Wral: 8100 Pending Food Stamps Cases In Guilford County With Monday Deadline Looming

The state discovered more than 8,000 pending applications for food stamps in Guilford County, a development that puts the state at risk of losing federal administrative funding if it misses a Monday deadline to clear a backlog.

We reported yesterday about DHHS discovery of the pending cases, which N.C. Health and Human Services Secretary Aldona Wos informed lawmakers about at an oversight committee hearing Wednesday. Missing the deadline could mean the loss of $88 million in funding the state receives to distribute the food assistance program.

On Wednesday, Wos said she didnt know what the scope of pending cases were, having just been informed before Wednesday mornings meeting, but told legislators that the delayed cases werent a result of the troubled N.C. FAST technology system. The cases had not been entered into the system.

The state had been on track to meet a Monday deadline set by federal officials to clear a backlog that had been in the thousands but had dropped to 520 cases, Wos said.

WRAL spoke with Guilford County officials today, and learned that more than 8,100 cases are waiting to be processed. More than 100 people are expected to work on the backlog over the weekend.

How To Apply For Food Stamps In Greensboro North Carolina

In Greensboro, North Carolina, all residents have the right to apply for food stamps through SNAP, the government-funded Supplemental Nutrition Assistance Program. If you are between the ages of 18 and 49 and are enrolled at least half-time in an institution of higher education, the following requirements may apply to you.

  • Student must have an expected family contribution of $0 as determined by the financial aid office of their institution of higher education.

Simplified Nutritional Assistance Program

North Carolinas Simplified Nutritional Assistance Program is a demonstration project designed to deliver food assistance to elderly individuals receiving Supplemental Security Income . SNAP is a simplified version of Regular Food and Nutrition Services .

Individuals must meet the following criteria to be eligible for SNAP:

  • Receive SSI, and
  • Age 65 or older, and
  • Not living in an institution is considered being institutionalized for SNAP purposes), and
  • Residing in North Carolina, and
  • Purchasing and preparing food separately from other people living in the home, and
  • Not be receiving Food and Nutrition Services, Food Stamps, or SNAP in another state.

All SNAP Cases are one person households. SNAP households must meet regular Food and Nutrition Services household concept eligibility requirements. NOTE: Married individuals living in the same home cannot be considered a separate household.

Income and deductions are not considered when determining SNAP allotment amounts. Only shelter costs are used to determine the allotment amount. Allotment amounts for SNAP are as follows:

  • The FNS allotment amount is $105.00 if the rent, mortgage, and/or lot rent expense is $200 per month or higher.
  • The FNS allotment amount is $60.00 if the rent, mortgage and/or lot rent expense is less than $200 per month.

If you are a current North Carolina Food and Nutrition Services recipient or Simplified Nutritional Assistance Program recipient that has suffered a food loss due to a power outage or flooding from Tropical Storm Fred, and you have not already received a replacement, you have 10 days from the date of the loss to request a replacement by filling out the DSS 1678 Replacement/Supplement Affidavit form . You will need to print the form, complete and sign it, then mail, fax, or drop it off at your County Department of Social Services office.

The Guilford County Department of Social Services is processing food stamp applications at a rate far higher than the state average, which continues to lag behind federal guidelines.

Were actually processing at 98 percent, said Gregory Bush, a spokesman for the county department. Guilford County is not impacting the state rate negatively at all.

The federal Department of Agriculture warned the state Department of Health and Human Services last week that North Carolina needs to improve its application-processing rate or risk losing money that supports the food-stamp program.

    North Carolina’s Food Stamp Application Deadline Met UNC-TV

    Greensboro, NC — Beginning November 5, 2007, the Guilford County Department of Social Services will start taking applications for the 2007-2008 Low Income Energy Assistance Program, LIEAP.

    Households that are active in the Food Stamp Information System as of September 30, 2007 with a certification through date of October 2007 or greater will receive an automatic payment if they meet the LIEAP guidelines.

    Households who may not apply, can apply at the Guilford County Department of Social Services during the application period. Food stamp households not meeting the criteria have been notified to apply at the local department of Social Services.

    Funding is currently available for the Crisis Intervention Program . This program can provide up to $300 in one year for heating or cooling emergencies. Income and eligibility requirements apply.
