The California Department of Social Services was recently approved by the United States Department of Agriculture to start a pilot program to allow food stamps to be used online.
As a result, CDSS has launched the program statewide, allowing food stamps benefits to be used online at Walmart and Amazon for delivery and pick-up.
This was done to reduce the risk of SNAP EBT cardholders from getting the Coronavirus by reducing grocery store visits.

Current Ebt Program Rules
For the 40 million Americans currently receiving food stamps, the EBT card is how they access their benefits.
The EBT card acts as a debit card and allows the cardholder to purchase food that is on the approved list, from grocery stores and other merchants that are approved by the United States Department of Agriculture to accept food stamps.
However, even though online grocery shopping is available nationwide, EBT cardholders have been restricted in using their cards to buy food online until the USDA started the Online EBT pilot program in 2017.
Does Instacart Accept Ebt/snap Yes
Yes, Instacart now takes EBT and SNAP payments for some businesses, including well-known names such as Whole Foods, Aldis, and Walmart.
They announced this on October 22, 2020 in a company update post.
Through the Istacart app, you can order pretty much anything that these businesses have to offer with the exception of cooked chicken and other warm-foods that are already heated because their availability is restricted and they arent always permitted for purchase using EBT/SNAP.

Walmart Accepts Food Stamps For Grocery Delivery
Walmart accepts food stamps for delivery orders in 44 states! These states include:
In some states, users can order online with EBT but will need to pick up their groceries. Delivery is not available for online EBT purchases in these states:
If your store allows this, youll see the option to add an EBT card to your account when you checkout. You may need to wait 24 hours for validation before you can place your order with no basket minimums.
Of course, you can use your EBT card to purchase groceries inside Walmart in all states.
Snap Online Purchasing Pilot Participating States
During COVID, in-store shopping changed. We could no longer drop by the local grocery store whenever the need arose. Instead, our trips to the supermarket had to be well-choreographed and planned.
Retailers have responded to this crisis with many new programs. One such program is SNAPs Online Purchasing Pilot.
New York was the first state to start offering the pilot program in 2019. Washington state followed in 2020, and, soon after, Alabama, Iowa, and Oregon launched their own versions of the program.
As of this writing, the following states are participating in the pilot program:
If you live in one of these states, you can pay online with your EBT card. You can then pick up your groceries or have them delivered to your home.
The only thing your SNAP benefits wont cover is any related service fee. So, for example, SNAP wont pay for delivery fees.
The only three states that arent currently participating in SNAPs pilot program are Alaska, Louisiana, and Montana.

No. Uber Eats is an online food-delivery service that does not accept EBT/SNAP benefits. This is because Uber Eats is just an intermediary between food establishments and customers. The food is not prepared by Uber Eats, nor does Uber Eats take the order directly from the customer.
Generally, prepared food is not eligible for reimbursement using EBT/SNAP benefits, however, there may be some exceptions to the rule.
Uber Eats does not accept EBT or SNAP because they dont want to deal with the hassle of setting it up and verifying whether something is EBT/SNAP eligible or whether its prohibited from being purchased using such benefits.
