To apply or to find out more about SNAP, contact the agency office in your state or county. It should be listed on your state government website or search online look for Food Stamps or Social Services or Human Services or Public Assistance and there should be a toll-free hotline number.
Each state has its own application form, and most offer online applications.
The U.S Department of Agriculture provides a free SNAP eligibility tool to determine if you are eligible for SNAP benefits. If you dont have Internet access, call Project Bread for help.
The Amount Of Assistance For Food
The amount of SNAP benefits a household receives is called the allotment. The Allotment is determined by multiplying the net monthly income of the family by .3 and subtracting that amount from the Maximum Monthly Allotment for the household size. For instance, a household of four with a net income of $1,151 would be entitled to a SNAP allotment of $345 each month. There is a maximum monthly allotment for each household size which is adjusted in October of each year. For the year October 2011 September 2012, the maximum monthly allotments are as follows:

Social Security Disability Insurance is not based on having a limited income. In order to be eligible for SSDI, you must have worked a certain length of time and paid Social Security taxes. Along with this “work credit” requirement, you also must have a medical condition that meets the Social Security Administration’s definition of disability. SSDI disability payments are administered by the Social Security Administration. For more information on SSDI, see our section on SSDI.
Food stamps, which are benefits under the Supplemental Nutrition Assistance Program , are based on income and resources and are administered by the United States Department of Agriculture . You apply for SNAP benefits at the state level, and states differ in some aspects regarding criteria for qualifying . Appendix D: Snap Features That Help People With Disabilities
SNAPs structure and rules allow it to respond to the economic challenges faced by many people with disabilities. SNAP is an entitlement, meaning that all applicants who meet the eligibility requirements can receive the benefits for which they qualify. SNAP also has several provisions for households with members with disabilities :

Federal, state, and local agencies are also required to ensure that services are accessible to people with disabilities. The Food and Nutrition Act, which authorizes SNAP, requires state agencies to comply with relevant civil rights law in administering the program, including the Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973. For example, state agencies must ensure that SNAP applications are accessible for individuals with disabilities.
Disability Affects Millions Of Americans Of All Ages
Between 40 million and 57 million people living in the United States are estimated to have some disability. While disabilities are up to eight times more prevalent among those over age 75 than among young children , disability can strike at any age. Actuaries at the Social Security Administration, for example, estimate that a young adult entering the work force has a 1 in 4 chance of developing a severe disability before age 65. While most people with disabilities are either working-age adults or seniors over age 60 , close to 7 million are children.

Appendix E: State Tables
The following tables provide state estimates for the number of people with disabilities from two different sources based on different methods.
The first tables present data from the SNAP Quality Control data. As described in Appendix B, this survey uses a set of proxy indicators to identify individuals with disabilities, mostly based on receipt of government benefits or a combination of receipt of certain government benefits with other, indirect indicators of disability . These estimates do not identify elderly individuals with disabilities, and they miss individuals with disabilities who do not receive disability benefits, such as those with less severe or more episodic disabilities or those who are applying for benefits.
The second set of tables are based on CBPP analysis of the 2013 through 2015 American Community Survey public use microdata sample . This is a different data source than any of the national statistics given in this paper, which use National Health Interview Survey data or USDAs SNAP QC data. While the NHIS provides the best source of disability data, it does not allow us to construct state-level estimates. These tables are intended to provide estimates of a broader group of individuals with disabilities in each state, similar to the group identified using the NHIS. Like Tables 1 and 2, these estimates do not identify elderly individuals with disabilities.
Many People With Disabilities Live In Poverty And Endure Material Hardships
Using the official poverty measure, the poverty rate among non-elderly adults with disabilities is more than twice that among non-elderly people without disabilities . While many researchers and analysts have pointed to limitations in the official poverty measure and offered alternative measures, the pattern of higher poverty rates among those with disabilities holds regardless of the measure used.
Poverty measures based on income alone, however, substantially overstate the economic well-being of people with disabilities. Other measures of consumption and physical living conditions suggest that many more families cannot meet certain basic needs. At least 40 percent of people with disabilities experience a material hardship such as low-quality housing, difficulty paying bills, unmet need for health care, or inadequate food. People with disabilities may require two to more than three times as much income as an able-bodied person to have the same ability to meet their expenses, get needed medical care, and avoid food insecurity.
Families raising children with disabilities are especially susceptible to hardships. Families with disabled children are at least 50 percent more likely to postpone needed medical or dental care, miss rent payments or lose telephone service, run out of food, or seek emergency food assistance than families without disabled children .

