Supplemental Nutrition Assistance Program
SNAP, formerly called food stamps, is the nation’s largest program for fighting domestic hunger. Federally funded and state administered through our Department, we are committed to providing low-income individuals and families with resources to purchase food.
Eligibility and benefit amounts are based on income, expenses, resources and the number of people living in a household. Recipients get an EBT card that can be used at supermarkets, grocery/convenience stores, farmers’ markets and participating online retailers. Stores interested in accepting EBT can go here. Click here for more information on becoming a retailer for the online purchasing program.
Since March 2020, some SNAP households have received extra benefits called emergency allotments to help during the pandemic. In April 2021, the federal government made a change to allow more SNAP households to receive these extra benefits. You can read more here.
NOTE: Extra benefits need to be approved by the federal government on a month to month basis, and DHS announces the decisions widely each month.

You will be required to complete a mid-certification and a recertification each year you get SNAP to make sure your household is still eligible. - Your mid-certification will happen halfway through your benefit period. You will get a form in the mail that you will need to complete and return to the Family Support Division.
- Around the end of your SNAP benefit period, you will get a recertification form in the mail. You will need to complete this form, return it to the Family Support Division, and complete an interview to continue getting SNAP benefits.

Letting Benefits Close Naturally
Another option is to simply let your benefits end naturally, with no action on your part. There are two situations when this can occur. First, you may be close to a re-certification and you want to forgo the re-certification interview and the associated paperwork. Failure to supply the required information results in the agency closing out your food stamp account. Second, you can report changes that would put you over the maximum income and resource limit, so that when the social worker reviews the new information, she will adjust the amounts in the system. The system then determines that you are no longer eligible for benefits, and you will receive a notice of account closure in the mail.

Clearing Border Oss Report Activity
The requirement to clear the Border OSS Report only applies at a complete action. This report must be cleared at a complete action when a household submits an application or redetermination and the OSS activity in the report makes the households address questionable.
Example: A household living in Texas near the Arkansas border and shopping in Arkansas may not be questionable. A household living in Austin and shopping in Arkansas would be questionable.
When a households address is questionable, follow the policy outlined above for clearing a Non-Border OSS Report Activity at a Complete Action. If necessary, send the household Form H1020, Request for Information or Action, requesting verification of the household’s address.

Removing A Household Member
When a member of the household leaves home, you must report that change to your local social services agency. Perhaps an adult child finished college and got a job out of state, or your elderly parent needs full-time care in a nursing home. Whatever the reason, removing that individual from your food stamp account reduces the number of household members. The family will now need to meet income guidelines for one less person in the home. Often this puts a household above the required income limits for SNAP, which results in the social worker closing out the case. To report a change, call your case worker directly or mail the agency your request. Be ready to supply your account number, the name of the individual you are dropping from the account and, in some instances, the reason why the person is being removed.
