Is My Store Eligible
SNAP authorized stores must meet one of two staple food requirements:
- Criterion A – staple food inventory or
- Criterion B – staple food sales
Staple foods are the basic foods that make up a significant portion of a persons diet. They are usually prepared at home and eaten as a meal. They do not include prepared foods, heated foods, or accessory foods.
Staple food categories:
Criterion A A store must have 3 stocking units of 3 different varieties for each staple food category on a continuous basis. For 2 staple food categories, there must be at least 1 perishable variety. Most stores are authorized under Criterion A.
Criterion B A store must have more than 50 percent of its total gross retail sales from the sale of staple foods. Specialty stores, like butcher shops, are often authorized under Criterion B.
Other Eligibility Considerations
FNS also takes other factors into account when determining the eligibility of your store. These are included but not limited to:
Need for Access: Stores that do not meet Criterion A or Criterion B are still considered for authorization if they are in an area where SNAP clients have significantly limited access to food.
Restaurants: With very few exceptions, SNAP does not allow participants to redeem benefits at restaurants. Your firm is a restaurant if more than 50% of your total gross retail sales come from sales of hot or cold prepared foods fit for immediate consumption.
Snap Online Purchasing Pilot Participating States
During COVID, in-store shopping changed. We could no longer drop by the local grocery store whenever the need arose. Instead, our trips to the supermarket had to be well-choreographed and planned.
Retailers have responded to this crisis with many new programs. One such program is SNAPs Online Purchasing Pilot.
New York was the first state to start offering the pilot program in 2019. Washington state followed in 2020, and, soon after, Alabama, Iowa, and Oregon launched their own versions of the program.
As of this writing, the following states are participating in the pilot program:

If you live in one of these states, you can pay online with your EBT card. You can then pick up your groceries or have them delivered to your home.
The only thing your SNAP benefits wont cover is any related service fee. So, for example, SNAP wont pay for delivery fees.
The only three states that arent currently participating in SNAPs pilot program are Alaska, Louisiana, and Montana.

Request To Restore Expired Cash Benefits
In certain circumstances expired cash benefits can be replaced if you request a restoration within 6 months of the date the cash benefits expired. Six months after the expiration date, the cash benefits are permanently unavailable and cannot be restored.

You are eligible for SNAP EBT in Pennslyvania if you have low or no income and are:
- A resident of the Pennsylvania county where you are applying for benefits.

You have a right to use your SNAP in all 50 states. SNAP is a federal program that is interoperable between states. 7 C.F.R. § 274.8. Many SNAP recipients live near and shop in border states such as New Hampshire, Connecticut, Rhode Island and New York. Often some of the large grocery stores are closer and/or cheaper.
If you are temporarily visiting family and friends, you can also use your SNAP benefits while out of state. DTA should not assume you have abandoned your MA residency or threaten to close your SNAP case solely because you are shopping out of state. If you receive a DTA letter saying you have to reprove your MA residency because you used your SNAP out of state, contact the Massachusetts Law Reform Institute
Contrary to federal SNAP rules, DTA has a policy of requiring certain SNAP households to re-prove MA residency when they shop out of state. 7 C.F.R. § 273.12. However, if you learn you are listed on a SNAP case in another state, and you are not living with that household report it to DTA.
