The following is an explanation of how the Nutrition Assistance benefit amounts are determined using Thrifty Food Plan amounts. The Thrifty Food Plan amounts are established by the U.S. Department of Agriculture and must be used by all States as the basis to uniformly distribute NA benefits. All other eligibility requirements must be met before DES computes a budget to determine NA benefit amounts.

What Kinds Of Products Cannot Be Purchased With Snap Benefits
There are approved and unapproved products for SNAP. As the name would suggest, the benefits from the Supplemental Nutrition Assistance Program are intended to be spent on food. Most foods and beverages are on the approved list. Benefits can be used to purchase bread, cereals, fruits and vegetables, meats, dairy products and more.
You cannot use your benefits to pay for any type of alcohol, so you cannot use your SNAP benefits to buy beer, wine, or malt beverages at grocery stores, gas stations, or anywhere else that accepts the EBT card. You cannot use the EBT card in liquor stores, wineries, or other places that specialize in alcohol sales.
Benefits cannot be used to buy any sort of tobacco products either. This includes cigarettes, cigars, chewing tobacco, loose tobacco, e-cigs, e-cig refills, or anything else involving tobacco or tobacco products. This is true even if you are shopping at a store or gas station that accepts the EBT card.
Benefits also cannot be used to pay for vitamins or over-the-counter medicines. Depending on your eligibility, you may be able to get vitamins and over-the-counter medicines covered through other aid programs. Many states include certain vitamins and medicines under their Medicaid coverage plans.
If you try to buy something that is not approved, your purchase will be declined. However, many EBT-approved places understand the rules regarding benefits and will advise you if you are trying to buy items that will be denied.

Current Rules Fail To Meet 2014 Farm Bill Requirements
A law currently on the books strengthens the requirements for stores. It forces them to have more healthy food on the shelves at any time.
But that law is also essentially shelved.
In 2014, Congress passed a new farm bill, a 357-page law that encompasses issues from conservation to subsidies to food stamps.
One of the changes: Instead of requiring three varieties of food in those big categories, stores would now be required to have seven types of food. For example, instead of three types of dairy products such as milk, cheese and sour cream, shops would need to have seven.
We supported it, and it was a nice instance of bipartisan agreement in Washington that this was an achievable improvement in terms of pushing stores to offer more, said Kantor, from the National Association of Convenience Stores .
The USDA amended its benefit rules to reflect the change.
But, NACS and a group of lawmakers said the new rule ended up being written in a way that was too limiting for rural stores.
The bar, according to those in the industry and some lawmakers, was too high.
Unfortunately when the Department of Agriculture first wrote the rules to implement this, they wrote them in a way that nobody understood or thought made sense, Kantor said.
In 2016, more than 150 members of the House of Representatives signed a letter asking the rule be reconsidered.

The City has received $5.5 million federal grant through the Fund for Public Health NYC to help increase access to nutritious foods and fight health inequities in New York City, the agency announced today.
The grant, from the United States Department of Agriculture , will support fruit and vegetable purchases from farmers markets and independent grocers by New Yorkers who participate in SNAP. The NYC Health Department and its partners will contribute matching funds representing an $11 million commitment to expanding equitable access to affordable fruits and vegetables.
The funding will support expansion of the Health Departments longstanding farmers market SNAP incentive program, Health Bucks. Farmers market customers now get $2 in Health Bucks for every $2 spent in SNAP benefits, a doubling of purchasing power, up to $10 in Health Bucks per day. Previously, customers received $2 in Health Bucks for every $5 spent in SNAP at farmers markets.
Under the grant, New York Citys innovative grocery store-based fruit and vegetable incentive program, Get the Good Stuff, will be expanded to additional stores. The program offers a dollar-for-dollar match on purchases of eligible fruits, vegetables and beans by New Yorkers with SNAP benefits at participating stores. For every $1 spent in SNAP benefits on eligible fresh, frozen, canned, and dried fruits, vegetables, and beans, program participants get $1 added to a program loyalty card, to purchase more eligible foods.
