The idea for the first food stamp program has been credited to various people, most notably Secretary of AgricultureHenry A. Wallace and the program’s first administrator, Milo Perkins. Of the program, Perkins said, “We got a picture of a gorge, with farm surpluses on one cliff and under-nourished city folks with outstretched hands on the other. We set out to find a practical way to build a bridge across that chasm.” The program, run by the U.S. Department of Agriculture by permitting people on relief to buy orange stamps equal to their normal food expenditures for every $1 of orange stamps purchased, 50 cents’ worth of blue stamps were received. Orange food stamps could be used at any food retailers or wholesalers, but excluded achoholic beverages, concession stand meals that could be eaten on premises, and tobacco products. The blue stamps could only be used to buy what the USDA defined as surplus produce- which included items such as beans, eggs, fruit, and the like.

The Amount Of Assistance For Food
The amount of SNAP benefits a household receives is called the allotment. The Allotment is determined by multiplying the net monthly income of the family by .3 and subtracting that amount from the Maximum Monthly Allotment for the household size. For instance, a household of four with a net income of $1,151 would be entitled to a SNAP allotment of $345 each month. There is a maximum monthly allotment for each household size which is adjusted in October of each year. For the year October 2011 September 2012, the maximum monthly allotments are as follows:

There is indirect evidence that supports the hypothesis that the prevalence of FSP participation could be increased, at least in some states. Despite the technical issues raised above, there is general agreement that variation across states in estimated FSP participation does bear some relationship to state effectiveness in FSP promotion.6 If this is the case, it is interesting to see if interstate variation in food stamp receipt among households that include SSI recipients is related to variation in estimated aggregate state participation rates. Note that if households with SSI recipients constituted a large fraction of all FSP eligible households, any connection between aggregate FSP take-up and prevalence among households with SSI recipients would be virtually tautological. However, the FNS estimate of the number of persons eligible for the FSP in an average month in 2004 is five times greater than the total number of SSI recipients , so it would be possible for variation in aggregate FSP take-up to occur independently of program participation among households that include SSI recipients.
