Who Can Get Expedited Calfresh Benefits
An applicant household with very low income and few resources may qualify for expedited service, commonly referred to as emergency benefits. In California, if an applicant qualifies for expedited service, she will get the CalFresh benefits no more than three calendar days after applying. In other states, the general rule in the federal regulation allows states to take up to seven days to complete expedited service of CalFresh benefits.
The household will qualify for expedited service if:
- It has less than $150 in gross monthly income and has $100 or less in liquid resources. Liquid resources are cash, checking or savings accounts, savings certificates, and lump sum payments such as income tax refunds or back payments of Social Security or CalWORKs or
- Its monthly housing costs for the month are more than the sum of its liquid resources and gross income for the month.
- The household includes a domestic violence survivor who is a resident of or on a waiting list for a domestic violence shelter and certifies as a separate household from the abuser if the separate household is otherwise eligible.
In determining whether a household qualifies for expedited service, states must permit households to claim the standard utility allowance .

How To Apply For Snap In
To complete a SNAP benefits application in person, visit the nearest public assistance office. It is important that you visit an office in your county, as other counties will be unable to accept your application. Overall, make sure to bring documents verifying your identity, employment, income, assets and other information to the office.
You may want to apply for CalFresh in person if you are unsure of how to complete the application yourself, or if you do not have access to a computer. As with online applications, your office will receive an in-person application immediately.

Disaster Food Stamp Program
The Disaster Food Stamp Program, also known as D-SNAP, provides short-term assistance for low-income families affected by a natural disaster, such as a hurricane. Like traditional food stamp programs, residents will receive a preloaded debit card they can use to purchase food items. However, the D-SNAP program only applies to qualifying families who are currently living in an affected parish and will only provide benefits throughout the disaster. The Louisiana Department of Children and Family Services will determine exact eligibility requirements after the disaster. Residents can apply ahead of time online, or in person after the disaster at a D-SNAP office in their area.
What Are Emergency Allotment Benefits
The Families First Coronavirus Response Act authorized emergency SNAP benefits because of COVID-19.
In California, the emergency allotments will raise each households monthly allotment of CalFresh to the maximum allowable based on household size.
In addition, the United States Department of Agriculture will approve requests for the additional benefits on a month-by-month basis.

Procedure For Expedited Service
A household must apply for CalFresh benefits to get expedited service. The county must screen all CalFresh applications for expedited service. Some CalFresh offices do not always give people expedited service when they should, so if the applicant might qualify, advocates should advise them to ask for expedited service.
The CalFresh office must inform the applicant household about the availability of expedited service and talk with the applicant household the day it applies to see if expedited service is needed. The county is required to notify all applicants for CalFresh benefits, orally and in writing, of the right to expedited CalFresh benefits and how to apply. The first page of the application identifies households needing expedited CalFresh benefits. Applicants do not need to fill out the full application to get reviewed for expedited CalFresh benefits. They are permitted to fill out just the one-page screening form. The county must also process mailed applications indicating a need for expedited services within the three-day processing time.
