Proof of Eligibility documents are copies of your cards or letters that show you are currently participating in a Government program. By sending your Proof of Eligibility documents, we are able to verify your eligibility and your identity.

Is There Anything Else I Should Know About Getting Free Government Cell Phone Service

There are just a few things you should know before applying for a free government cell phone with free monthly talk, text and Data. Knowing these key facts will help determine your eligibility and will help with your enrollment process.

First, you may only have one wireless or landline Lifeline account per household. If you already have free government cell phone service from another provider, you may not be able to sign up for another phone. Therefore, households cannot connect to multiple providers.

Secondly, the address you provide on your application must be your current place of residence. Please also note that service on free government cell phones is non-transferable.

Third, it is considered good practice to use your free government cell phone service with free monthly talk, text and Data at least once per thirty days. Lifeline service providers may suspend or de-enroll you if you do not make a phone call or send a text for more than thirty days. Also, if you suddenly no longer qualify for Lifeline service, then you must notify your chosen Lifeline service provider within thirty days of your eligibility change. Please refer to your chosen Lifeline service providers terms and conditions for more information.

How To Get Free Government Phones

Getting a free government phone is easy if you meet the income guidelines. Because of the economic downturn in the country as a whole, many Americans have been hit hard financially. The nation has been suffering as a result of the recession, leading to higher rates of poverty in every state. As a result of the economic crisis, many people feel that cell phones are luxury items that are not affordable.

Thankfully, the Lifeline Assistance program exists to assist qualified Americans in obtaining a free government phone. These phones have become known as Obama Phones and have swept the nation in an attempt to offer free service to people who earn lower than average levels of income.

Food Stamp Program Participation

Understanding the evidence of opportunity for increasing participation requires sufficient knowledge of how FSP participation is currently assessed.

While federally funded, the FSP is operated by states. The quality of state management varies the FSPQC sample is in part conducted to monitor and reduce the variance in accuracy of benefit assessment, and the Farm Security and Rural Investment Act of 2002 established a “high performance bonus” to reward states for “actions taken to correct errors, reduce the rates of error, improve eligibility determinations, or other activities that demonstrate effective administration as determined by USDA” . In recent years, attention has also been paid to variation across states in FSP participation rates, the ratio of recipients to persons believed to be eligible. The Department of Agriculture estimates that nationwide only 60 percent of persons eligible for FSP in 2004 actually received benefits . The department has announced a target national participation rate of 68 percent in 2010 . States varied enormously in estimated take-up rates in 2005, from a low of 40 percent in Wyoming to a high of 95 percent in Missouri .

Step Two: Select Your Lifeline Service Provider

You want to get the very best cell phone service, but in order to get that, you must do some research. Deciding who your Lifeline service provider is an important step, as you must choose a reputable and reliable provider. After all, what is the point of having a free government cell phone service with free monthly talk, text and Data, if you cannot use it 100 percent of the time?

In order to do research on Lifeline providers, you can visit their prospective webpages. We would like to point out that three of the most popular Lifeline service providers include: Q Link Wireless, Assurance Wireless, and Safelink. You can visit any of these three providers websites. On their websites, you can see if your state is serviced by the provider, and you can also read about their plans. Most providers have a help section, like the one that Q Link Wireless has here. You can also contact the providers for more information.

It is imperative that you select the right Lifeline service provider for you. If you are a single mother on Food Stamps, you may need phone service that has access to data to check up on your email and government benefit updates. Therefore, you should find a Lifeline service provider that will offer you a free monthly Data plan. Lifeline providers may vary by state, so companies offer different cell phone plans. You should take some time to read about the different providers offered in your area before deciding on who you should sign up with.

Ssi Participation And State Food Stamp Program Management

There is indirect evidence that supports the hypothesis that the prevalence of FSP participation could be increased, at least in some states. Despite the technical issues raised above, there is general agreement that variation across states in estimated FSP participation does bear some relationship to state effectiveness in FSP promotion.6 If this is the case, it is interesting to see if interstate variation in food stamp receipt among households that include SSI recipients is related to variation in estimated aggregate state participation rates. If states with high aggregate participation rates also show exceptional participation by households that include SSI recipients, this would suggest that management makes a difference and that outreach procedures followed in high participation states should be studied and, if appropriate, imitated.

Note that if households with SSI recipients constituted a large fraction of all FSP eligible households, any connection between aggregate FSP take-up and prevalence among households with SSI recipients would be virtually tautological. However, the FNS estimate of the number of persons eligible for the FSP in an average month in 2004 is five times greater than the total number of SSI recipients , so it would be possible for variation in aggregate FSP take-up to occur independently of program participation among households that include SSI recipients.

State Supplements And Food Stamp Receipt

Because the FSP benefit is nationally uniform , it would be reasonable to expect that the prevalence of food stamp receipt would be lower in states with a substantial SSI supplement than in states without. However, separate calculation of FSP prevalence in states grouped by size of supplement revealed no clear pattern. For the elderly, living in a high supplement state is associated with higher, not lower, prevalence of food stamp receipt. For children, the opposite is true. It may be that the effect of high benefits is offset by high living costs. On average, housing coststhe key component of interstate variation in costs of livingare positively correlated with the presence and amount of the SSI state supplement.5
