Bill Would Also Change Some Food Stamp Eligibility Requirements

Alongside Medicaid work requirements, the bill would affect some of the eligibility requirements for the Supplemental Nutrition Assistance Program, also known as food stamps.

First, the bill would prevent the Iowa Department of Human Services from granting “categorical eligibility” for SNAP benefits. Categorical eligibility allows participants to be eligible for food stamps based on their qualification for other low-income assistance programs.

Currently, Iowa is among 39 states participating in “broad-based” categorical eligibility, through which the state allows all households with income of up to 160% of the federal poverty level to qualify for SNAP benefits. That’s above the 130% federal level. If the measure became law, it would prohibit DHS from applying gross income standards that are higher than those specified in federal law.

The Senate bill would additionally prevent DHS from seeking any work requirement waiver for SNAP assistance from the federal government, unless required by law. Those who receive food assistance would also need to be assigned to an employment and training program unless they are otherwise exempt under federal law.

Centorino also said Iowa currently doesn’t require any of the 100,000 able-bodied adults with kids, or the 20,000 able-bodied adults between 50 and 59 on food stamps to work.

Families can’t survive well at the 160% level, let alone the 130% level, Elzinga said.

Proposed Change To Snap Eligibility Would Impact Thousands Of Iowans

The Iowa Hunger Coalition strongly opposes rolling back categorical eligibility for the Supplemental Nutrition Assistance Program , known in Iowa as Food Assistance.

Categorical eligibility allows states to increase the income threshold for SNAP beyond the federal income limit of 130% of the federal poverty level . In Iowa, categorical eligibility allows the state to increase the income threshold for Food Assistance to 160% FPL.

Iowans who are currently making between 130-160% FPL and are enrolled in Food Assistance are at risk of losing their benefits. This amounts to an estimated 59,000 Iowans, 16% of all SNAP participants in the state. These individuals, and millions more across the country, would no longer be eligible to receive SNAP benefits because their income is too high.

This proposed change to categorical eligibility would also have a ripple effect on other programs, including free and reduced school lunch programs for students. An estimated 265,000 students across the nation would lose access to automatic eligibility for these programs due to the fact that they would no longer be SNAP participants.

Food banks, food pantries, local governments, and social service agencies can expect to see more people turning to them for assistance if this rule change is enacted. It would impact the health and nutrition of tens of thousands of Iowans and millions of Americans.

Being Approved For Food Stamp Benefits

If you are not able to go to the local office or apply online, you can designate an authorized representative. This is someone you give authority to represent you. You have to designate the person in writing to be official. This person can be a friend or relative.

The entire process generally involves filling out an application, going in for a face-to-face interview, and providing verifications for needed information such as income, residency, and expenses. If because of age or disability, an applicant is unable to go to the office and cannot appoint a representative, the interview may be waived at the discretion of the local office. However, if the interview is waived, the applicant will have to have a phone interview or consent to a home visit instead.
