If you do not provide proof of residency and income, DSS will send you a denial letter outlining why your application wasdenied.

If you receive a denial letter due to missing documents, you can still submit the missing documents, but theymust be submitted within 60 days from the date you submitted your application.

If you fail to submit the missing documents within the 60 day period, your application will be denied and you must re-apply for SNAP benefits.

New Permanent Rule: Expansion For Students In Qualified Career And Technical Education Programs

As of October 1, 2020, a SNAP policy change in NYS expanded eligibility to students in qualified career and technical education programs. The Office of Temporary and Disability Assistance has determined that CTE programs, as defined under the federal Carl D. Perkins Career and Technical Education Act of 2006, offered at a community college, comprehensive college or a technology college within the SUNY or CUNY systems are considered comparable to a SNAP E& T program component. CTE programs at SUNY/CUNY enhance the employability of students or lead directly to employment. In 2019, SUNY surveyed community college students on food access and found that 55% of students had experienced hunger in the current semester.

New York State students can also enroll in CTE programs at Educational Opportunity Centers . These programs specifically target economically disadvantaged students.

Under the new permanent rule, individuals attending a SUNY/CUNY community college, comprehensive college, or technology college and enrolled at least half-time in a qualified CTE program meet the criteria to be considered an eligible student for SNAP.

Additionally, individuals attending any of the 10 EOCs in New York State and enrolled at least half-time in CTE programs, remedial courses, basic adult education, literacy, or English as a second language meet the criteria to be considered an eligible student for SNAP.

    After you submit your SNAP application, you will have a confidential interview with a caseworker.

    Usually, you must appear in person for this interview but the in-person interview requirement can be waived under certain circumstances.

    During the interview, the caseworker will request any additional documentation needed to establish eligibility.

    Once your eligibility for SNAP is established, you will receive an Electronic Benefit Transfer card .

    You can use the EBT card to purchase food at any approved grocery store throughout the state.

    How Long Will It Take To Receive Nyc Food Stamp Benefits

    If your New York City SNAP Application is approved, you will start receiving benefits no later than 30 days from the date you submit your application.

    In addition, once you are approved for New York City food stamp benefits, you will receive a New York EBT Card in the mail.

    An EBT Card, also known as an Electronic Benefits Transfer Card is similar to a bank debit card.

    *SNAP households containing any aged or disabled members, and households that pay out-of-pocket dependent care costs, that pass the 200% FPL gross income test and do not contain a SNAP-sanctioned or an Intentional Program Violation member are categorically eligible for SNAP, meaning that such households are not subject to a resource test, and that such households of one or two persons are, minimally, eligible to receive the $16 minimum allotment for households of one or two persons.

    **Elderly or household members who are incapable of buying food or preparing meals due to a disability may apply as a separate food unit if the income of the others with whom the individual resides do not exceed the 165% FPL amount.

    Can I Get New York Snap Right Away Or Within A Few Days Of Applying

    If your household has little or no money and needs help right away, you may qualify for expedited SNAP.

    To be eligible for expedited SNAP, you and members of your household must meet one of the following categories:

  • Your household has $100 or less in liquid resources and less than $150 in gross monthly income.
  • Liquid resources are money that is available to you, such as:

    • Lump-sum payments
  • You are a migrant or seasonal farmworker without money or resources.
  • Together, your monthly income and liquid resources are less than the total of your monthly rent or mortgage and heating costs and utilities .

    How Do I Apply For Snap

    There are several options for applying. Only one member of the households needs to apply for the total household, but everyone living in the household needs to be included on the application along with their income. Most states provide an online application to start the process. See the States website section for a link to your states website. If your state does not provide an online application or you do not have access to a computer, you can go to your local state or county office to apply.

    As part of the application process, you will need to go to your local state or county office for a face-to-face interview. If you are not able to go to the local office or apply online, you can designate an authorized representative. This is someone you give authority to represent you. You have to designate the person in writing to be official. This person can be a friend or relative.

    The entire process generally involves filling out an application, going in for a face-to-face interview, and providing verifications for needed information such as income, residency, and expenses. If because of age or disability, an applicant is unable to go to the office and cannot appoint a representative, the interview may be waived at the discretion of the local office. However, if the interview is waived, the applicant will have to have a phone interview or consent to a home visit instead.
