Trying To Increase Child Support Payments By Taking Away Food Is Misguided
While most low-income custodial households receive child support services, some do not. And some custodial households that do have child support orders receive incomplete payments or no payments at all from non-custodial parents. These gaps, combined with the downward trend in the child support caseloads, have spurred a public debate about policies that could further improve the programs reach to low-income families and bolster support payments to vulnerable households. Some argue that the way to accomplish these objectives is to mandate that SNAP applicants cooperate with child support in order to be eligible for food benefits.
In fact, the 1996 welfare law gave states the option to impose such requirements in SNAP, but few currently do. The law includes three options for child support-related SNAP disqualifications, and states may choose to implement any or all. In each case, if the Child Support agency or the SNAP agency determines the parent or caregiver subject to the requirement is out of compliance, they lose SNAP benefits .
TANF and Medicaid mandate that custodial parents cooperate with the Child Support program in order to receive benefits. A SNAP applicant who meets the requirement for TANF or Medicaid is considered to be cooperating for the purposes of SNAP.
All of these state options have proven unpopular. According to the Department of Agriculture, only eight states currently implement any of the child support-related disqualifications.
What Information Needs To Be Submitted With My Application And/or During My Interview
Your SNAP application should include as much information related to your households monthly expenses and income as possible and should include information for all members of your SNAP household. Your SNAP application is considered valid as long as it contains the applicants name, address, and the signature of a responsible household member or the households authorized representative. The Agency will attempt to verify all information during your SNAP interview. The Agency may request additional information from the household in the event that the information you provided cannot be verified during the interview.
Food Stamp Income Requirements
The SNAP program has eligibility standards for both gross and net monthly income. Most people will need to fit within both the gross and net income guidelines in order to be eligible. Exceptions to this include the elderly. For households including at least one person over the age of 60, only the net income standard is applied. Another exception is those receiving TANF and SSI.
The table below shows the maximum gross and net monthly income based on family size for SNAP eligibility. The gross income is the income you make prior to any deductions. Net income is after deductions. The only exceptions to the chart below are Alaska and Hawaii, which have higher income limits due to the significant increase in cost of living.

Who Is Exempt From The 3
Exempt means you do not have to meet the work rules. You are EXEMPT if you meet any one of the following criteria:
- You are under age 18 or over 49 years old,
- You are disabled and receiving a disability-based benefit such as SSI, MassHealth as disabled, VA disability benefits or EAEDC cash assistance,
- You are physically or mentally unfit for work either permanently or temporarily based on a statement from a health care provider,
- You participate in a vocational rehabilitation program, a mental health program, or a drug or alcohol treatment program, or you are in a refugee training program run by the Office of Refugee Resettlement,
- You are pregnant ,
- You are homeless based on criteria as established by DTA,
- You live in the same household with a child under 18, even if not related to you,
- You are responsible for the care of an incapacitated person or a child under age 6, even you don’t live with them,
- You receiving unemployment insurance or waiting for your unemployment claim to be approved,
- You work 30 hours per week or earn at least $217.50 per week in gross income OR
- You are a student enrolled in a high-school, vocational or post-secondary educational program or college and meet the student rules. See Question 45 on which college students are considered eligible for SNAP. 106 C.M.R. § 362.320

The Prevalence Of Food Stamp Receipt
Table 2 illustrates the use of both resources, SSI and the FSP. The data for each year are separately tabulated by SSI recipient age group. The SSI recipient counts in the first row for each group are from Social Security administrative records and are averages for the months of the fiscal year. These are exact counts of payments made. The counts in the second row are derived from FSPQC sampling probabilities. “Prevalence” is just the ratio of the estimated total number of SSI recipients living in units receiving food stamps divided by the total number of recipients in the relevant age class . Thus we estimate that 939,106 elderly SSI recipients lived in FSP recipient households in 2006 this was 63.6 percent of all SSI recipients in the group. Although the denominators for these statistics are from administrative data and are effectively known with certainty, the FSP recipient counts are sample based and therefore subject to sampling errors. However, since the samples are quite large, confidence intervals around the sample-based recipient estimates are small, so the precision of the prevalence estimates is high.

