Fewer Americans on food stamps could mean lower sales for discount retailers.
Purchases made using the Supplemental Nutrition Assistance Program, or SNAP, the acronym for food stamps, make up a good portion of sales for such retailers as Dollar Tree Inc. – Get Dollar Tree, Inc. Report , Dollar General Corp. – Get Dollar General Corporation Report and Walmart Inc. – Get Walmart Inc. Report , who pride themselves on offering low prices.
“At the dollar stores, SNAP benefits amount to about a mid-single-digit percentage of total sales,” Joseph Feldman, senior managing director at Telsey Advisory Group told TheStreet on Thursday, June 14.
“When SNAP benefits have been cut in the past, sales at the dollar stores have been negatively impacted,” he added. “The drag is caused by more dollars needing to be allocated to food, resulting in less money for more ‘discretionary’ purchases.”
Chuck Grom, managing director at Gordon Haskett Research Advisors, reported similar findings. Food stamps accounted for 5% of sales in 2017 for Dollar General and Dollar Tree, and high-single-digit sales for Walmart, he said. That would be approximately $1.11 billion for Dollar General and $1.17 billion for Dollar Tree in 2017. Last year, Walmart’s total U.S. sales were $318 billion.

SNAP purchases accounted for some $888 million of sales in 2017 for Dollar Tree and Family Dollar, which was acquired by the company in 2015, Rand Guiler, the company’s vice president of investor relations told TheStreet on Monday, June 10.
A Walmart representative said the company does not disclose sales or related information involving SNAP. Dollar General did not immediately respond to an inquiry for comment from TheStreet.
Food stamps are so important to these retailers’ bottom line that when they face reductions, it impacts the stock. For example, when President Donald Trump proposed a plan to cut back SNAP benefits on Feb. 12, 2018, Dollar Tree and Dollar General’s stock prices dropped by 3.2% and 3.7% respectively.
Yet with a robust economy in place, the number of recipients is falling.
“You have fewer people on food stamps because they are finding work due to the overall strength of the economy and labor market,” said Brian Schaitkin, senior economist at the Conference Board, told TheStreet.
The federal agency overseeing the food stamp program has shown the reduced numbers. When the U.S. Department of Agriculture released its Nutrition Assistance Programs Performance Report for March 2018 on Thursday, June 8, it noted that there were 32,000 fewer SNAP participants in March than in the previous month. Compared to the same time last year, 1.9 million fewer people receive food stamps with the current number at slightly over 40 million recipients.
