Test 1 Gross Income Test

The first test you must meet is the gross monthly income test. This is a households income before any allowable deductions are applied.

The USDA requires that a households income must be at or below 130 percent of the poverty line.

In fiscal year 2022, the poverty line amount for an individual is $1,073. Therefore for food stamps application, 130 percent of that level is $1,396. An individual applying for food stamps must, therefore, have a gross monthly income of $1,396 or below to qualify.

For a family of three, the poverty line is $1,830 a month. Therefore, 130 percent of that is $2,379 a month, or about $28,550 a year. The poverty level is higher for bigger families and lower for smaller families.

North Carolina Expands Eligibility For Food Assistance Benefits To College Students During Pandemic To Purchase Food And Stay In School

The North Carolina Department of Health and Human Services today announced it is expanding eligibility for food assistance benefits to help college students who are struggling to purchase food and stay in school during the pandemic.

Some college students in North Carolina are now eligible to receive assistance through the Food and Nutrition Services program under this temporary change of benefits approved by the federal government.

The U.S. Department of Education recently announced this additional assistance for college students and institutions through the Higher Education Emergency Relief Fund grants program. The additional assistance provides ongoing relief from the COVID-19 Emergency Relief Act of 2020 and will be in effect until 30 days after the COVID-19 public health emergency is lifted.

Reducing food insecurity, especially during this pandemic, is a top priority for the department, said NCDHHS Chief Deputy Secretary for Opportunity and Well-Being Susan Gale Perry. These benefits will help our college students stay in school and be able to safely get proper nutrition needed to learn and thrive.

Eligible students who have applied for FNS benefits will receive an Electronic Benefits Transfer card, similar to a debit card, that can be used to purchase food at a grocery store, farmers markets or online through Amazon, Walmart, Aldi, BJs Wholesale Club, Food Lion, Carli Cs and Publix.

If You Receive Snap Overpayments

There are three different kinds of SNAP overpayments:

  • Agency Error: DCF made an error and paid you too much money.
  • Inadvertent Household Error: The household made an error that led DCF to pay you too much.
  • Intentional Program Violation: DCF believes your or a member of your household lied, committed fraud, or intentionally misled them to gain extra SNAP benefits.
  • If DCF claims that your household received more food stamps than you should have been given but you believe that you were not overpaid, you have the right to appeal the decision within ninety days.

If you were overpaid benefits, you are still obligated to pay back DCF for the amount of overpayment even if the overpayment was DCFs error. An accidental overpayment does not benefit your household, because it must always be paid back. If you have noticed an overpayment in your SNAP benefits that you believe to be DCFs error, notify them immediately. It cannot benefit you in the long run.

If you do not appeal or if you agree with the overpayment, DCF can do several things to collect the amount that you owe:

    • If you are getting SNAP benefits now, DCF will lower your monthly benefits. The amount they will take depends on the type of overpayment you have.
    • If you are not getting SNAP benefits, DCF will try to get you to agree to a repayment plan. If you do not agree, they can take your federal tax refund. In some situations, they can also take part of other benefits you get, like Social Security.

Effort To Get Ebt Terminals On Campus

To qualify for having an EBT terminal, a location cannot operate as a restaurant, and it must carry a minimum number of staple foods within four major categories:

    • Vegetables or fruits
    • Meat, poultry or fish
    • Breads or cereals

There must also be three stocked units of three varieties for each category, with a minimum of 36 stocked units.

The university determined the eligibility of the POD Market based on the minimum number of stocking units in the staple food categories that are currently and consistently stocked. An application was then filed with the USDA Food and Nutrition Service to gain approval for the convenience store to accept SNAP funds.

The store was approved to accept the benefits after a period of review by the USDA. After the approval, terminals were ordered and the Seminole Dining team received training on how to use the machines and accept funds, according to Farnum-Patronis.

Its amazing to see the fruit of me and Nates efforts, Gonzalez said.

According to USDA, the expansion of SNAP during the COVID-19 national emergency allows post-secondary students to be temporarily eligible for benefits if they are enrolled at least half-time in a higher education institution and are eligible to participate in a state or federally financed work study program during the regular school year, as determined by the institution of higher education.

Students must also meet other eligibility requirements, including resource and income limits.

How To Apply For Calfresh As A Student

    College Students Using Food Stamps

Its not necessarily an easy thing to do, but some counties like Yolo are attempting to make it easier for students to apply. There is a difference in how a student would apply for food stamps as opposed to regular person.

Generally, students would not be eligible unless they meet at least one exemption. According to Sullivan, some of the most common exemptions are for work study, working at least 20 hours per week, having a child, and receiving Cal Works.

For a student, its really difficult because, if you dont meet any of those exemptions, youre just kind of out of luck. Its kind of tricky, he said.

There have been efforts to loosen some of the qualifications for students to apply. Since the requirements are from the federal level, the state cant change those requirements. However, due to some ambiguities, there is some room for interpreting the qualifications.

Part of the problem with the student regulations is the level of ambiguity and kind of unsurity from the Feds to the State, the State to counties, and then you have interpretations from all 58 counties, Sullivan said.

Work study is one of those ambiguous areas. According to Sullivan, each county has a different interpretation of the requirement that deals with whether the student just has a work study letter, hours, or even both.

Students from any county can gather additional information on registering for CalFresh through the students.GetCalFresh.org website.

New Temporary Rule: Expanded Snap Eligibility For Students During The Covid

The federal Consolidated Appropriations Act of 2021, signed into law on December 27, 2020, provides funding for nutrition assistance and investments in SNAP that address the rising hunger crisis associated with the pandemic and economic downturn.

The Act temporarily expands SNAP eligibility for students enrolled at least half time in an institution of higher education. These temporary student exemptions remain in effect until 30 days after the COVID-19 federal public health emergency is lifted.

Temporary Exemptions During the COVID-19 Pandemic

First, the Act amends an existing work-study exemption, which states that students actively participating in a state or federal work study are considered an eligible student for SNAP. The Act allows all students who are eligible to participate in a work-study, whether or not the student is actively employed or participating in work-study, to now meet this exemption.

Second, the Act offers a new exemption for students:

    • A student is found to be an eligible student for SNAP if they have an expected family contribution of $0 in the current academic year under federal student financial aid rules that is used to calculate the amount of federal Pell Grants and other aid for a which a student qualifies).

Students must provide proof to the SNAP office that they meet any of the above exemptions. The following documents are acceptable:

  • Have an expected family contribution of $0 in the current academic year
