How Is Snap Paid Out To You
Pennsylvania uses Electronic Benefits Transfer to deliver SNAP benefits. For every month you are eligible, your benefits are automatically deposited into your EBT account. You receive a plastic card with a magnetic strip and a Personal Identification Number to access your EBT account at authorized food outlets. The cost of the SNAP items you purchase will be subtracted from the amount on your EBT account. Once your transaction is completed you will receive a receipt that shows the amount of your products purchased and the amount of SNAP benefits remaining.
The Food Stamp Program Benefit
Once eligibility is established, participating households are expected to be able to devote 30 percent of their counted monthly cash income to food purchases. The FSP benefit then makes up the difference between 30 percent of countable income and a maximum benefit level that is derived from a model budget developed by the U.S. Department of Agriculture, called the Thrifty Food Plan . Because both the TFP and the allowable standard deduction vary by household size, benefits vary as well. The maximum benefit schedule is detailed in Table 1. Few households receive the maximum benefit, because most have countable income.

Calculation of the FSP benefit is highly dependent on the nature and amount of deductions for the household unit. Consequently, benefit calculation is best illustrated by example. We begin with a simple illustration of eligibility and benefit determination pertinent to SSI recipients and then highlight variants.
Do I Qualify For Snap
To qualify for the Supplemental Nutrition Assistance Program, applicants must meet certain non-financial and financial requirements. Non-financial requirements include state residency, citizenship/alien status, work registration and cooperation with the IMPACT program. Financial criteria include income and asset limits.
The asset/resource limits are $5,000 for most households. Assets include bank accounts, cash, real estate, personal property, vehicles, etc. The household’s home and surrounding lot, household goods and personal belongings and life insurance policies are not counted as assets in the SNAP program.

How Do You Receive Food Stamps
To receive SNAP benefits, you must apply in the state in which you currently live, and you must meet certain requirements, including resource and income limits. Generally speaking, says Muennig, only low-income households and individuals are eligible. The requirements change frequently. Generally, one has to have income that is below 130% of the federal poverty level, he says. He also notes that the current administration is working to greatly curtail benefits, including implementing a work requirement where people have to work a minimum of 30 hours a week before they can receive food stamps. While states were allowed to waive these requirements, says Muennig, the Trump administration removed states’ ability to do this in April of this year. Food Stamp Income Requirements
The SNAP program has eligibility standards for both gross and net monthly income. Most people will need to fit within both the gross and net income guidelines in order to be eligible. Exceptions to this include the elderly. For households including at least one person over the age of 60, only the net income standard is applied. Another exception is those receiving TANF and SSI.

Welfare Reform And Subsequent Amendments
The mid-1990s was a period of welfare reform. Prior to 1996, the rules for the cash welfare program, Aid to Families with Dependent Children , were waived for many states. With the enactment of the 1996 welfare reform act, called the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 , AFDC, an entitlement program, was replaced that with a new block grant to states called Temporary Assistance to Needy Families TANF.
Although the Food Stamp Program was reauthorized in the 1996 Farm Bill, the 1996 welfare reform made several changes to the program, including:
- denying eligibility for food stamps to most legal immigrants who had been in the country less than five years
- placing a time limit on food stamp receipt of three out of 36 months for Able-bodied Adults Without Dependents who are not working at least 20 hours a week or participating in a work program
- reducing the maximum allotments to 100 percent of the change in the Thrifty Food Plan from 103 percent of the change in the TFP
- freezing the standard deduction, the vehicle limit, and the minimum benefit
- setting the shelter cap at graduated specified levels up to $300 by fiscal year 2001, and allowing states to mandate the use of the standard utility allowance
- revising provisions for disqualification, including comparable disqualification with other means-tested programs and
- requiring states to implement EBT before October 1, 2002.
