Welfare Reform And Subsequent Amendments

The mid-1990s was a period of welfare reform. Prior to 1996, the rules for the cash welfare program, Aid to Families with Dependent Children , were waived for many states. With the enactment of the 1996 welfare reform act, called the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 , AFDC, an entitlement program, was replaced that with a new block grant to states called Temporary Assistance to Needy Families TANF.

Although the Food Stamp Program was reauthorized in the 1996 Farm Bill, the 1996 welfare reform made several changes to the program, including:

• denying eligibility for food stamps to most legal immigrants who had been in the country less than five years

• reducing the maximum allotments to 100 percent of the change in the Thrifty Food Plan from 103 percent of the change in the TFP
• freezing the standard deduction, the vehicle limit, and the minimum benefit
• setting the shelter cap at graduated specified levels up to $300 by fiscal year 2001, and allowing states to mandate the use of the standard utility allowance
• revising provisions for disqualification, including comparable disqualification with other means-tested programs and
• requiring states to implement EBT before October 1, 2002.

What If I Already Receive Snap Benefits

For existing Florida Supplemental Nutrition Assistance Program customers with a child who is eligible, the P-EBT benefit will likely be added to your current EBT card automatically. For Medicaid and/or TANF recipients with a child receiving free and reduced-price school meals, the P-EBT benefit will be mailed to the address on your Medicaid and/or TANF file. No further action is required on your part to receive your P-EBT benefits.

Always get your receipt from the store clerk and keep it. If you think there is an error on your Lone Star Card account, call 800-777-7328. You must let us know within 90 days from the date the error was made. If you report an error, we will send a letter telling you what action we took on your account.

SNAP benefits will be put into your account once a month. The last number in your SNAP Eligibility Determination Group number tells what day you get your benefits.

The first replacement card in a calendar year is free. You are charged $5 for each additional replacement card. When you or your EBT alternate cardholder requests 3 or more replacement EBT cards within a 12-month period, you will be issued a replacement card, but you may not be able to use it until you make contact to explain the reason for the replacement EBT card request.
