How Elderly And Disabled Are Defined

In the Food and Nutrition Act, elderly and disabled are terms of art that affect CalFresh eligibility and benefits.

The Food and Nutrition Act defines elderly as someone 60 years of age or older.

To be considered disabled for CalFresh purposes, the person must receive disability benefits. The local CalFresh office cannot decide for itself that a person is disabled. Rather, people who receive any of the following disability benefits count as disabled in the CalFresh Program:

The disability definition changes for veterans benefits depending on whether the recipient is the veteran, a spouse or child of a veteran. The following may qualify as disabled:

Veterans Access To Snap Must Be Protected: Column

Veterans Day reminds us of our duty to support Americans who have served our nation in uniform. Its an opportunity to reflect on the sacrifices theyve made and to re-examine the ways we can help them when they return home and re-enter civilian life. As we support them, we can certainly all agree that no veteran should go hungry.

Unfortunately, for too many veterans in New York and across the country, hunger remains a serious concern. Thats one of the reasons the Supplemental Nutrition Assistance Program , formerly known as food stamps, is so important: It plays a critical role in helping veterans put food on the table. In fact, more than 64,000 veterans in our state use SNAP to help them and their families make ends meet.

But now this critical support is in jeopardy for tens of thousands in our state as Congress tries to reconcile two competing visions for SNAP: The Senate passed a bipartisan farm bill that protects and strengthens SNAP while House Republicans are pushing their own version of a farm bill that would take away benefits from more than 2 million Americans and expand harsh SNAP work requirements. The House approach would be particularly devastating for our veterans.

SNAP is one of the best anti-poverty programs in the country. It provides only modest benefits, $1.52 per meal per day, but it makes a big difference. By helping people afford groceries, SNAP lifted 8.4 million people including 3.8 million children out of poverty in 2015.

Congress likes to get up and give patriotic speeches but at this moment tens of thousands of veterans may lose their food and there are a lot of members of Congress missing in action.

The three-month limit is especially difficult for veterans, who often face more hurdles in transitioning into civilian life than non-veterans looking for employment.

Veterans arent always aware of whats facing them when they come out, said Jeffrey Cathey, a retired Navy captain and head of Bank of Americas MilitaryAffairs team, which focuses on hiring veterans and supporting military personnel. The bank recently hired two veteran snipers and the transition to corporate life was more complicated than just finding them cubicles, Cathey said.

Its a whole new world for them, he said. Veterans themselves often dont realize they have skills that can be very valuable, he said. Its worth it to us to take the time to help them transition.

And a lot of the veterans, especially the younger ones returning from Iraq or Afghanistan, are in particular need for help, McGovern added.

But the food stamp program has been a favorite target for some lawmakers in recent years. They point to the growing cost of the program, which now serves about 47 million Americans, as an example of federal spending run amok. Federal spending on SNAP rose from $17 billion 2000 to $74 billion in 2014, according to USDA data.

It can be easy to overlook veterans, said Bank of Americas Cathey.

    Net Versus Gross Income

For most SNAP applicants, eligibility depends on income falling beneath a gross and net limit. These limits change annually, based on cost-of-living adjustments. However, for disabled veterans or their surviving spouses, the gross income limits do not apply as long as they receive either disability payments or funding for an aide or attendant for the disabled individual. The income resource limit also is higher for disabled veterans than non-disabled applicants under 60. As of the time of publication, the net monthly income for a one-person household was $973, and a two-person household was $1,311.

    Appendix C: Major Safety

Millions of individuals with disabilities and their families benefit from a wide variety of public benefits for income, health care, and food and housing assistance. Appendix D: Snap Features That Help People With Disabilities

SNAPs structure and rules allow it to respond to the economic challenges faced by many people with disabilities. SNAP is an entitlement, meaning that all applicants who meet the eligibility requirements can receive the benefits for which they qualify. SNAP also has several provisions for households with members with disabilities :

For more detail, see SNAP Matters for People with Disabilities, Food Research and Action Council, July 2015, .

Federal, state, and local agencies are also required to ensure that services are accessible to people with disabilities. The Food and Nutrition Act, which authorizes SNAP, requires state agencies to comply with relevant civil rights law in administering the program, including the Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973. For example, state agencies must ensure that SNAP applications are accessible for individuals with disabilities.

Disability In Household Substantially Increases Risk Of Food Insecurity Across Life Cycle

Children living with a disabled adult are almost three times as likely to experience very low food security as other children. Food insecurity rates are about two to three times higher among households with members with disabilities than households without any disabled adults . And seniors who have difficulty with basic tasks of daily life are twice as likely to have difficulty getting enough food as those who dont. These results are consistent across analyses using different data sets, definitions of disability, and analytic methods.

Food insecurity, besides being more likely in households affected by disabilities, may also be more problematic for them. Research shows that food insecurity has negative effects on health and diet quality, and these effects may be greater for people with disabilities. Children with special needs often require special diets, for example. This raises their food costs and makes them more vulnerable than other children to the harmful effects of food insecurity. Disabling or chronic health conditions may be made worse by insufficient food or a low-quality diet.

What Is The Income Limit For Pa Food Stamps

The SNAP program has eligibility standards for both gross and net monthly income. Most people will need to fit within both the gross and net income guidelines in order to be eligible. Exceptions to this include the elderly. For households including at least one person over the age of 60, only the net income standard is applied. Another exception is those receiving TANF and SSI.

The table below shows the maximum gross and net monthly income based on family size for SNAP eligibility. The gross income is the income you make prior to any deductions. Net income is after deductions. The only exceptions to the chart below are Alaska and Hawaii, which have higher income limits due to the significant increase in cost of living.
