How To Use The North Carolina Ebt Card
Once claimants are accepted into the SNAP program, they will likely want to know, How long does it take to get a North Carolina EBT card? The DSS issues these cards to claimants as soon as it determines that petitioners are eligible to receive benefits and calculates the amount of funds they qualify for. Once enrollees have their North Carolina EBT card, they must create personal identification numbers before they may begin using these cards. With these PIN numbers, claimants can swipe their cards at point of sale machines and electronically use their benefits.
When beneficiaries are ready to begin using their NC EBT card, they may go to approved grocery stores and farmers markets and spend their funds. Furthermore, these cards work like credit or debit cards, so petitioners who already have these devices should be familiar with using their EBT cards before they even make a purchase. Once claimants make their purchases, their remaining EBT card balance will appear at the bottom of their receipts. This helps enrollees to keep track of the benefits they have remaining in their accounts. Likewise, candidates can check their available totals by calling customer service or by logging into their online EBT account portals.
How To Appeal A North Carolina Food Stamps Denial
When the DSS issues a North Carolina food stamps denial to petitioners, it is not always the definitive ruling on cases. Claimants have the right to request appeals, and if the applicants have convincing cases, they may be able to have these decisions overturned. Petitioners who learn that their food stamps application was denied must file their appeal requests with the state. To help facilitate this process, there is an official form that claimants may use to ensure they supply the DSS with all the necessary information.
Candidates may initiate the food stamps appeal process in NC by submitting their finalized requests to their county DSS offices. Within these documents, claimants must provide the following information:
- General information: Throughout the first portion of their requests, claimants must supply the division with biographical information. This includes the petitioners name, date of birth, SSN and address.
- Translation requests: Petitioners who are not native English speakers may still appeal their food assistance denials. The state offers free interpreter services to claimants who would like to utilize this option.
- Copy of state-issued determination: If possible, applicants should provide the DSS with copies of the DSS denial notifications they received.
- Reason for denial: Candidates need to report the reasons the state cited for denying the applicants petitions.

General Eligibility Documentation And Verification Requirements: Special Implications For Immigrants
There are several eligibility determination documentation requirements and verification practices beyond those specifically related to non-citizen eligibility that affect all applicants but appear to have particular relevance for immigrants. These include social security numbers, basic identification, household composition, and employment records. This section focuses on why providing these types of information presents special issues for immigrants seeking benefits or successfully completing a program’s application process.
There is marked variation in the level and intensity of required documentation and verification procedures across the four means-tested programs in this study. Food stamp and TANF eligibility determination requires a large amount of information to be submitted by applicants and verified by workers. The Food Stamp Program in particular requires an extensive amount of documentation and verification. In contrast, expanded Medicaid and SCHIP eligibility determination is much less burdensome and difficult in particular, SCHIP often has minimal documentation and verification requirements.

Appendix A Study Methodology
The information included in this report is drawn primarily from site visits to six different localities across the nation . Although they are representative of neither the nation as a whole nor the states in which they are located, the sites nonetheless offer rich and varied examples of the application process and practices used by public agencies and faced by immigrant and LEP persons when they apply for the following four federal benefit programs: Temporary Assistance for Needy Families , the Food Stamp Program , Medicaid, and the State Children’s Health Insurance Program .
Site Selection Criteria
The process used to select sites was designed to yield a sample that is diverse in terms of the policy environment as well as the immigrant population’s total size, language diversity, and mix of citizenship and immigration status. More specifically, the criteria considered when selecting the six sites included: demographics of the immigrant population trends in public benefit caseloads and availability of safety net assistance for legal immigrants.

Key Language Access Strategies
Localities employ a variety of strategies to facilitate communication with LEP public assistance applicants. Some strategies place a greater share of responsibility on agencies to provide language services for limited English speakers while others rely more on applicants to assume this responsibility. Because no single strategy is able to meet the needs of each LEP applicant, most sites employ multiple language access strategies.
ublic agencies often rely on interpreters who speak the native languages of LEP applicants to help these applicants negotiate the application process. Interpretation services may be provided by in-house agency staff either as part of or in addition to their regular job duties. These services may also be provided by private contractors who are hired solely for the purpose of providing interpretation services. Each of the study sites, except Sedalia, fills some eligibility staff positions with bilingual workers. Seattle is the only site that has bilingual agency staff but also relies primarily on contracted interpreters for language assistance when conducting eligibility determination interviews.

