Procedure For Expedited Service
A household must apply for CalFresh benefits to get expedited service. The county must screen all CalFresh applications for expedited service. Some CalFresh offices do not always give people expedited service when they should, so if the applicant might qualify, advocates should advise them to ask for expedited service.
The CalFresh office must inform the applicant household about the availability of expedited service and talk with the applicant household the day it applies to see if expedited service is needed. The county is required to notify all applicants for CalFresh benefits, orally and in writing, of the right to expedited CalFresh benefits and how to apply. The first page of the application identifies households needing expedited CalFresh benefits. Applicants do not need to fill out the full application to get reviewed for expedited CalFresh benefits. They are permitted to fill out just the one-page screening form. The county must also process mailed applications indicating a need for expedited services within the three-day processing time.

CalFresh is a nutrition assistance program that helps low-income individuals and families buy the food they need. CalFresh dollars help stretch a tight food budget and help many people afford to incorporate healthy foods like fruits and vegetables into their diets. CalFresh is the name of the USDA-funded Supplemental Nutrition Assistance Program in the state of California. Recipients receive and spend CalFresh benefits electronically, via personal Golden State Advantage electronic benefits transfer cards that look just like any other credit or debit cards.
Does Fresno County Participate In The Restaurant Meals Program
The Fresno County DSS has been approached by the California Restaurant Association to consider implementing the RMP in the county.
No decision has been made yet.
However, a recent bill passed by the California legislature has expanded the RMP to all counties in California, regardless of whether they have signed up to participate or not.
As of September 1, 2021, The California Department of Social Services announced that the RMP has expanded to a statewide program.
The CDSS plans to have RMP restaurant vendors in every county in the coming years!
Therefore, as a result of this legislation, Fresno County CalFresh recipients who meet the eligibility requirements for the RMP can use their benefits to purchase food at restaurants in counties that are participating in the program.

How To Apply For Food Stamps
Once you fill out your food stamps application, you may wonder how and where you can submit this document. If you have access to a computer, you can typically apply for food stamps online. This option is available in most states. If you do not wish to submit your food stamps application online, you need to file your request at an approved facility. Remember that you can always apply at the SNAP office in your city. If you and everyone in your household receives Supplemental Security Income , you can also apply at a Social Security office.
After you apply for food stamps, you need to participate in a SNAP interview with program representatives. Generally, these conversations take place by phone. Be sure to provide proof of the information you reported in your application. If your local food stamp office cannot verify your claims, workers there cannot approve your request for benefits.
If I Am Receiving Ssi/ssp Can I Also Receive Calfresh Benefits
Starting June 1, 2019, the CalFresh food assistance program expanded to include eligible older adults and people with disabilities who receive Supplemental Security Income/State Supplementary Payment benefits.

Gross Monthly Income Limit
Gross monthly income is the households income before any allowable deductions.
You must meet the gross monthly income limit for your household as shown in the table below in order to qualify for CalFresh.
For many households, the gross income eligibility limit is 200% of the federal poverty level .
Your gross income includes gross pay from work before your employer takes out taxes and other deductions.
You can locate your gross income on your pay stub.
See the table below for the gross income limit by household size.
Exceptions:
For CalFresh eligibility purposes, if all members of a household are on cash welfare assistance, the household is eligible for CalFresh regardless of its gross or net income.
Furthermore, if any member of the household is elderly or disabled, there is no gross income test.
However, a household with an elderly or disabled person must still meet the net income limit.
Are There Items I Cannot Purchase With Calfresh Benefits
Yes. CalFresh benefits cannot be used to purchase:
- Any non-food items, including pet food, soaps, paper products, household supplies, grooming items, and cosmetics.
- Alcoholic beverages and tobacco products.
- Vitamins and medicines.
- Any food that will be eaten in the store.
- Any food marketed to be heated in the store.

How Much In Calfresh Will I Get
If you are approved for food stamps in California, how much in benefits you get partly depends on the:
- Number of people in your household,
- Total amount of your households income, and
- U.S. Department of Agricultures Thrifty Food Plan.
The Thrifty Food Plan is a government estimate of how much it costs to provide a household with nutritious, low-cost meals.
The table below shows the maximum CalFresh benefits for households with zero income.
As your income increases, your CalFresh benefit amount goes down.

Deadlines For Issuing Expedited Benefits
If the household qualifies, in California the CalFresh office must provide the expedited CalFresh benefits no later than three calendar days after the application date. For the details of how to count the days, especially with mail and on-line applications, see ACIN I-14-11, ACIN I-14-11E , ACIN I-14-11EII .
In most counties, the CalFresh office will ask the household to come in to pick up the expedited issuance and EBT card. The county can mail the EBT card if it makes sure that the household can get the card within three calendar days.
The CalFresh office must get the CalFresh benefits to the applicant within three days even if the third day is a weekend or holiday. For example, if the household applies on a Wednesday and qualifies for expedited service, the CalFresh office must have the CalFresh benefits available by that Friday . In California, the weekend counts as one day.
If a household is entitled to receive expedited service applies for CalFresh benefits after the 15th of the month, the county welfare department must issue the first and second months allotments even when verification is postponed.
If an applicant doesnt qualify for expedited CalFresh benefits, then the office will process the application in the regular way, which can take up to 30 calendar days.
