At& t Teases A $5 Internet Service To Help Seal The Directv Deal

AT& T will offer cheap Internet to food-stamp recipients if the Federal Communications Commission approves the telecom company’s big acquisition of DirecTV.

In a regulatory filing, AT& T says it’s prepared to make two plans available to low-income consumers. The first would provide speeds of up to 5 megabits per second for $10 a month. After the first 12 months, that price would rise to $20 a month.

The other plan would be offered in places where AT& T lacks the infrastructure to provide faster speeds. In those areas, poorer Americans would be able to buy a 1.5 Mbps plan starting at $5 a month for the first 12 months. At that point, the price would increase to $10 a month.

AT& T says it would commit to offering the discounts for four years, at which point the subsidies would expire. To take advantage of the deal, applicants would have to prove each year that they qualify for the Supplemental Nutritional Assistance Program, or SNAP, the formal name for U.S. government food stamps.

The proposal looks a lot like another discount Internet access program, run by Comcast, known as Internet Essentials one difference being that eligibility would be tied to food stamps. Eligibility for Internet Essentials is tied to families with school-aged children who qualify for free or reduced-cost school lunches.

About 14.5 million Americans and 22 percent of those 65 and older don’t have access to a high-speed internet connection, the FCC estimates. Other estimates say as many as 42 million in the U.S. are on the wrong side of the digital divide. The FCC is now updating its high-speed broadband map and expects to have a more accurate picture of access when it is completed.

In the meantime, people can continue to apply for the Emergency Broadband Benefit program at getemergencybroadband.org. As of Dec. 12, more than 8.541 million households had applied.

Puerto Rico, which has the second-highest poverty rate behind American Samoa among states and territories that are part of the U.S. Census Bureaus “American Community Survey,” has the highest rate of EBB enrollment per 1,000 households. Louisiana, Kentucky, New Mexico and Mississippi round out the top five those states have the fourth-, sixth-, fifth- and third-highest percentages of residents living in poverty.

As of Nov. 1, more than 2 of every 5 EBB program subscribers were older than 50. According to the FCC, 26.8 percent were ages 50 to 64 12.9 percent, 65 to 84 and less than 1 percent, 85-plus.

Altice runs both Optimum and Suddenlink, and customers with access to either ISP can sign up for Altice Advantage Internet, which offers internet speeds up to 30 Mbps for $14.99 per month for those who qualify.

The Altice Advantage Internet program is available to those who have a child recipient of the NSLP in the household, receive Supplemental Security Income , or are US military veterans who receive public assistance.

The $14.2 billion Affordable Connectivity Program is just a part of the $65 billion in the new law earmarked to improve broadband access.

Some of that money will go toward what Kahsai calls digital equity. The new law allocates $2.75 billion for digital literacy training to make sure that everyone regardless of language, ability or age has the skills needed to take advantage of their connection to the internet.

Some $42.5 billion is being allocated to bring high-speed internet to unserved areas often rural areas where population density is low and mountainous areas that can be challenging for companies to reach that will benefit families of all incomes. This new service must have speeds of at least 100 Mbps for downloads and 20 Mbps for uploads, speeds that match todays needs for multiple users in one household and increasing desire for streaming video.

Each state will start out with $100 million from that pot of money and will be able to get more based on a states unserved and underserved needs.

With the new law, we have an opportunity to put a dent in the digital divide, Kahsai says.

Emergency Broadband Benefit Program

Beginning in late April 2021, qualifying low-income households can sign up for the emergency broadband benefit program, a Federal Communications Commission program that will subsidize the cost of internet service.The FCC agreed to implement this program on Feb. 25 and is allocating $3.2 billion to cover the costs.

Eligible low-income households will receive $50/mo. off their internet bill and those living on tribal lands will receive $75/mo. off their internet bill. All qualifying participants will also receive a $100 discount on a computer or tablet. This program is only available for the remainder of the pandemic.

Do I qualify for EBB assistance?

Households can qualify for the broadband benefit program in a range of ways, including:

  • You currently participate in a low-income or pandemic relief program offered by an ISP
  • You are a Lifeline subscriber
  • You are on Medicaid
  • The kids in your household receive free or reduced-price lunch and/or school breakfast
  • You are a Pell grant recipient
  • You lost your job and have seen your income reduced in the last year

No, the EBB will pay participating broadband internet providers directly. Additionally, if your service costs less than that discount allowance, you will not receive the remaining monthly funds. For instance, if your service is $40 but you receive a $50 discount, you do not pocket the extra $10.

If your monthly bill exceeds the EBB discount, you are responsible for paying the remainder.