North Carolina Food Stamps Requirements
There are four primary food stamps requirements in North Carolina that petitioners must meet in order to collect SNAP benefits. These prerequisites include:
- Income: Since SNAP is available only for low-income households, there are requirements for food stamps that relate specifically to how much income petitioners earn. Claimants need to earn less than a certain amount of income, and these limits are assigned based on household size.
- Household structure: Generally, food stamps are awarded to households as units. Therefore, petitioners need to qualify as a household according to the states definition. Examples of acceptable structures include roommates who live and cook together, parents and their children and married couples.
- Immigration status: Food stamps eligibility requirements indicate that applicants must be U.S. citizens or petitioners born abroad that possess legal immigration statuses.
- Funds and resources: While not a requirement for all petitioners, some candidates will need to fulfill resource requirements for the state. Claimants who need to meet this prerequisite may not have quantifiable resources that total greater than $2,250. However, households with at least one disabled family member or household member who is older than 60 years of age may have up to $3,500 in resources and still qualify for benefits.
Simplified Nutritional Assistance Program
North Carolinas Simplified Nutritional Assistance Program is a demonstration project designed to deliver food assistance to elderly individuals receiving Supplemental Security Income . SNAP is a simplified version of Regular Food and Nutrition Services .
Individuals must meet the following criteria to be eligible for SNAP:
- Receive SSI, and
- Age 65 or older, and
- Not living in an institution is considered being institutionalized for SNAP purposes), and
- Residing in North Carolina, and
- Purchasing and preparing food separately from other people living in the home, and
- Not be receiving Food and Nutrition Services, Food Stamps, or SNAP in another state.
All SNAP Cases are one person households. SNAP households must meet regular Food and Nutrition Services household concept eligibility requirements. NOTE: Married individuals living in the same home cannot be considered a separate household.
Income and deductions are not considered when determining SNAP allotment amounts. Only shelter costs are used to determine the allotment amount. Allotment amounts for SNAP are as follows:
- The FNS allotment amount is $105.00 if the rent, mortgage, and/or lot rent expense is $200 per month or higher.
- The FNS allotment amount is $60.00 if the rent, mortgage and/or lot rent expense is less than $200 per month.

The Demographic Context: Immigration And Language Diversity
Nationally, about one fifth of all children and one quarter of children in low-income families have immigrant parents . Data from the Census 2000 Supplementary Survey indicate that, nationally, the number of Limited English Proficient adults increased from 12 to 16.5 million between 1990 and 2000. During that time, the LEP share of the total adult population rose from 6 to 8 percent.
The composition of these immigrant families, especially in terms of their mixed immigration status and relatively large family and household size, is of particular relevance to this study. Almost 10 percent of all families in the U.S. are “mixed-status” families, meaning that at least one child is a U.S. citizen but at least one parent is not a citizen. According to 1998 figures from the U.S. Current Population Survey , 85 percent of families with at least one non-citizen parent have at least one citizen child. The vast majority of immigrant families who apply for benefits have both citizens and non-citizens in them and while non-citizen adults are often ineligible for benefits, their children who are usually citizens are generally eligible . In addition, immigrant parents have more children on average than native-born parents and they are more likely to live in extended families and multi-family households, making for even larger households.

Chapter 4 Application Forms
All benefitprograms require applicants to complete a written application. This chapter compares the application forms used in the study sites for the four benefit programs.1 Special attention is paid to features that can make completing application forms particularly difficult or confusing for immigrants and limited English speakers. The general accessibility of application forms in terms of where and how they can be obtained is considered first. This is followed by a description of the integrated application forms used in the study sites for TANF/FSP/Medicaid , highlighting differences in length and areas of particular relevance for immigrants and limited English speakers. Applications for only Medicaid and/or SCHIP benefits are then described, focusing on the ways in which these program applications differ from integrated applications.