Snap Food Assistance For Persons With Disabilities

SNAP is for the most part uniform across the country and is reaching an estimated 43 million low-income Americans to provide them a nutritionally adequate diet. More than 75 percent of all food stamp participants are in families with children nearly 25 percent of participants are elderly people or people with disabilities. The federal government pays the full cost of the food stamp benefits, but it splits the cost of administration with the states. SNAP is administered through Food and Nutrition Services, a division of United States Department of Agriculture.
Snap Eligibility: Elderly And Disabled Residents
Eligibility for Elderly and Disabled ResidentThe District of Columbia Supplemental Nutrition Assistance Program program has special rules for households with elderly or disabled members. If your household does not have elderly or disabled members, you should review general SNAP eligibility.
Federal rules for SNAP define elderly as an individual who is 60 years or older. To be considered disabled for SNAP purposes, an individual must meet one of the following criteria:
- Receiving federal disability or blindness payments under the Social Security Act, including Supplemental Security Income or Social Security disability or blindness payments. OR
- Receiving state disability or blindness payments based on SSI rules including the Districts Interim Disability Assistance . OR
- Receiving a disability retirement benefit from a governmental agency because of a permanent disability. OR
- Receiving an annuity under the Railroad Retirement Act and are eligible for Medicare or are considered disabled under SSI. OR
- A veteran who is totally disabled, permanently homebound, or in need of regular aid and attendance. OR
SNAP HouseholdA household is everyone who lives together and purchases and prepares meals together as a group. Spouses and most children under age 22 are automatically included in the same SNAP household even if they purchase and prepare meals separately.
- Net income means a SNAP households total gross income minus allowable deductions

Will My Ssi Payment Change If I Get Food Stamps
The federal food stamp program was created to help low-income people by adding giving them additional resources so they can put healthy food on their tables. As such, receiving SNAP benefits won’t affect the amount of your monthly SSI benefitâeven if you get extra SSI benefits from your state.
A note about California: Until recently, California was the only state that didn’t allow people receiving SSI to get food stamps. This was because the state paid SSI recipients extra money on top of their monthly SSI federal benefit.
In 2019, California SSI recipients became eligible for CalFresh . And getting SNAP benefits doesn’t affect the State Supplementary Payment that California adds to your SSI benefits. If you live in California, you can now apply for CalFresh online, by phone, or in person at your county’s CalFresh office.
Disability Can Have Serious Economic Consequences
Developing a disability can lead to reductions in earnings, total family income, and purchases of essentials like food and housing, especially among those with the most severe disabilities. Researchers associated with the National Bureau of Economic Research estimate that a person with a chronic and severe disability will, on average, experience a 76 percent drop in earnings, a 28 percent decline in family income, and a 25 percent reduction in food and housing consumption ten years after onset .
Disability can also affect the income and well-being of family caregivers of individuals with disabilities. Family members may have to reduce work hours or stop working altogether to provide necessary care and assistance, making it difficult to pay for health care, adaptive equipment, and other disability-related expenses. They also may invest significant amounts of time and energy, and perform tasks that are physically, socially, or financially demanding. For some, aregiving exacts a tremendous toll on caregivers health and well-being, and accounts for significant costs to families and society as well. Family caregiving has been associated with increased levels of depression and anxiety as well as higher use of psychoactive medications, poorer self-reported physical health, compromised immune function, and increased mortality.