If you are between 16-59 years old, you must either work at least 30 hours a week or participate in SNAP Employment and Training, a program under the Texas Workforce Commission. You might be exempt from the work requirement if:
- you are not physically or mentally fit to work, or participating in drug/alcohol addiction treatment program
- you are responsible for care of a child under age 6 or a person with a disability
- you are a student enrolled in school, college or a work training program
- you already registered for employment services under TANF

Definition Of A Household
When determining eligibility, you need to provide information on all members of the household. A household, for this situation, is defined as all individuals that live together and purchase and prepare meals together. Likewise, you may have people living with you that are not considered part of your household. For example, if you rent a room to someone that does not purchase or prepare food with you, they are not part of your household. However, whatever they pay you for rent has to be counted under income.
There are two exceptions to this definition. The first is a household that includes a husband, wife, and children under 22 years of age. This group will be considered a household even if they purchase and prepare meals separately. The second exception is elderly or disabled individuals that are unable to purchase and prepare their meals independently and live with others that do.

State Supplements And Food Stamp Receipt
Because the FSP benefit is nationally uniform , it would be reasonable to expect that the prevalence of food stamp receipt would be lower in states with a substantial SSI supplement than in states without. However, separate calculation of FSP prevalence in states grouped by size of supplement revealed no clear pattern. For the elderly, living in a high supplement state is associated with higher, not lower, prevalence of food stamp receipt. For children, the opposite is true. It may be that the effect of high benefits is offset by high living costs. On average, housing coststhe key component of interstate variation in costs of livingare positively correlated with the presence and amount of the SSI state supplement.5

Child support caseloads have declined from 17.2 million in 1999 to 14.5 million cases in 2016, while program performance and efficiency have climbed to historic highs. The decline in child support participation is in large part due to the parallel contraction of the Temporary Assistance for Needy Families program. TANF requires that custodial households open child support cases and cooperate with the Child Support program in order to receive benefits. As the TANF caseload has shrunk, so has the number of families mandated to receive child support services, which has resulted in an overall decline in Child Support program caseloads.
Participation of custodial households that have never received TANF has risen substantially, however, increasing by about 19 percent between 2003 and 2017. This indicates that changes in the Child Support program over that period have attracted more voluntary cases those in which parents are not compelled, but rather elect to take advantage of child support services. Despite declining caseloads, the Child Support program serves the vast majority of low-income children who have a non-residential parent. Census data show that in 2015, 82 percent of program-eligible children under age 18 in families with incomes below 100 percent of the federal poverty level participated.

Adult Foster Care is a special MassHealth program for frail elders and adults with disabilities who cannot live alone. 130 C.M.R §408.410-438. MassHealth pays qualified AFC caregivers to provide in-home care to elder and disabled MassHealth recipients who would otherwise be in a long-term care facility. Sometimes, AFC caregivers may still be low income and qualify for SNAP benefits.
If you are responsible to care for a disabled adult under the Adult Foster Care program, you have the choice to include or exclude the adult fostered person from your SNAP household even if he or she shares all meals with your family. 106 C.M.R.§361.240.
If the fostered adult is not included as a SNAP household member, none of the AFC payments paid to the caregiver or the income of the disabled adult counts for your SNAP benefits. In addition, none of the income of the disabled adult is counted . In most cases, care-givers qualify for higher SNAP benefits. However, if excluded, an AFC adult cannot get SNAP benefits as a separate SNAP household.
Some caregivers recieve an additional payment for rroom and board when the fostered adult is living in the home of the caregiver. If the fostered adult is excluded from the SNAP household, DTA may still consider payments made to the caregiver for room and board to be countable income for SNAP.

How To Renew Your Food Stamps In New Hampshire
When claimants submit a food stamps renewal in New Hampshire, they must be sure to provide the DHHS with relevant information regarding their households eligibility for SNAP.
