Are Grocery Stores Required To Accept Food Stamps
Grocery stores are not required to accept food stamps though most chains do accept them. But beyond providing the service to customers, grocery stores also generate billions of dollars in profits by taking food stamps.
So, its more income for them .
Later in this article, Ill share a list of grocery stores that accept them.
The fact is that stores have to be approved before they can accept food stamps. They have to be authorized to participate in the program, which is monitored by the USDA.
Specifically, they have to meet one of these criteria:
- Criteria A- Staple food inventory A store must have 3 units of 3 different varieties for each staple food category on a regular basis. In other words, have staple items on their shelf in a variety of categories all the time as most grocery stores do.
- Criteria B Staple food sales A store must have over 50% of the total gross retail sales come from the sale of staple foods. In other words, an automotive parts store that adds a drink cooler cant qualify to take government benefits.
What qualifies as staple foods?
They are basic foods that make up a considerable chunk of a persons diet. They are prepared at home and eaten as a meal. Accessory foods, prepared foods, and heated foods are not regarded as a part of staple foods.
The following are staple food categories:
- bread or cereals
- vegetables or fruits
There must be at least one perishable variety to qualify under Criteria A.

Grocery Stores That Dont Accept Ebt
The majority of grocery store chains or food stores accept EBT stamps, though not all of them do. The reason is that grocery stores have to pay to apply to be an EBT-approved retailer, including any equipment charges associated with accepting EBT cards.
For bigger stores, the additional business outweighs the charges associated with becoming an EBT-approved retailer, but, for small grocers, it might not cost that much. Having said this, we found no major national or regional grocery store chains that will not accept EBT.
Its Changed Leadership A Lot In Recent Years
From Save-A-Lots earliest beginnings until the mid-2000s, founder Bill Moran was the head guy in charge. That changed though, when Moran retired from the company in 2006. Since then, the company has had trouble retaining a CEO for any length of time.
Morans replacement Bill Shaner led the company for just five years before being replaced by Walmart executive Santiago Roces. A 2011 announcement said Roces would aid in accelerating Save-A-Lots plans to more than double their number of locations, resulting in more than 2,400 stores by the end of 2015. But by January 2013, Roces was long gone and the company still had around 1,300 locations some 1,100 off its lofty goal.
Roces lasted two years with Save-A-Lot before being replaced by Ritchie Casteel in 2013. Thankfully, Casteel stuck with the company and led it to new horizons only kidding! He was out by early 2016, when former Red Apple CEO Eric Claus came in.
So why has Save-A-Lots CEO office been a rotating door the past decade? Supermarket consultant David Livingston told the St. Louis Post-Dispatch in 2013 that he suspected they were hoping a turnaround specialist could right the ship. But they have a massive amount of debt, Livingston said. And they have some retail concepts that dont seem to be resonating with the consumer. So just having some new people in there isnt going to change that fact.
