SNAP benefits temporarily increased with the passage of the American Recovery and Reinvestment Act of 2009 , a federal stimulus package to help Americans affected by the Great Recession of 2007. Beginning in April 2009 and continuing through the expansion’s expiration on November 1, 2013, the ARRA appropriated $45.2 billion to increase monthly benefit levels to an average of $133. This amounted to a 13.6 percent funding increase for SNAP recipients.

This temporary expansion expired on November 1, 2013, resulting in a relative benefit decrease for SNAP households on average, benefits decreased by 5 percent. Renewal Requirements Are Being Reinstated

The USDA Food and Nutrition Service waiver to extend certification periods is ending. Nutrition Assistance and Cash Assistance recipients whose benefits are set to expire on or after May 31, 2021, will need to renew their benefits in order to continue receiving assistance, if they have already received a six-month extension since November 2020. Affected households will receive a notice with instructions on how to complete the renewal process.

Cutbacks Of The Early 1980s

The large and expensive FSP proved to be a favorite subject of close scrutiny from both the Executive Branch and Congress in the early 1980s. Major legislation in 1981 and 1982 enacted cutbacks including:

However, the FNS estimate of the number of persons eligible for the FSP in an average month in 2004 is five times greater than the total number of SSI recipients , so it would be possible for variation in aggregate FSP take-up to occur independently of program participation among households that include SSI recipients.

Reporting Changes in Household Circumstances

Eligible SNAP households must report the following changes within 10 days of the date the household becomes aware of the change:

  • changes of more than $125 in the amount of gross earned income
  • changes of more than $125 in the amount of gross unearned income
  • a change in the source of income
  • changes in household composition, such as any person moving in or out of the household
  • a change in residence and any resulting shelter cost changes
  • changes in court ordered child support
  • a change in liquid resources, such as cash, stocks, bonds, and bank accounts.

SNAP households receiving substantial gambling or lottery winnings of $3,500 or more must report this change within 10 days of receipt of the winnings. Households receiving substantial gambling or lottery winnings are ineligible to receive SNAP.

If the household fails to report a required change and receives extra SNAP benefits, the value of these benefits will have to be repaid. The person could also be prosecuted for fraud.

EBT Information

EBT stands for Electronic Benefits Transfer. It is a way of delivering Supplemental Nutrition Assistance Program benefits without paper coupons. Using a plastic card that works like a debit card, recipients may access their benefits at retail Point-of-Sale devices. Each Mississippi SNAP Benefit household will be issued an EBT card.
