Children from qualified households with a low income can get healthy meals or milk.

  • Two programs provide free or reduced-price meals at school:

Your children may qualify if your household income is within the Federal Income Eligibility Guidelines. These guidelines are based on federal poverty guidelines.

  • If your income is no more than 130 percent of the poverty level, they should qualify for free meals.

  • If your income is no more than 185 percent of the poverty level, they should qualify for reduced-price meals.

What Can I Buy With Ebt In Alabama

You are allowed to use your food stamps benefits card to buy foods that your household will prepare to eat at home, including the following

  • breads and cereals
  • meats, fish and poultry and
  • dairy products
  • Seeds and plants to produce food for the household to eat

Food Stamps And Welfare Reform

In a typical month in 2001, 17.3 million people in 7.5 million households received food stamps at an annual cost of $20 billion. Current Food Stamp Program appropriations expire September 30, 2002, coincidentally with the expiration of authorization for Temporary Assistance for Needy Families . The 1996 legislation that created TANF included food stamp provisions, and the close connections between TANF and the FSP mean that the welfare reform reauthorization debate involves both.

For low-income families with children, the FSP shares some characteristics with both TANF and the Earned Income Tax Credit . On the one hand, TANF dollars provide a general time-limited income floor for needy families that lack other means of support. On the other, the EITC bolsters the income of those who have jobs but work at low wages. The FSP supplements both TANF benefits and the incomes of the working poor and near poor while ensuring access to a necessity: food. And unlike the EITC, which is usually received annually as a lump sum, food stamp benefits are received monthly.

Evidence has accumulated over the past decade that the FSP is not functioning well as a support for working families. Some reforms have been implemented, and many others have been proposed. But before analyzing these reforms, this policy brief reviews the basic features and problems of the program.

What Happens After You Apply

After you apply, your state agency will review your application and send you a notice to let you know if you are eligible or not for SNAP benefits. This process normally takes less than 30 days. During this waiting period, applicants will go through an eligibility interview and provide verification of the information they provided on their application. If you are deemed eligible, you will receive benefits based on the date your application was submitted.

It you are approved for SNAP benefits, you will receive a certification letter advising you how long you will receive benefits for. When you are nearing the end of your certification period, you will get another letter with instructions on how to recertify to continue to receive benefits.

The food desert situation goes hand in hand with the challenges that we face. Some areas have very limited options on where you can purchase your food, and if its a corner store, it would likely be more expensive food or slightly more expensive than grocery store, and obviously in terms of the healthy options those are all a lot more limited.

In our state there is a program called double bucks.

Its kind of a nation wide movement. Farmers markets that have EBT machines, that accept Snap benefits, and other Fed programs basically double the value of the benefits that you are spending at that farmers market. I dont want to say that you are getting twice the amount the food, but you are doubling the value of the benefits. Its making it more affordable, and in a lot of places its kind of also supporting local produce and local farmers.

In north Alabama, they are trying to pilot some double bucks programs to see if they can develop it across the state. Thats kind of a way to address the food desert situation and it just helps to connect more low-income households with fresh food. Thats something that I am really interested in.

I have found that representatives from both sides can get behind the double bucks program. They are really supportive of it.

State Supplements And Food Stamp Receipt

Because the FSP benefit is nationally uniform , it would be reasonable to expect that the prevalence of food stamp receipt would be lower in states with a substantial SSI supplement than in states without. However, separate calculation of FSP prevalence in states grouped by size of supplement revealed no clear pattern. For the elderly, living in a high supplement state is associated with higher, not lower, prevalence of food stamp receipt. For children, the opposite is true. It may be that the effect of high benefits is offset by high living costs. On average, housing coststhe key component of interstate variation in costs of livingare positively correlated with the presence and amount of the SSI state supplement.5

We really came on board particularly in our area at a very serious time of need, obviously coming off of a recession in 2008, and then we had the BP oil spill in 2010.