Snap Resources And Income Limits
SNAP benefits require households to meet tests that measure resources and income. Some of these changed temporarily or were waived during the coronavirus pandemic, so check with your state to make sure what the current standards are. For the 48 contiguous states and the District of Columbia, the requirements are:
Snap Serves Diverse Group Of Low
This section looks at the characteristics of SNAP participants identified as disabled using SNAP administrative data, which find that about 5.2 million non-elderly participants, or about 12 percent of all participants , had a disability in 2015.
These figures are less than half the number and share of individuals receiving SNAP with a disability in the NHIS data used earlier in this paper, who represent individuals of all ages identified as having an impairment or work limitation or, among the non-elderly, receiving SSI or SSDI. These figures also are significantly lower than the number and share of non-elderly individuals identified in the NHIS data as having a disability: the NHIS data show 8.1 million non-elderly SNAP participants with disabilities, constituting about 22 percent of non-elderly SNAP participants. See Table 1 for a comparison of these estimates by age.
There are two major reasons why these figures differ so substantially. First, the SNAP administrative data use a narrower definition of disability to simulate disability as defined under SNAP rules, largely based on receipt of SSI and other government benefits. In contrast, the NHIS data capture the broader group with an impairment, many of whom may not qualify for or receive government benefits such as SSI and therefore would not be considered disabled under SNAP rules.

Appendix B: Measuring Disability In National Surveys
Measures of disability tend to vary across surveys, due to differences in definitions and methods. Many ongoing national surveys, including the American Community Survey , Current Population Survey , Survey of Income and Program Participation , National Health Interview Survey , and Behavioral Risk Factor Surveillance System , have adopted a set of six questions to identify functional and physical limitations associated with disability.
The analyses in this report uses data from two sources: the NHIS and SNAP household characteristics data from the Quality Control system, described below.
The annual NHIS collects data on the health of the civilian noninstitutionalized population in the United States. It collects data on a variety of health and disability indicators many more than the six reported in the CPS or the ACS. However, it still asks about the six core questions found in other datasets, allowing us to compare incidence of disability across datasets.
For instance, NHIS either directly or indirectly asks:
Some research suggests that these six questions do not adequately capture all those who receive SSI and SSDI disability benefits. It recommends augmenting this sequence with a question about work limitations, specifically whether anyone in the household has a health problem or disability that prevents them from working or limits the kind or amount of work they can do.

Food Stamps For The Elderly & Disabled
It has been mentioned in the above eligibility requirements that households containing an elderly or disabled individual are held to different requirements. This includes increased limits for both income and resources. In order to fall under the special eligibility requirements, the following definitions are used.
Elderly:
- Someone that is 60 years old or older.
Disabled:
- Receives benefits through SSI, social security disability, or blindness payments.
- Receives disability or blindness payments through a state program that follows the rules of SSI.
- Receives disability retirement benefits through a government agency due to a disability that is deemed permanent according to the Social Security Act.
- Eligible for Medicare or disabled according to SSI rules and receives annuity payments under the Railroad Retirement Act.
- A veteran who is disabled, homebound, or in need of consistent aid.
- The surviving spouse or child of a veteran who is considered permanently disabled and receiving VA benefits.
SNAP eligibility is extended to many non-citizens based on their immigration status. In order to be eligible for SNAP, you must fit in one of the following qualified alien categories.
In order for non-citizens to be eligible for SNAP, they must fit into one of the above categories as well as meet one of the following conditions.

Food Stamps Income Limits
As of 2018, your net income must equal the national poverty line and your gross income must be 130 percent of the national poverty line or less. To give this some context, a single-person household must earn less than $1,316 gross or $1,012 net to qualify. If your household includes a senior citizen or someone who receives some forms of disability, the household must meet only the net income test. Net income is the amount you receive in Social Security income after taxes are applied. If your benefits are not taxed, only your gross income is tested. The more people in your household, the more you can earn and still qualify for food stamps.
