Congress Makes A New Food Stamp Rule

On March 18th, the U.S. Senate passed H.R. 6201 that the U.S. House of Representative passed just four days prior. President Donald J. Trump signed the bill that same day, making the Families First Coronavirus Response Act the second federal law to address the looming pandemic.

The food stamp provisions in the law suspended work and work-training requirements and allowed states to request waivers to give recipients the maximum allotment for the Supplemental Nutrition Assistance Program , the official name of the food stamp program.

Along with all other states, Georgia requested and received a pandemic-SNAP waiverP-SNAP for short. P-SNAP lasts as long as there is a declared health emergency by the Secretary of Health and Human Services, and the waivers are renewed on a monthly basis.

Here is what it means in practice: Currently, all households of the same size receive the exact same food stamp allotment. An eligible single mom with one child receives $374 a month in food stamp benefits, the same amount as every other eligible two-person household in Georgia, no matter what income the household earns. It does not matter if the single mom has no income or makes $22,400 annually, which is just below the gross income limit. She still receives $374 each month in benefits.

Likewise, an eligible four-person household currently receives $680 each month no matter if the household has no income or $34,000 in income, which is also just below the gross income limit.

How Much In Calfresh Benefits A Household Gets Each Month

The amount of CalFresh benefits a household gets depends on how many people are in the household and how much monthly net income remains after taking allowable deductions. In addition, households with minor children who meet federal TANF work requirements can get a small supplemental benefit, under the WINS program.

The county welfare department takes the maximum amount of CalFresh benefits a household can get for the number of people in the household, and then deducts 30 percent of the households net income. This means that for every ten dollars of net income the household has, the CalFresh office will reduce the CalFresh allotment by three dollars.

As of October 1, 2019, the maximum monthly allotment for a one-person household in California is $194, for a two-person household $355, for a three-person household is $509, for a four-person household is $646, for a five-person household is $768, for a six-person household is $924, for a seven-person household is $1,018, for an eight-person household is $1,164 and add $146 for each additional household member above eight.

Example

If there are only one or two people in the household, the CalFresh office will give it at least $10 in CalFresh benefits, if the household members qualify for CalFresh benefits at all. Also, if the household has three or more people, and the CalFresh allotment comes out to only $1, it will get $2. If eligible for $3, the household will get $4 and if eligible for $5, it get $6.

Snap Benefits: How To Qualify Apply And How Much To Expect

The March 2021 American Rescue Plan expanded the generosity and loosened the requirements of the SNAP program to help food-insecure Americans get through the COVID-19 pandemic.

SNAP, which provides money for food monthly to low-income individuals and families, is a program of the U.S. Agriculture Department and administered by state and local agencies. The average SNAP benefit per household in 2021 was $210.07 a month, according to USDA Food and Nutrition Service.

But many Americans, long before the coronavirus, have benefited from the nearly six decade-old program, originally known as Food Stamps. Its a bridge for millions of Americans a year to better times, and even can lift people out of poverty. In 2019 alone, about 38 million, or one in nine, Americans used SNAP. In 2021, that was up to 42 million as the American Rescue Plan went into effect.

Traditionally, more than half of SNAP recipients are families with children. Nearly half of SNAP beneficiaries 42% pre-pandemic are working families with an income, who cant make ends meet.
