At the food pantry she founded in poor, rural Quitman County, Mississippi, Angie Crawford spends her days teaching food stamp recipients how to shop, cook and eat healthy on a tight budget.

Then, at the grocery store, she sees people using food stamps to buy junk food, like big bags of potato chips in bulk. It troubles her.

As a nutrition educator for the federal Food Stamp Program Supplemental Nutrition Assistance Program, or SNAP Crawford is one of many public health officials across the country who say there should be more rules about how food stamp money is spent.

Twenty-three cents of every food stamp dollar is used to buy candy, desserts, salty snacks, sugar and sweetened beverages, according to a November report from the U.S. Department of Agriculture that for the first time revealed purchasing habits under the program in detail. The report, along with the election of President Donald Trump, who may be more inclined to tighten welfare rules, has reignited a long-standing debate on whether the government should allow people to use food stamps to buy unhealthy food.

But usually when states consider the idea, they decide against it. Already this year, the bills in Arkansas, Mississippi and Tennessee have been withdrawn or killed.

What Can Snap Buy

Any food for the household, such as:

  • Fruits and vegetables
  • Other foods such as snack foods and non-alcoholic beverages and
  • Seeds and plants, which produce food for the household to eat.

Households CANNOT use SNAP benefits to buy:

  • Beer, wine, liquor, cigarettes, or tobacco
  • Vitamins, medicines, and supplements. If an item has a Supplement Facts label, it is considered a supplement and is not eligible for SNAP purchase.
  • Live animals .
  • Foods that are hot at the point of sale
  • Any nonfood items such as:- Pet foods – Cleaning supplies, paper products, and other household supplies.- Hygiene items, cosmetics

Farmers Market Fare: Yes

EBT cardholders can use SNAP to shop at farmers markets in all 50 states. Markets must have a special license to participate in the program, however, so look for eligible markets in your area. While individual vendors may be equipped to process SNAP transactions, there’s generally a single point-of-sale terminal where users swipe EBT cards and are given tokens or paper receipts to be submitted in exchange for food items at stalls or storefronts. At some markets, SNAP users can even earn double credit for their EBT dollars, although there’s a cap on those extra bucks. Butcher shops and meat markets are also eligible for SNAP purchases.

5 Hour Energy is not EBT approved. If you check the back of the package, it says Supplement Facts rather than Nutrition Facts. This means it is being sold as a supplement, not as food. Food stamps only cover food.

I wanted to mention this briefly because 5 Hour Energy seems to be the most popular energy drink that is not EBT-approved.

Hot foods and prepared food items meant to be consumed immediately or on the premises cannot be purchased with an EBT card. Cold deli foods, including sliced lunchmeat, packaged sandwiches, salads, and sushi rolls, however, should be fine .

If you want to make food purchases at a gas station or convenience store, you can, but you won’t be able to buy food at your favorite coffee shop. There does seem to be some flexibility around whether you can use SNAP to purchase Starbucks items particularly canned beverages or packaged foods at kiosks within grocery stores or Target locations.

No Food Stamp Users Arent Buying Lots Of Soda

You may have learned over the weekend, via a front-page story in The New York Times, that Americans who rely on the Supplemental Nutrition Assistance Program, also known as food stamps, to help foot their grocery bill seem to use those benefits to buy overwhelming amounts of soda.

The federal data on which the story is focused, however, counters that conclusion.

As the Times tells it, in a story illustrated by a faceless figure pushing a cart with about 17 2-liter bottles of soda, the U.S. Department of Agriculture released a report last year concluding that households participating in SNAP bought more soft drinks than any other category of grocery goods, such as milk, bread and cheeses.

This claim is not inaccurate according to the report, soft drinks represented 5.44 percent of SNAP households grocery expenditures, compared to the 3.85 percent of spending that went toward milk, the next highest category of goods. This percentage also outpaced that of non-SNAP households, which dedicated 4.01 percent of their spending to soft drinks.

But the story misled readers by downplaying the reports top-line finding: that there were no major differences in the spending patterns of SNAP and non-SNAP households, and that purchases of less healthy foods were common across all households, regardless of whether they used food stamps.

The USDA reiterated those findings, which The Huffington Post reported on last fall, in a statement on Tuesday.

Proposed Texas Bill Would Ban Using Food Stamps On Soda Energy Drinks And Junk Food

Under a proposed Texas bill, people on food stamps in the Lone Star state will be banned from using their benefits to buy energy drinks, soda, cookies, candy or potato chips.

Rep. Briscoe Cain recently proposed legislation, saying he’s concerned that poor eating habits among those getting food benefits are leading to health troubles. The measure “seeks to curb the spread of diabetes and other health complications among Texas in at-risk populations by eliminating sugary drinks and snacks from the state’s nutrition assistance program,” the Republican state representative said, according to local media outlets.

The proposed bill defines “energy drink” as a beverage containing at least 65 milligrams of caffeine per eight fluid ounces. Coffee would still be allowed, as would fruit and vegetable juice.

Fighting fraud?

The measure is only the latest in a series of proposals in Texas related to the federal Supplemental Nutrition Assistance Program, or SNAP. Lawmakers in the state in April sent to the governor legislation that would expand the state’s work requirement for food-stamp recipients. Another proposal introduced earlier this year would require photographs on the government-issued cards used by the state’s food stamp program, which the bill’s sponsors say would prevent fraud.

Roughly 40 million Americans struggle with not having enough to eat, with children the most vulnerable, according to government data.
