What Are Ebt And Food Stamps
EBT and food stamps are two different names for the same government program that provides assistance to low-income households. The program is called the Supplemental Nutrition Assistance Program, or SNAP, and it helps people buy food.
In order to be eligible for SNAP benefits, households must have an income that is below a certain level. In Colorado, the maximum monthly income for a family of four is $2,983. Why will the SNAP emergency allotments be ending?
During the COVID-19 pandemic, Congress authorized Emergency Allotments to help meet food needs. These Emergency Allotments are temporary and will be ending soon, decreasing the total amount of benefits each month for SNAP households in Colorado.
SNAP emergency allotments are ending because the State and Federal COVID-19 emergency declarations will be ending soon. Colorado was approved to issue additional SNAP benefits due to the State and Federal emergency declarations thatwere in place.
There is nothing the state or counties can do to extend the emergency benefits after the end of the State and Federal emergency declarations.

Welfare Reform And Subsequent Amendments
The mid-1990s was a period of welfare reform. Prior to 1996, the rules for the cash welfare program, Aid to Families with Dependent Children , were waived for many states. With the enactment of the 1996 welfare reform act, called the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 , AFDC, an entitlement program, was replaced that with a new block grant to states called Temporary Assistance to Needy Families TANF.
Although the Food Stamp Program was reauthorized in the 1996 Farm Bill, the 1996 welfare reform made several changes to the program, including:
- denying eligibility for food stamps to most legal immigrants who had been in the country less than five years

- setting the shelter cap at graduated specified levels up to $300 by fiscal year 2001, and allowing states to mandate the use of the standard utility allowance
- revising provisions for disqualification, including comparable disqualification with other means-tested programs and
- requiring states to implement EBT before October 1, 2002.
