First Food Stamp Program
The idea for the first food stamp program has been credited to various people, most notably Secretary of AgricultureHenry A. Wallace and the program’s first administrator, Milo Perkins. Of the program, Perkins said, “We got a picture of a gorge, with farm surpluses on one cliff and under-nourished city folks with outstretched hands on the other. We set out to find a practical way to build a bridge across that chasm.” The program, run by the U.S. Department of Agriculture by permitting people on relief to buy orange stamps equal to their normal food expenditures for every $1 of orange stamps purchased, 50 cents’ worth of blue stamps were received. Orange food stamps could be used at any food retailers or wholesalers, but excluded achoholic beverages, concession stand meals that could be eaten on premises, and tobacco products. The blue stamps could only be used to buy what the USDA defined as surplus produce- which included items such as beans, eggs, fruit, and the like.

The Deductions That Count
The difference between the value of the FSP benefit calculated on the basis of the FBR and standard deduction alone and the much more substantial actual contribution uncovered in the FSPQC data is attributable to allowed deductions. For SSI recipients, two deductions are likely to be important: excess medical and housing costs. Table 6 reports the prevalence of each type of deduction among FSP recipient households that include SSI recipients. Prevalence is the estimated proportion of SSI/FSP recipients in the living arrangement class for which deduction occurs in some amount. The tabulations in Table 6 are divided by recipient age and living arrangements.

Again, we consider trends. Chart 2 shows the results of extending the calculation of the prevalence of effective excess housing cost deduction over time. For all groups, prevalence is greater in 2006 than in 2001, and in all cases the difference is statistically significant.

Setting Up For Success
Recent evidence consistently shows that benefit levels are too low to provide for a realistic, healthy diet. This is true even with households contributing their own funds toward groceries. A USDA study found that nearly nine out of 10 SNAP participants reported facing barriers to achieving a healthy diet. The most common barrier is the cost of healthy foods. These findings were echoed in listening sessions USDA held with a broad range of Thrifty Food Plan stakeholders.
To set SNAP families up for success, we need a Thrifty Food Plan that supports current dietary guidance on a budget, said Stacy Dean, deputy undersecretary for food, nutrition and consumer services. Too many of our fellow Americans struggle to afford healthy meals. The revised plan is one step toward getting them the support they need to feed their families.

What Are Some Of The Best Ways To Reach People Like The Elderly
The approach that I take is trying to kind of normalize it and make people feel and understand that there is nothing inherently wrong or shameful with needing or accessing some assistance. Lots of people over 60 get prescription assistance Medicare. Lots of people over 60 are receiving social security benefits. This is just another one of those things. Kind of approach it from that angle.
You worked really hard all your life, youve paid into the system. Youve been working for a number of years, this is your time to really take advantage of the system that youve helped to support throughout your whole life. I think if the people just hear that, they get a little bit of a reassurance then its easier for them to accept the assistance.
Another issue is that there is a lot of exaggeration about the rate of Snap fraud. SNAP fraud is extremely rare. Most of the services are for folks who are in tough times, and they are just doing this to survive.
What Kind Of People Tend To Come To You For Help
There are families that will kind of preface their conversation with you with about how they never thought they would be in this situation and how embarrassed they are. They worked really hard and they cant believe they are doing this. Then there are people who are older, who are receiving social security and its kind of a part of their fixed income. Then there are people who are just trying to get by and this is something thats helping them. Its really across the board, all kinds of people from all walks of life that access Snap and our services. And thats what we want. We want people to feel like its for them and to take advantage of it.

The Amount Of Assistance For Food
The amount of SNAP benefits a household receives is called the allotment. The Allotment is determined by multiplying the net monthly income of the family by .3 and subtracting that amount from the Maximum Monthly Allotment for the household size. For instance, a household of four with a net income of $1,151 would be entitled to a SNAP allotment of $345 each month. There is a maximum monthly allotment for each household size which is adjusted in October of each year. For the year October 2011 September 2012, the maximum monthly allotments are as follows:

Have The Changes In Farm Bill Affected You
Sara Peralta, communications manager: Not in the way it has some other states. I think when people think farm bill, the first thing that comes to mind is how is this affecting low-income families? We were not directly impacted, but the overall network of food assistance, hunger relief across the United States has been affected.
In November, we saw that our clients had a reduction in benefits and that had to do a lot with how the overall stimulus money was being injected into Snap funds that boost ended prematurely from our perspective. A lot of families saw a significant decrease in their amount of set benefits on the month to month basis.
Melissa Helber: It was about $30 to $50. We found out about it a little bit before it happened and we were able to soften the blow of a little. And kind of educate the people on: This is happening.
It happened at an interesting time right before the holidays. That was definitely a struggle. A lot of folks when it happened were kind of prepared for it, because they are a little bit used to this kind of thing happening with HHC and they are used to getting a letter that says, Your benefits are going down for this reason or that.
In a strange way, it wasnt as much of a shock.

Ssi Participation And State Food Stamp Program Management
There is indirect evidence that supports the hypothesis that the prevalence of FSP participation could be increased, at least in some states. Despite the technical issues raised above, there is general agreement that variation across states in estimated FSP participation does bear some relationship to state effectiveness in FSP promotion.6 If this is the case, it is interesting to see if interstate variation in food stamp receipt among households that include SSI recipients is related to variation in estimated aggregate state participation rates. If states with high aggregate participation rates also show exceptional participation by households that include SSI recipients, this would suggest that management makes a difference and that outreach procedures followed in high participation states should be studied and, if appropriate, imitated.
Note that if households with SSI recipients constituted a large fraction of all FSP eligible households, any connection between aggregate FSP take-up and prevalence among households with SSI recipients would be virtually tautological. However, the FNS estimate of the number of persons eligible for the FSP in an average month in 2004 is five times greater than the total number of SSI recipients , so it would be possible for variation in aggregate FSP take-up to occur independently of program participation among households that include SSI recipients.

Do You Have To Recruit A Certain Number Of People Who Are Not Yet Enrolled
We are an outreach program. We dont recruit. Capital Area food bank network and Feeding America have taken a stand against that approach of trying to convince people or trying to meet quotas for Snap enrolment. We have goals like I said, the enrolment rate in the state is very low. There is pretty much an unlimited pool of people who really need our assistance. We help people make informed decisions and we educate people on their potential eligibility and we address the misconceptions and give them the option to apply.
