What Can You Buy With Food Stamps

You can use food stamps in Iowa to buy groceries, snacks, and seeds or plants that will produce food.

WIC food packages include eggs, milk, cereal, juice, tofu, fruits and vegetables, peanut butter, dried and canned beans, and whole-wheat bread. WIC packages also include cheese and canned fish for breastfeeding moms, and baby food for babies.

Bill Would Also Change Some Food Stamp Eligibility Requirements

Alongside Medicaid work requirements, the bill would affect some of the eligibility requirements for the Supplemental Nutrition Assistance Program, also known as food stamps.

First, the bill would prevent the Iowa Department of Human Services from granting categorical eligibility for SNAP benefits. Categorical eligibility allows participants to be eligible for food stamps based on their qualification for other low-income assistance programs.

Currently, Iowa is among 39 states participating in broad-based categorical eligibility, through which the state allows all households with income of up to 160% of the federal poverty level to qualify for SNAP benefits. Thats above the 130% federal level. If the measure became law, it would prohibit DHS from applying gross income standards that are higher than those specified in federal law.

The Senate bill would additionally prevent DHS from seeking any work requirement waiver for SNAP assistance from the federal government, unless required by law. Those who receive food assistance would also need to be assigned to an employment and training program unless they are otherwise exempt under federal law.

Centorino also said Iowa currently doesnt require any of the 100,000 able-bodied adults with kids, or the 20,000 able-bodied adults between 50 and 59 on food stamps to work.

How Long Will The Increase In Food Stamps Last

Iowa in February ended its coronavirus disaster proclamation and, in doing so, the state opted out of a federal emergency allotment provision that allowed households to receive the maximum benefit available under the Supplemental Nutrition Assistance Program, also known as food stamps.

The end of expanded food assistance also comes as Iowans and others around the country are facing rising prices at the grocery store and at the gas pump, but in many cases, are not seeing much change in their paychecks.

As a result, food pantries in Eastern Iowa are preparing for an influx of clients in need.

We are definitely planning for an increase in need, and were already starting to hear from folks coming in asking to take a couple extra cans so they can stock-up, said Kaila Rome, executive director of the North Liberty Community Pantry. I know of a few families who are single-parent, one-child households that are losing over $200 a month.

Iowans’ rising food insecurity can be largely attributed to higher food prices, as well as rising costs for other basic needs, according to researchers at the Urban Institute’s Health Policy Center.

A recently published report stated the end of certain safety net responses during the pandemic, such as boosted unemployment or food stamps benefits, also plays a factor in Americans eroding food budgets this year.

That financial strain has been felt by local nonprofits working to address the growing need. According to Book, the Food Bank of Iowas food costs in 2022 have risen 650% compared with last year.

The recent study from the Urban Institute shows the number of U.S. adults reporting food insecurity rose throughout 2022, which comes after the need declined nationwide last year.

• Last June, more than one in five adults, or 21.6%, reported their households were food insecure in the past 30 days. By comparison, one in six, or 15.3%, reported food insecurity in April 2021.

Representatives of social service agencies who oppose Medicaid work requirements said they worry people who dont have visible physical problems but suffer from issues like brain injuries could become vulnerable. Some also said the measure did not solve a problem.

The majority of adults on Medicaid are already working, and those who are not are in caretaking roles or disabled themselves, said Mary Nelle Trefz, health policy associate with the Child and Family Policy Center.

Schultz said Tuesday he plans to amend some of the portions of the bill based on feedback from the groups. The bill will be considered by the Labor and Business Relations Committee, which Schultz chairs, on Wednesday.

The bill faces an uncertain future in the Iowa House. Last year, the chairwoman of the House Human Resources Committee refused to take up a Medicaid work requirements bill after it passed the Senate on a 32-17 party-line vote.

Definition Of A Household

When determining eligibility, you need to provide information on all members of the household. A household, for this situation, is defined as all individuals that live together and purchase and prepare meals together. Likewise, you may have people living with you that are not considered part of your household. For example, if you rent a room to someone that does not purchase or prepare food with you, they are not part of your household. However, whatever they pay you for rent has to be counted under income.

There are two exceptions to this definition. The first is a household that includes a husband, wife, and children under 22 years of age. This group will be considered a household even if they purchase and prepare meals separately. The second exception is elderly or disabled individuals that are unable to purchase and prepare their meals independently and live with others that do.
