Georgia Attorney General Carr warns of new twist on grandparent scam
ATLANTA Instacart, the North American leader in online grocery delivery, and Food Lion are partnering to provide greater access to low-income families.
The Division of Family & Children Services Supplemental Nutrition Assistance Program recipients will now be able to use their Electronic Benefit Transfer cards to buy groceries online for curbside pickup through Instacart.
We are excited to work with Instacart and Food Lion as our fifth partner in this statewide effort in Georgia. It gives us great pride to be able to provide this premium experience for customers that really need it, said DFCS Director Tom Rawlings. Not only does this move help meet the needs of current pandemic social-distancing guidelines, but an added benefit is the tremendous assistance it will provide for vulnerable populations who would benefit from greater access to curbside pickup and grocery delivery services. In a time of uncertainty, DFCS customers experiencing food insecurity will now have the same privileges as others who enjoy the convenience of these services.

Who Is Prohibited From Receiving Snap Benefits
Some individuals are prohibited from receiving SNAP benefits. These reasons include:
- Disqualified for failure to comply with work requirements
- Disqualified for an Intentional Program Violation by intentionally making false statements, withholding information or committing an act that violates the Food and Nutrition Act, SNAP regulations or state law for the purpose of using, acquiring, presenting, transferring, receiving, possessing, or trafficking of SNAP benefits or authorization cards used as part of an automated benefit delivery system
- Disqualified for failure to provide a Social Security number
- Ineligible non-citizens who do not meet non-citizen requirements.
- Ineligible because of a drug-related conviction after August 22, 1996
- Fleeing felons
- Residents of institutions
- Students attending an institution of higher education at least half time, unless they meet certain exceptions
- An ineligible ABAWD due to time limits OR
- Disqualified due to failure without good cause to cooperate with TANF work requirements.

Does Costco Do Ebt Delivery
Costco has nearly 558 warehouses in the United States. Per Costco customer service, all Costco locations accept EBT cards for in-store purchases at the register and the self-checkout.
Unfortunately, Costco doesnt do EBT delivery. That means you cant use your EBT card to order groceries online on Costco.com.
You can use other payment options accepted at Costco warehouses and the Costco website, including Visa cards, debit and ATM cards, cash, checks, and Costco Cash cards.

What Are The Differences Between Amazon Fresh And Groceries On Amazon
Customers can use their SNAP EBT benefits to purchase items on Amazon.com and Amazon Fresh .
Amazon Fresh:
Amazon Fresh is similar to your typical grocery store, delivering perishable, shelf-stable and household products in everyday package sizes, available in select regions. Amazon Fresh is typically available only to Prime members. However, Amazon is making Amazon Fresh selection available to customers who shop with a SNAP EBT card in eligible regions without Prime membership fees. To receive free delivery on Amazon Fresh orders, purchase $35 or more of eligible items. You can also place a smaller order and pay a shipping fee. Your SNAP EBT card cannot be used to pay for the shipping fee if you do not meet the order minimum and you will need to provide an alternate form of payment. Does Instacart Take Ebt
Instacart, the popular grocery delivery service, began introducing new payment options for SNAP EBT beneficiaries in December. Participating retailers include Aldi, Food Lion, and Publix, along with some smaller chains. Instacart has pledged to expand the EBT online payment option to more states and retailers in the near future.
When ordering with EBT on Instacart, customers must use a credit or debit card for non-eligible costs, including delivery and service fees, taxes, tips, and bottle deposit fees in some states. Customers over 60 who may be new to online grocery shopping can take advantage of Instacart’s Senior Support Service, which offers help with everything from setting up an account to placing an order.
Through Sept. 16, shoppers paying for Instacart orders with EBT SNAP at select retailers can get free delivery or pickup on their first three orders of $35 or more.

As the largest employee-owned company in the US, Publix has about 1,200 supermarkets in the Southeast in states like Alabama, South Carolina, Florida, North Carolina, Georgia, Virginia, and Tennessee.

