New Permanent Rule: Expansion For Students In Qualified Career And Technical Education Programs

As of October 1, 2020, a SNAP policy change in NYS expanded eligibility to students in qualified career and technical education programs. The Office of Temporary and Disability Assistance has determined that CTE programs, as defined under the federal Carl D. Perkins Career and Technical Education Act of 2006, offered at a community college, comprehensive college or a technology college within the SUNY or CUNY systems are considered comparable to a SNAP E& T program component. CTE programs at SUNY/CUNY enhance the employability of students or lead directly to employment. In 2019, SUNY surveyed community college students on food access and found that 55% of students had experienced hunger in the current semester.

New York State students can also enroll in CTE programs at Educational Opportunity Centers . These programs specifically target economically disadvantaged students.

Under the new permanent rule, individuals attending a SUNY/CUNY community college, comprehensive college, or technology college and enrolled at least half-time in a qualified CTE program meet the criteria to be considered an eligible student for SNAP.

Additionally, individuals attending any of the 10 EOCs in New York State and enrolled at least half-time in CTE programs, remedial courses, basic adult education, literacy, or English as a second language meet the criteria to be considered an eligible student for SNAP.

Determining Eligibility for CTE Students

What Are The New York City Snap Work Requirements

Those subject to SNAP work requirements must:

• Accept suitable employment when referred or offered
• Respond to requests from the social services district regarding employment status and availability for work
• Participate in work activities for up to 30 hours per week, if assigned and
• Not voluntarily quit a job or reduce work hours.

Income And Resources Tests

In addition to the eligibility requirements listed above, your household must also meet the three income and resources tests.

Income is the most important requirement when it comes to qualifying for New York City food stamps.

The three tests include your households gross monthly income, net income, and assets.

Gross Monthly Income is your households total income before any deductions. This includes money earned from work and other assistance such as unemployment, Social Security, and child support.

Net Income is your households total income after all allowable deductions.

Assets is your households total resources that are considered available to purchase food, such as bank accounts and cash.

Important Information About Recertifications

• Recertifications: If you receive a Cash Assistance or SNAP recertification notice by mail or an ACCESS HRA alert that you need to recertify, you must submit your recertification or your benefits will stop. You can use ACCESS HRA, fax, mail, or a drop box at open centers to submit your recertification. Please make sure that we have your correct phone number. • CA six-month mailer/SNAP periodic report: Starting in April 2022, all Cash Assistance and SNAP households that are due to return either a CA Six-Month Mailer or a SNAP Periodic Report must do so to keep getting benefits. Households who failed to return their mailer/report in January, February or March 2022 did not have their case closed for failing to return the mailer/report.

Summer Food Service Program

The SFSP was created to reduce the likelihood of nutritional risk for low income children during the months when schools are closed for summer recess. By providing free meals at participating summer meal sites such as schools, parks, pools, recreation centers, camps, housing authorities and other neighborhood locations, children can receive the nutritious meals they need. Through SFSP, schools, governments and nonprofit organizations receive Federal and State funds to continue a child’s physical and social development with the number of meals and dates varying by site.

Because summer meal sites are selected based on community demographics and pervasiveness of need, any child 18 years of age or younger who comes to an approved open site may receive meals without the need for an eligibility determination to be conducted. Most Summer Meal Program sites are open sites, which means they are open to the community and do not require that children sign up in advance or even check-in at the site. Children and teens must simply show up at the site to get their meal. At camps, children eligible for free and reduced-price meals may receive SFSP meals. Young adults over age 18 who are enrolled in school programs for persons with disabilities may also participate.

What Are Deductions And How Do They Affect Snap Eligibility

There are seven allowable deductions that you can consider when determining your net pay. To figure out your net income, you have to figure out which allowable deductions apply to your situations and deduct them from your gross income. The difference is your net income.

Each state outlines employment requirements as part of SNAP eligibility. These requirements include:

• Registering for work – some states will require you to provide proof that you are actively applying for work on a weekly basis.

When you are found eligible for SNAP benefits, you will receive an Electronic Benefit Transfer card. Your benefits are automatically loaded onto the card each month. The card will work like a debit card with funds deducted from the account with each purchase. The card can only be used at stores that are approved to accept them.

Because funeral assistance is a component of the Temporary Assistance program, an interview will be required. Please be prepared to discuss the decedents financial situation, including income and assets. Common income and assets include, but are not limited to, any earned or unearned income due to the decedents estate, life insurance proceeds, social security or veterans death benefits, and bank accounts.

For applicants determined to be eligible for Temporary Assistance, Monroe County will provide a grant up to a maximum of $2,500 for decedents aged six years or older, or up to $1250 for ages five years or younger.

Please note that to be considered eligible for burial assistance, the total funeral cost cannot exceed $7,000. If the funeral you are arranging will cost more than $7,000, Monroe County will not consider this an indigent burial and we will be unable to provide any assistance.

Maximum Monthly Amounts On Food Stamps

There is a maximum monthly allotment based on the size of the household. When determining your benefit allotment, they will take your net monthly income and multiply it by 30%. That number will then be subtracted from the maximum monthly allotment. The remaining amount is the total monthly allotment you will receive based on your application.
