If youre a college student on a strict budget, you may have read or heard about getting food stamps for college students. The technical name for food stamps is SNAP, or Supplemental Nutrition Assistance Program. In most states, SNAP benefits are paid through an electronic benefits transfer or EBT card. According to the USDA, which administers the SNAP benefits, college students in general are not considered eligible. It isnt wrong to get SNAP benefits if you are eligible, and some college students do qualify.
New College Student Snap Access
Despite compelling evidence of high levels of food insecurity among college students, SNAP has long excluded full-time students from eligibility for food assistance benefits unless they meet certain narrow qualifications. During the pandemic, while college students have had an even harder time meeting their basic needs, two of the main qualifications that students have traditionally used for SNAP access working at least 20 hours a week or receiving a work-study award have become far less available, as the economy has slowed and campuses have transitioned to virtual instruction.
In response to this reality, Congress acted in December 2020 to pass important flexibilities to SNAPs rules for students. These new rules open SNAP access to students who:
These changes can provide important relief for thousands of students. With SNAP benefits currently 15% higher than usual and every SNAP household currently receiving maximum SNAP benefits, student access to SNAP is particularly valuable.
For these reasons, its vital that Louisianas colleges and universities do everything they can to make sure that students understand the benefits they might be eligible to receive and that they have easy access to the information they need to claim those benefits.
Snap Guidelines For College Students:
1. The student is enrolled at least half-time in an institution of higher education AND
2. Is eligible to participate in a State or federally financed work study program during the regular school year as determined by the institution of higher education, OR
3. In the current academic year, has an expected family contribution of $0 as determined by the financial aid office of the institution of higher education.
If the conditions are not met: then the student is subject to Work Requirements and must be working an average of 20 hours per week or 80 hours in a month of paid employment.

New Snap Student Exemptions For College Students:
The federal COVID-19 relief law passed in late 2020 provides federal funding to temporarily expand SNAP eligibility for college students. These temporary student exemptions, listed below, remain in effect until 30 days after the COVID-19 federal public health emergency is lifted.
- Eligible to participate in federal work study and
- Have an Expected Family Contribution of $0.

In NYC, the Human Resources Administration reviews SNAP applications and determines whether the applicant is eligible to receive SNAP benefits. Completed SNAP applications are sent to HRA.
What Proofs Do I Need To Give Dta
DTA will send you a list asking for proof of your identity, address, and possibly other items. DTA will also send you forms to get filled out by your college registrar or financial aid office:
- The Community College Verification Form proves you meet the community college eligibility rules
- The Educational Income and Expense Form gives DTA information about your financial aid

How Do I Apply
You dont need to go to an office! You can apply online, and receive your EBT card in the mail. The quickest and easiest way to apply for SNAP is online through Your Texas Benefits at .
If you are eligible, you will be able to access your SNAP benefits no later than 30 days from the date the office received your application. If you have very little or no income for the month and you need help right away, you may qualify for SNAP benefits within 7 days.
What Can I Purchase With Snap

Why And How Students Can Apply For Food Stamps In College
College students can be eligible for CalFresh benefits, and, for students who need help with food, it could be a matter of leaving money on the table.
While students applying for CalFresh might seem unusual, it has been a part of University of California effort to address food insecurity on campuses. Student enrollment in CalFresh was proved to be a missing piece for Yolo County’s low participation numbers from eligible persons a few years ago.
According to Nolan Sullivan, Service Center Branch Director for the Yolo County Health and Human Services Agency, the county took a look at their participation city by city after being ranked 54 out of 58 counties by California Food Policy Advocates for connecting their eligible population to CalFresh benefits.
He noted that a statistical breakdown revealed that Yolo County was at 41-percent participation, Woodland was at 96-percent, and West Sacramento was at 84-percent. The anomaly was with the City of Davis, whose participation was only 10-percent.

After capitalizing on the data and putting forward efforts to connect students with the program, Sullivan said that the UC went from 400 CalFresh applications two years ago to just over 3,000 last year.
How Can I Get Snap If I Am In College
If you are in college more than half-time, you may qualify for SNAP if you meet any one of the conditions below:
- You receive either federal or state work-study during the school year ,
- You work for pay for 20 hours or more per week,
- You care for a child under the age of 12 or you get TAFDC,
- You are going to school under a DTA-approved SNAP education or training activity or another government-sponsored education and training program,
- You attend a Mass. community college and are enrolled in a credit degree or certificate program that the college determines will increase your employability,
- You are age 50 or older, or you are under age 18, or
- You have a temporary or permanent physical and/or mental impairment.

What Income Does Dta Count
- Earned income from a job or self-employment
- Unearned income such as Social Security, child support or unemployment insurance
Work-Study and other federal education aid do not count as income. State and private educational loans and grants also do not count unless the money is earmarked for living expenses .

Can I Get Snap If I Still Live With My Parents
If you are 22 or older, and you buy and prepare more than half your meals separately from your parents, you can apply for benefits for yourself.
If you are 18-22, federal rules do not allow you to get food stamps separately from your parents, even if you barely share meals with them. If you meet one of the above eligibilityrules, you and your parents must apply for benefits together and report all family income.
Can I Get Snap If I Live With Roommates
If you buy and prepare more than half of your meals separately from your roommates, you can apply for SNAP for yourself – separate from those you share housing with.
If you buy and prepare most of your meals together, you must apply for SNAP with your roommates they must also meet the other program rules and report their income.

Can College Students Get Food Stamps
College students have to meet the initial Supplemental Nutrition Assistance Program requirements, plus be enrolled less than half-time at their institution, according to USDA.
Those students who meet requirements and are enrolled half-time or more may also qualify with an exemption.
Exemptions may include being under 18 or older than 50, having a physical or mental disability, working at least 20 hours a week, or caring for a child under the age of 6, to name a few.

Student Hunger On College Campuses
A 2016 study revealed that 44 percent of undergraduate students and 26 percent of graduate students identified as being food insecure.
Leslie Kemp, Director of UC Davis Aggie Compass Center, has said that the center has dealt with students struggling with choosing between paying to keep the lights and paying for their tuition.

Students On Summer Break Or Vacation
You are still SNAP eligible while on summer or vacation break as long as you are enrolled for the upcoming term. You are no longer considered continuously enrolled once you graduate, are suspended, expelled, drop out, or you are planning to enroll in college in the coming months but the term has not started yet.
