If you need someone else to help you buy things, you should ask for a second card to give to someone you trust. The money that person spends on the second card will come out of your Lone Star Card account.
You are the only person who can use your card and PIN. The person with the second card is the only person who can use the second card and PIN.
Understand Who Can Use Your Card
Even though your EBT card may have your photo on it, other household members who are receiving benefits as part of your case can use the card as long as they know your PIN.

How Do You Get A Replacement Ebt Card
In order to replace a lost or stolen EBT card, according to EBT’s policy, the user must contact the Snap and Cash customer service line based in their state of residence. Upon calling the EBT customer service number, a benefit recipient can request a new card.
Once the request for a new card is made, EBT will deactivate the lost, stolen or no longer working card. The replacement card will be mailed to the home address listed in their records, and the card can be expected to arrive in the mail between five and seven business days.
If a card recipient has moved from the address that EBT has listed in their records, it is the responsibility of the benefit recipient to inform the local office that manages the recipient’s case of their change of address.
EBT directs benefit recipients to call the customer service number, which should also be printed on the new card once it is received. Calling the customer service number will prompt the user through a series of automated instructions and the option of selecting a new PIN, as the functionality of the PIN on the old card are not transferred automatically to the replacement, according to EBT.

The Electronic Benefits Transfer Card
Once approved for SNAP and/or TANF benefits, your re-loadable EBT card will be mailed to your mailing address on file and will look like this:
The card will be mailed in a plain, white envelope with a return address of Sioux Falls, SD. This card will be automatically reloaded with your benefit amount every month.

Your card will be “canceled”. This means that no one not even you can use your card.
If you need a new card, we will mail you one. You’ll get it in seven calendar days. Your PIN and balance will transfer to your new card.
If someone steals your benefits before you call us at 800-777-7328, you lose those benefits. Someone can steal your benefits if they have your card and know your PIN.
When Are Snap Food Benefits Put Into My Account
SNAP benefits will be put into your account once a month. The last number in your SNAP Eligibility Determination Group number tells what day you get your benefits.

What Should You Do If You Need To Replace Or Change Your Ebt Card
To get a replacement card, call or go to your local DTA office. DTA will deduct a $5 replacement fee from your next TAFDC semi-monthly grant. If your cash account does not have enough funds to collect the fee, it will be deducted from your SNAP benefits. See DTA Operations Memo 2014-7 . You should not be charged a replacement fee if:
- You do not get any cash assistance.
- You have a new SSN or changed your name.
- Your card was lost or damaged in the mail.
- Your card is defective.
- DTA mailed you a card, but you ask for another card before the one that was mailed arrives or was used.
- You got an emergency card that does not have your name on it and you want a card with your name.
- You applied for benefits and got a card but you were not approved and never used the card.
- Your case was closed for 30 days or more, you reapply, and you no longer have the card that was issued before.
- You lost your card in a disaster or fire or flood.
DTA should issue your replacement card the day you request it or the following day.
If DTA plans to charge the $5 replacement fee, it will give or send you a form notice that says you will be charged. You can request a refund.
