Supplemental Nutrition Assistance Program can be used like cash to buy eligible food items from authorized retailers. Authorized retailers will display either the Quest logo or a picture of a Virginia EBT card.

A SNAP account is established for eligible households and automatic deposits are made into the account each month. To access the account, they will also receive an EBT Card, which will debit the account each time eligible food items are purchased. A secret Personal Identification Number is required to use the card.

The Supplemental Nutrition Assistance Program , formerly known as Food Stamps, helps low-income individuals and families buy food and meet their nutritional needs. SNAP is a federal program administered by the U.S. Department of Agriculture. Benefits are issued through Electronic Benefit Transfer cards that can be used in place of cash to buy food as a supplement to the familys food budget. Along with other recent changes to the Supplemental Nutrition Assistance Program or SNAP, formerly known as the Food Stamp Program, food stamps application can now be done over the phone.

Previously, a food stamps application can only be done either in person, via mail, or through e-mail. Now however, due to high demands for food stamp assistance, an interview with the welfare caseworker may be done over the phone instead.

To be able to apply for food stamp assistance, you must accomplish and submit an application either through phone, in person, by fax, or e-mail.Once your application is received, you will then be interviewed so the information you submitted will be verified and documented. If an at-office interview will be of great difficulty for your household, you may request a phone interview as well.

You can apply online through the states Common Help portal.

You may also request an application be mailed to you or pick up one at either of our offices. Applications for all programs are also available on the state website . Paper applications are accepted by fax at 501-4006, by mail or in person at either office.

Because benefits for some programs are prorated from the date that you apply, we encourage you to file an application the same day that you contact the agency, either by mail or in person, as soon as possible. If you are found eligible, the amount of time to process your application and the amount of benefits you receive will depend on the date your signed application is received in our agency.

You may file an application at any time. Henrico County Department of Social Services now operates on an appointment system. If you leave an application and an interview is required an appointment will be sent to you for a phone interview.

Medicaid does not require an interview. However, the other major benefit programs Food Stamps, TANF , General Relief, and the Auxiliary Grant program require an interview before eligibility can be determined.     The Energy Assistance Program

    The Energy Assistance Program consists of three components Fuel Assistance, Emergency Crisis Assistance and Cooling. The Fuel Assistance component is intended to provide supplemental assistance to offset the rising costs of heating expenses.     Selecting Head Of Household

    You may select any adult member as the head of your household. If you select either an adult parent of a child any age or an adult who acts as a guardian for a child under age 18, all the adults in the household must agree with your choice for head of household or the agency will choose the head of your household.

    If you select any other adult or you do not select a head of household, and someone in your household does not cooperate with an employment and training program or reduces the hours worked or quits a job without good cause, the agency will choose the head of household to be the person who earned the most money from working during the previous two months.

    If the person selected as head of household does not cooperate as required with an employment program or reduces the hours worked or quits a job without good cause, your household may not be able to get SNAP for up to six months.

    You may select the head of your household every time you apply for SNAP. If there is a parent-child combination, you may change your selection whenever someone joins or leaves your household. Tell your worker if you want to change your selection.

    Snap Expansion Expected To Bring More Than $100 Million In New Food Aid To Virginia

    Advocates are heralding legislation loosening eligibility rules for food stamps as the most significant expansion of public benefits in Virginia since the state expanded Medicaid four years ago.

    The bill, which passed the General Assembly last month with unanimous support, will open up the federal Supplemental Nutrition Assistance Program to an estimated 25,000 additional families bringing in more than $100 million in federal aid the state has effectively been rejecting.

    Its borderline immoral that we were letting people starve when we had the wherewithal at our fingertips to do something about it, said Del. Dan Helmer, D-Fairfax, who sponsored the legislation.

    To qualify for SNAP benefits under Virginias current rules, an applicant must earn 130 percent of the federal poverty threshold, which for a family of three is set at $28,236 per year.

    Under the new rules, applicants making 200 percent of the threshold or lower would be eligible, which works out to just under $44,000 for a family of three or $25,760 for an individual.

    The legislation also eliminates a cap on assets that makes people with $2,000 or more in savings ineligible unless they are elderly or disabled, in which case the cap is $3,000.

    Advocates had called the asset cap particularly frustrating because it required people to essentially draw down whatever resources they might have before receiving help.

EBT cards work just like debit cards, except that they can only be used to purchase eligible food items. Examples of food that you are allowed to buy with VA SNAP benefits include:
