Background:
The SNAP online pilot is currently operational in Alabama, Iowa, Nebraska, New York, Oregon, and Washington State. Nebraska joined the pilot on April 1, 2020. The authorized retailers working with all pilot states are Amazon and Walmart, while Wrights Market and ShopRite are working with Alabama and New York respectively. On April 8, it was announced that Arizona and California would be joining, and on April 11 announced Florida and Idaho. Then on April 17, it was announced that North Carolina and the District of Columbia would also be joining.

Once SNAP recipients register, they are required to contact Workforce West Virginia every three months to update the agency on their employment status.
Because of the COVID-19 pandemic, many SNAP recipients were unable to contact Workforce West Virginia either by telephone or the agencys website. So to continue SNAP benefits to those in need, the West Virginia Department of Health and Human Resources voluntarily waived the registration requirement for several months. West Virginians who rely on Supplemental Nutrition Assistance Program funding for groceries now have an option to purchase items online through Walmart and Amazon.
According to an announcement from the West Virginia Department of Health and Human Resources on Tuesday, Walmart and Amazon will now allow some items to be purchased online with funds from West Virginia Mountain State Electronic Benefits Transfer cards.
This is a major step in helping our clients gain access to food with increased protection for social distancing, said DHHR Cabinet Secretary Bill J. Crouch. By enabling online card transactions, West Virginias EBT cardholders can now purchase groceries for delivery or pick up with minimal contact.
Starting on May 19, EBT cardholders in West Virginia can make online purchases at two West Virginia Walmart stores: 40 Jett Lane in Elkins and 5680 Hammonds Mill Road in Martinsburg . On May 21, Walmart will add EBT online purchasing at additional stores across the state.
The DHHR says there is no additional fee for pick-up orders however, there is a charge for delivery orders, which cannot be paid with the EBT card. The transaction can be split between an EBT card and another credit/debit card to cover the delivery fee.
The online checkout process will automatically filter out any items that are not qualified for SNAP benefits through the Mountain State EBT card.

West Virginia To Issue $375 Per Child P
CHARLESTON, W.Va. The West Virginia Department of Health and Human Resources and the West Virginia Department of Education have received approval from the United States Department of Agriculture to issue P-EBT benefits to eligible children this summer.
School-age children are eligible if effective May 31, 2021, they were enrolled in a school that participates in the National School Lunch Program in school year 2020-21 and qualified for free or reduced-price school meals. Children under the age of six are eligible if they are in a household that receives Supplemental Nutrition Assistance Program benefits.
Benefits will be loaded onto existing P-EBT cards that were issued during the 2020-21 program year. The state will not utilize the Mountain State card for summer P-EBT.
The state will issue a one-time benefit of $375 per child to each eligible child. Benefits are scheduled to be released mid-July. West Virginia estimates that it will issue $83.4 million to approximately 222,395 school children and $13.3 million to approximately 35,463 SNAP-enrolled children during the 2021 summer period.
New students enrolling in schools this fall who were not students in school year 2020-21 are not eligible for this years summer P-EBT. Guidance on P-EBT for the upcoming school year has not yet been issued by the USDA, but these details will be shared publicly as soon as the information is available.
