  • Proof of all medical expenses for those applying for benefits who are age 60 or older or receive disability benefits.

The mid-1990s was a period of welfare reform. Prior to 1996, the rules for the cash welfare program, Aid to Families with Dependent Children , were waived for many states. With the enactment of the 1996 welfare reform act, called the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 , AFDC, an entitlement program, was replaced that with a new block grant to states called Temporary Assistance to Needy Families TANF.

  • revising provisions for disqualification, including comparable disqualification with other means-tested programs and
  • requiring states to implement EBT before October 1, 2002.

New Temporary Eligibility Expansion

Effective January 16, 2021, the Consolidated Appropriations Act, 2021temporarily expands SNAP eligibility to include students enrolled at least half-time in an institution of higher education, who either:

  • are eligible to participate in state or federally-financed work-study during the regular school year , or
  • have an Expected Family Contribution of $0 in the current academic year determined in accordance with part F of title IV of the Higher Education Act of 1965.

    RICHMOND, Va. Virginias Supplemental Nutrition Assistance Program will again release emergency allotments of benefits to eligible households this month, the state’s Department of Social Services announced.

    Benefits will be automatically loaded to recipients Electronic Benefits Transfer cards on Wednesday, March 16.

    The emergency allotments raise existing SNAP households monthly benefit amount to the maximum allowable based on household size as follows:

    Virginias Snap Program Issues Emergency Benefits

    RICHMOND, Va. Participants in Virginias Supplemental Nutrition Assistance Program received emergency benefits Wednesday to aid in Coronavirus relief.

    Participants will receive the emergency benefits during the months of March and April, as part of aprovision set forth by the Families First Coronavirus Responses Act of 2020.

    Under this provision, the Virginia Department of Social Services will issue the emergency benefits to any household not already receiving the maximum benefits.

    We must make sure that no Virginian goes hungry during this time of crisis, said VDSS Commissioner S. Duke Storen. Increasing the resources available to low-income Virginians to purchase food is vital to fighting hunger.The emergency benefits for March will be released Wednesday evening and automatically load to recipients SNAP Electronic Benefits Transfer cards. SNAP households will receive their regular April benefits on their usual issuance date, with emergency benefits added on April 16.

    Currently, over 680,000 individuals receive SNAP benefits within the Commonwealth. On average, the monthly SNAP benefit per participant is $119.
