At the beginning of every federal fiscal year, the United States Department of Agricultures Food and Nutrition Service adjusts maximum Supplemental Nutrition Assistance Program benefits, deductions and income eligibility standards. Effort Aimed at Helping Eligible Older Adults Avoid Food Insecurity

Governor Kathy Hochul today announced changes aimed at encouraging more food-insecure older adults and disabled individuals to enroll in the Supplemental Nutrition Assistance Program. The changes include simplifying the SNAP application, extending the duration these households can receive benefits before needing to recertify, and eliminating the need for them to complete an interview during the recertification process.

New Yorks senior and disabled communities were hit hard by the COVID-19 pandemic, leading to food insecurity in some cases and exacerbating it in others, Governor Hochul said. Allowing easier access to SNAP benefits for these groups will help alleviate this stress. No one should have to wonder when their next meal will be and I am proud to take these steps to remove barriers that prevented older adults and disabled individuals on fixed incomes from accessing the food benefits that can help them to put food on the table.

Thousands In Onondaga County May Lose Food Stamps Under Federal Rule Change

Syracuse, N.Y. More than 4,000 people in Onondaga County may lose their food stamps in the new year, if they dont find a job.

A change in the federal rules for who can receive food stamps is expected to affect 107,000 people in New York state, and 700,000 nationwide. The U.S. Department of Agriculture will now require states to strictly enforce work requirements for people who are considered able-bodied.

The change comes amid record-low unemployment. Its aimed at pushing people who can work off of assistance and into the work force as jobs go unfilled.

The change could cut food stamps to 4,550 people in Onondaga County. Erie and Monroe counties also have thousands who could lose their benefits: Erie County has 9,000 and Monroe has 7,000 people, the state says.

In the past, the federal government had allowed states to waive the work rules where unemployment was high.

States still will be allowed to waive the requirements in some cases, but unemployment has to be at least 6 percent and 20 percent above the national average. Onondaga Countys unemployment rate was 3.9 percent in October and statewide unemployment was 4 percent. National unemployment is 3.7 percent.

But the people who often fall into this category face more obstacles than the unemployment number, advocates said.

Maximum Monthly Amounts On Food Stamps

There is a maximum monthly allotment based on the size of the household. When determining your benefit allotment, they will take your net monthly income and multiply it by 30%. That number will then be subtracted from the maximum monthly allotment. The remaining amount is the total monthly allotment you will receive based on your application. This amount may change if your income or household size changes.

SNAP benefits are a specific money amount provided to recipients each month to go towards nutritional foods. Recipients are provided with an electronic benefits transfer card, and money is added to the card each month. You can check your balance by phone, and any unused funds at the end of the month remain on the card to be used to following month. Once allocated, benefits will not expire.

Benefits can be used to buy food and drinks at most grocery stores, convenient stores, gas stations, pharmacies that sell food, and farmers markets. Benefits cannot be used to buy alcohol, tobacco, medicine, hot food, food meant to be eaten in the store, or any non-food items.

Pandemic Increases Need For Food Programs In Syracuse

The Onondaga County Health Department findings were grim even before the COVID-19 pandemic.

In late 2019, the OCHD released the 2019-2021 Community Health Assessment and Improvement Plan, showing that half of Syracuse census tracts qualify as food deserts, and more than a quarter of Onondaga County residents are food insecure. The OCHD pledged to improve food security and the overall health of county residents. Then the pandemic hit.

Before the pandemic, many Syracuse residents were already struggling financially. The U.S. Census Bureau ranks Syracuse as the 18th poorest city in the country. According to the OCHD assessment, more than 30% of residents participate in the Supplemental Nutrition Assistance Program , previously known as food stamps. Amalia Swan, chief outreach officer at the Food Bank of Central New York, said that, since March, the need for SNAP benefits has grown in Syracuse.

We definitely have seen an increase in those seeking benefits, Swan said. We have older adults who were on a fixed income to begin with. But the price of food is higher. The price of their medication is higher. Were getting calls from those who have reduced hours, so they cant feed their families, and those who have lost businesses and lost a lot of their life savings.

“We had a whole launch plan. We were going to do an event. We were all gearing up for that. And then March happened, and we realized that we needed to step up our timeline and were sort of forced into being.”
