The client received a text message to contact 707-419-6161 regarding their EBT card. The automated message system impersonated the California EBT Customer Service Helpline welcome message. After they followed the prompt to enter their Card Number and PIN they were told their card was successfully reactivated. Their benefits issued for the month of November were withdrawn at an ATM 22 minutes later.

Other known EBT scams also ask for personal information, card number, and/or PIN by:

  • Offering a free government cell phone or free gift cards
  • Posing as a protection plan company that is part of the state program
  • Claiming to be concerned citizens posting warnings about EBT card security with a telephone number similar to a real customer service helpline telephone number

    $182 Million In Pandemic Food Aid Is Going Unused In California Heres How To Make Sure Youre Not Missing Out

    At least $182 million of pandemic food aid in California has gone unused, according to a recent audit. That amounts to some 500,000 unused benefit cards for the 2019-20 school year.

    The California State Auditor analyzed the California Department of Social Services use of federal funds for two food assistance programs: the Pandemic Electronic Benefit Transfer cards and the Supplemental Nutrition Assistance Program, also known as CalFresh.The P-EBT cards are issued to families whose school-aged children qualify for free or reduced-price meals and havent been able to get them due to the pandemic. They are also available for families with children under six who also received CalFresh benefits between October 2020 and August 2021.

    Families who qualify for CalFresh which supports low-income households in buying groceries were able to get P-EBT, along with additional CalFresh payments. While the state has efficiently distributed SNAP funds, according to the audit, P-EBT card payments only experienced timely delivery in the earlier months of the pandemic.

    Families have had to wait an average of more than 200 days to receive payments that replaced missed meals from school year 2020-21, wrote state auditor Elaine Howle.

    Howle said her office found that the P-EBT delays were caused by unclear federal expectations, the timing of federal legislation and technology constraints.

    Extending Increase In Maximum Snap Benefit

    The American Rescue Plan Act extends through September the temporary 15 percent increase in the maximum SNAP maximum benefit established in the December COVID relief legislation. The increase amounts to about $28 more per person per month for all participating households, or just over $100 per month in additional food assistance for a family of four. This relief was previously scheduled to end in June, before the economy has likely recovered and while food insecurity will likely still be high. The Congressional Budget Office estimates that this three-month extension will cost $3.5 billion in 2021.

    Increasing SNAPs maximum benefit by 15 percent supports low-income households as well as the overall economy. SNAP is one of the most effective mechanisms both to reach low-income households with resources to address hardship and to provide counter-cyclical help when the economy is weak. A similar SNAP benefit increase in the 2009 Recovery Act lessened food insecurity among SNAP recipients, according to Department of Agriculture researchers. And CBO and Moodys Analytics rate SNAP expenditures as one of the most effective and efficient supports for the economy during downturns, measured on a bang-for-the-buck basis. Every dollar in new SNAP benefits increases gross domestic product by about $1.50 during a weak economy, according to a recent USDA study.