There are over 600 Sams Club locations in the US, all of which accept SNAP EBT cards for in-club purchases. You must be a warehouse member to use SNAP benefits at Sams Club.
Sams Club doesnt take EBT for online purchases. You cant use your SNAP benefits to pay for purchases on SamsClub.com for home delivery or pickup orders.

Buy Packaged Items With An Ebt Card
Packaged edible items such as cold sandwiches and deli foods can be purchased through the SNAP program. Chicken salads, cold meat cuts, sliced deli meat, and regular sandwiches can be purchased from any grocery or convenience store through the EBT card.
Low-income households can enjoy fresh fruits and vegetables, meat items, fish, dairy products, new pieces of bread, dry cereals, snack items, and nonalcoholic beverages along with seeds and plants under the food stamp program however, you cannot purchase liquor, alcohol beer, wine, tobacco and supplements including vitamins and medicines through the SNAP program. If a potential item has a supplement facts label, it is categorized as a supplement, and it is not directly legible for SNAP purchase. You cannot purchase live animals except for shellfish fish from the water and slaughtered animals. Hot foods and unnecessary items such as pet foods, housing supplies cleaning supplies, and hygiene items are not eligible for SNAP purchase.

Amazon is among the online retailers that have partnered with the government to allow SNAP EBT payments on SNAP-eligible items in select states. Only items sold and shipped by Amazon.com or Amazon Fresh are eligible for EBT purchases.
Once your EBT card is added as a payment method on your Amazon account, you receive free access to Amazon Fresh and free shipping on orders above $35 on Amazon Pantry. However, youll be subjected to a delivery fee if you choose to have your orders delivered under the local free 2-hour delivery threshold.
EBT and Medicaid beneficiaries signing up for Amazon Prime membership are also eligible for a 50% discount.

Does Grubhub Take Ebt
The Grubhub food delivery app focuses on delivering restaurant-prepared food from local restaurants. Grubhub doesnt take EBT or food stamps for fast food delivery.
But the problem is less on Grubhub and more on SNAP rules. SNAP doesnt allow EBT cardholders to purchase hot, prepared restaurant meals with their benefits.
Although the discretion on whether or not to extend SNAP via the Restaurant Meals Program is left to individual states to decide, only a few states participate in the RMP.
Online and mobile food delivery services like Grubhub are left with no option but to play by the rules. Since they exclusively deliver for restaurants that sell hot, prepared, ready-to-eat food, their food items wont be eligible for EBT or SNAP purchases in most states.
But, GrubHub takes cash for food delivery orders, unlike most of its competitors. GrubHub also accepts credit cards, active American Express gift cards, Apply Pay, Google Pay, and PayPal, but does not take debit cards, prepaid cards nor will they cash a third-party check or personal check.
All food delivery drives appreciate cash tips as compensation for friendly and quick service. Its one of the best under-the-table jobs that pay cash.

Does Aldi Take Ebt For Delivery
Aldi has nearly 2,087 grocery store locations in the United States. More than 1,700 Aldi stores in 37 states, including the District of Colombia, accept EBT as a payment option for online orders.
EBT cardholders can place their orders via Instacart for pickup or home delivery. You can shop SNAP-eligible items online for Aldi stores if you live in any of the states covered by the USDAs pilot program.
Your SNAP EBT cannot be used to cover non-eligible costs like delivery and service fee, tips, taxes, and bottle deposit fees. If you incur any of these non-eligible costs, you must use an alternative payment option like cash, credit, or debit card to pay for these extras.
You wont be able to shop online with your EBT at Aldi stores if you live in a state that doesnt participate in the USDAs pilot program. But keep checking back because Aldi is working with Instacart to expand its online grocery shopping program into other cities and states.

Ebt Online Purchasing Pilot Program
In 2017, the United States Department of Agriculture announced a pilot program for online EBT purchases. The program allows EBT Cardholders to purchase groceries online for delivery or pick-up.
When the USDA initially set up the pilot program, the following states were approved for the program:

In addition, the following grocery retailers were approved to work with the states above to launch the program:

New York state was the first to actually implement the program, starting in .
In March 2020, the states of Alabama, Iowa, and Oregon launched their pilot programs.
