Number of Florida food stamp recipients grows 10%

USDA is providing up to $1 billion for payments to contract producers of eligible livestock and poultry of up to 80 percent of their revenue losses from January 1, 2020, through December 27, 2020. These funds were made available through the Consolidated Appropriations Act, 2021.

Contract producers of broilers, pullets, layers, chicken eggs, turkeys, and hogs and pigs may be eligible for CFAP 2. Ducks, geese, pheasants, and quail produced under contract are also eligible commodities, as well as breeding stock of eligible livestock and eggs of all eligible poultry types raised by contract producers.

Payments for contract producers are based on a comparison of eligible revenue for the periods of January 1, 2019, through December 27, 2019, and January 1, 2020, through December 27, 2020. Contract growers may elect to use eligible revenue from the period of January 1, 2018, through December 27, 2018, instead of that date range in 2019 as a more representative comparison to 2020. This is intended to provide flexibility and make CFAP 2 more equitable for contract producers who had reduced revenue in 2019 compared to a normal year for their operation. The difference in revenue is then multiplied by 80 percent to determine a final payment, as shown in the following equation:

Expected CFAP 2 Payment for Contract Producers = x 0.80)

Payments to contract producers may be factored if total calculated payments exceed the available funding.

Florida Department Of Children And Families Requests Swift Approval Of Innovative Approach To Disaster Snap Benefits For Families

Today, Department of Children and Families Secretary Shevaun Harris called on the United States Department of Agriculture to approve Florida’s application for Disaster-SNAP benefits. The Department has included in its request innovative strategies that will allow efficient and expedited delivery of benefits to those in need.

The Departments request includes:

  • Serving the hardest hit counties first. By operating a telephonic application the Department will be able to serve those with the greatest needs first. Floridians will be able to complete the D-SNAP application with a phone call, instead of having to show in person, expediting the process and quickly putting food assistance benefits in the hands of those in need.
  • Hiring on additional call center staff to help solely with the D-SNAP process. By hiring a call center to help with the intake and application process the Department will be able to keep current staff focused on the day-to-day benefits operations, ensuring that there is no disruption to our current processing of benefits.
  • DCF has requested approval for existing SNAP participants to receive the maximum benefit for their household size. Once granted, existing SNAP participants will receive the difference between their normal monthly benefit amount and the maximum amount allowable.
  • D-SNAP helps families who suffered losses or damage during a natural disaster by providing nutrition assistance. All requests are currently awaiting approval from the USDA.

    Thrifty Food Plan Modernization And Snap Benefits Update

    As directed by the US Farm Bill Agriculture Improvement Act of 2018 and the Biden administration January 22, 2021 Executive Order, the USDA implemented the first cost adjustment to the Thrifty Food Plan since its introduction in 1975. The four aspects the USDA evaluated included current food prices, the typical American diet, dietary guidance, and the available nutrients in food items. The Thrifty Food Plan, 2021, is based on the needs of a family of four as defined by law, and sets $835.57 as the monthly cost for the reference family. This is a 21.03% increase from the prior amount , or an increase of $4.79 per day for the reference family of four, and sets $835.57 as the monthly cost for the reference family. These changes are permanent, and went into effect October 1, 2021.

    Provide Form TF0001, Notice of Case Action, to a certified or denied applicant by the 45th day after the file date.

    Ensure that certified applicants have access to benefits by the 45th day after the file date.

    Follow A-140, Expedited Service, for TP 40 expedited Eligibility Determination Groups .

    Follow Expedited Eligibility and Enrollment of Active Duty Military Members and Their Dependents, policy for expedited time frames for medical program applicants with an active duty military connection.

    Exceptions:

    • For applications requiring medical verification, the total processing time of the delay caused by obtaining Form H3038, Emergency Medical Services Certification, is not counted.
    • Document the date that:
    • Form H3038 was sent to the practitioner or given to the applicant and
    • medical information was received.
  • For TANF reapplications with open Choices or school attendance penalties, a period of up to 40 days is excluded from timeliness calculations. The person must demonstrate cooperation for 30 days before staff close the penalty and process the application.
