In the late 1960s, during the presidency of Lyndon B. Johnson, the federal government focused a great deal of attention on helping low-income Americans.

The 1967 National Nutrition Survey revealed that many lower income children suffered from anemia and inadequate growth. These conditions can adversely affect brain size and cognitive ability. The study showed that children got off to a poor start both physically and mentally because they didn’t have enough to eat or they didn’t eat the right foods. Some children also suffered because mothers did not get adequate nutrition during their pregnancies.

In 1972, Congress passed a bill sponsored by Senator Hubert H. Humphrey to create the Special Supplemental Nutrition Program for Women, Infants, and Children. Congress funded the program for two years and put the U.S. Department of Agriculture in charge of it.

The Special Supplemental Nutrition Program for Women, Infants, and Children is a federally-funded program designed to provide supplemental food assistance and nutrition education to low-income pregnant, postpartum, and breastfeeding women, infants, and children until age five. In addition to providing healthy supplemental foods, nutrition education, and breastfeeding support, the program also provides referrals to other health, welfare, and community-based services. WIC has proven to be effective in preventing and improving nutrition related health problems.

The WIC Program is funded through the United States Department of Agriculture . WIC services are provided through the Tennessee Department of Health in 126 county health departments, stand-alone clinics, and hospital sites throughout the state. The program serves about 111,000 eligible participants each month. Participants must be a Tennessee resident, meet the gross income guidelines and be determined to be at nutritional or medical risk.

The gross income for your household is the total income earned before taxes have been taken out. If you are applying for California food stamp benefits, you must determine your gross monthly income to see if you qualify.

There are exceptions to the fingerprint and Imaging requirements. Please contact your local County Welfare Department to see if you qualify for an exception. Calfresh applicants, excluding dependent children and anyone unable to provide the images, will have to provide fingerprint images and a photo in order to receive CalFresh assistance.

  • Any household member who is eligible for CalFresh benefits and is an adult.
  • If a household applies for CalFresh, and the only household member is under the age of 18.
  • Images are required from the head of household, the parent of an eligible child if residing in the household of the child

If a household is eligible for expedited service, service must be issued–even if the Fingerprint and Imaging process is not yet completed. If this happens the imaging should be completed before the next issuance of a particular household’s assistance.

    Subtract any Allowable Deductions

    After you have determined which allowable deductions apply to your household, subtract those from your total gross monthly income. Doing this will give you the total net monthly income for your household.

    If you need additional help doing this, use the example below:

    Determine if shelter costs are more than half of adjusted income $700 total shelter $605 = $95 excess shelter cost
    Subtract excess amount, but not more than the limit, from adjusted income $1,210 $95 = $1,115 net monthly income
    Apply the net income test Since $1,115 is less than $2,146 allowed for 4-person household, this household has met the income test.
