less than five years
  • placing a time limit on food stamp receipt of three out of 36 months for Able-bodied Adults Without Dependents who are not working at least 20 hours a week or participating in a work program
  • reducing the maximum allotments to 100 percent of the change in the Thrifty Food Plan from 103 percent of the change in the TFP
  • freezing the standard deduction, the vehicle limit, and the minimum benefit
  • setting the shelter cap at graduated specified levels up to $300 by fiscal year 2001, and allowing states to mandate the use of the standard utility allowance
  • revising provisions for disqualification, including comparable disqualification with other means-tested programs and
  • requiring states to implement EBT before October 1, 2002.

New Allowable Deductions For 2023

Receiving Your Snap Benefits: Lone Star Card

When you qualify for SNAP, you will be receiving benefits through Lone Star Card. This is a standard plastic card, as in the case of debit cards. The card is used just like a debit card. You will have the money in your account on due date and you can purchase food items with it, using it like a debit card.

The United States Department of Agriculture provides SNAP benefits. USDA will load your card with your monthly amount of SNAP benefits, each month. You can use this money on stores where regular debit card works.

If you qualify and receive a Lone Star Card, it is your responsibility to use it with care. No one else can use your card since it is illegal to allow someone else to use your benefits. If you are in a situation where youll need someone else to use your card for you, you will have to ask for a second card. You can then give the second card to someone you trust. The money spent from that card will be deducted from your primary card.

In order to start using your Lone Star Card, you will have to sign at the back of your card after you receive it. You will also need to register it in order to use it. You can call 1 800 777 7328 to register your card. You will then choose a PIN for your card.

If you opt to pick up your card at HHSC benefits office instead of getting it in mail, you wont have to register it. When you are handed over the card at the office, it is registered at spot.

What Is The Food Stamp/ebt Application Process

Low-income families in the United States may be eligible for food assistance through the Supplemental Nutrition Assistance Program , formerly known as the food stamp program. Eligibility is based on household size, income, and certain other factors.

To apply for SNAP benefits, contact your local SNAP office. You can find your local office by visiting the SNAP website or by calling the SNAP hotline at 1-800- USDA- . If you are deaf or hard of hearing, you can call TTY number 1-800-326- 7603. When you contact your local SNAP office, a customer service representative will connect you with a caseworker who will help you complete the application process.

To be eligible for food assistance through SNAP, your gross monthly income must be at or below 130 percent of the federal poverty guidelines. For example, if you live in a two-person household and your gross monthly income is $2,000 or less, you may qualify for food assistance through SNAP.

Will Snap Increases Be Enough To Counteract High Inflation

SNAP benefits are adjusted yearly to account for inflation. This years changes are based on the Consumer Price Index from the Bureau of Labor Statistics for June 2022. Based on that data, SNAP benefits will increase by 12.5% for 12 months starting in October, compared to the year prior.

But there will likely be a gap between the increase and how high food prices continue to climb. Food-at-home prices have increased further since June, and have seen a 13.5% increase for the year ending in August 2022.

This gap means those who receive SNAP benefits will see their purchasing power eroded.

Elaine Waxman, senior fellow at the Income and Benefits Policy Center at the nonprofit, nonpartisan think tank the Urban Institute, notes that previous SNAP cost-of-living increases have typically been sufficient as the country has seen relatively low food price inflation.

That system is not set up for this kind of scenario, says Waxman.

The emergency SNAP allotment, authorized at the start of the pandemic, is still in place. Waxman says it will help cover some of the gap between the recent adjustment and any food price increases in the near future.

But that emergency allotment is set to expire once the national emergency is declared overwhich could be soonand about half of states have already opted out of providing the expansion, which guaranteed households to receive a minimum of $95 in extra aid.

That gap can force families to make difficult sacrifices.
