How do I obtain a Retailer Application? Due to the coronavirus national emergency, we are requesting that retailers submit SNAP retailer applications and supporting documentation electronically. If you have any questions, please contact the SNAP Retailer Service Center at 1-877-823-4369.
If I call the 877 number, what can I expect? If you call between 7:00 a.m. and 10:00 p.m. Eastern Standard Time Monday Friday you will speak to one of our representatives. They can assist you with any questions you have regarding the application or process your request for a paper application. If you call after hours, on the weekend, or on a federal holiday, you will need to call back when we are open.
Where do I send my Application or Supporting Documentation? How long will it take to become authorized? FNS has up to 45 days from the date a completed application is received to make a determination. As part of the application process, you may be asked to answer additional questions or provide additional documentation. Your store may also be visited as a part of the authorization process.

Businesses interested in accepting EBT CalFresh/SNAP benefits should call the USDA Food and Nutrition Service at 877.823.4369 or visit .
For businesses that do not qualify to or do not choose to accept CalFresh/SNAP benefits, the following explains the process to add the ability to accept Electronic Benefit Transfer cash payments to the equipment you use to accept debit and credit transactions:
- Contact your debit transaction processor and ask to have the California EBT IIN added to the debit card transaction set of your point-of-sale equipment. Sometimes, a processor will tell a retailer that a special number from the federal or state government is required. The number to which the processor is referring is the USDA Food and Nutrition Service number, which is only needed by those retailers processing EBT food benefit transactions . To process only EBT cash transactions, this FNS number is not required. Tell your processor to fill the FNS number field in your transaction set with seven zeros.
- Your POS equipment must have a personal identification number pad.
- You must make sure you and your processor are compliant with the Quest® Operating Rules.
IMPORTANT: Redemption of EBT cash benefits is not permitted at the following businesses:

How Do I Get State
The Agricultural Act of 2014, P.L. 113-79, only allows exempt retailers to qualify for free state-supported EBT equipment, supplies, and related services to participate in SNAP. All non-exempt retailers that become SNAP-authorized must pay for their own EBT equipment and services and will need to arrange for lease or purchase of EBT equipment and services through a third-party processor.

How Do I Sign Up To Participate In The Lone Star Program
To participate as a Supplemental Nutrition Assistance Program retailer, stores must be authorized by the United States Department of Agriculture Food and Nutrition Services. For more information, visit the USDA website, or call 877-823-4369.
Stores that have not been authorized by USDA FNS may serve Electronic Benefit Transfer customers by becoming a Temporary Assistance for Needy Families cash-only retailer. In order to participate in the delivery of TANF cash benefits, SNAP-authorized and non-SNAP retailers accepting TANF benefits must certify in writing with their third-party processor that they comply with the Lone Star Operating Rules and with all State and Federal requirements related to the redemption of TANF Cash Program benefits, which includes the following:
- No more than 10 percent of the retailer’s gross revenue is derived from Entertainment
- The retailer shall not redeem TANF Cash Program benefits for ineligible products
- The retailer is not a liquor store, casino, gambling casino, or other gaming establishment, or a retail establishment which provides adult-oriented entertainment in which performers disrobe or perform in an unclothed state for entertainment
