California expedited the implementation of EBT online purchasing in response to COVID-19.

Well, its tricky, and until recently, the answer was no. Square doesnt actually accept EBT card payments, per se.
Square has never accepted electronic benefits transfer payments. But if you want to get technical, they recently reported that, while Square still doesnt accept EBT card payments, the answer is yes for store owners who have Square hardware with the TotilPay app or are partnered with a merchant account services provider that accepts EBT card payments. In that sense, you can accept EBT card payments with Square. You just have to download an app from Squares Marketplace and use it in place of the Square App when processing EBT card payments or partner with an EBT merchant account provider like Bankcard.

Target Starbucks is an excellent example of a Starbucks that should accept EBT cards for purchases of eligible items under SNAP benefits.
Because the Starbucks kiosk is located in a Target, its considered a licensed store, not a corporate-operated location.

Snap Online Purchasing Pilot Participating States
During COVID, in-store shopping changed. We could no longer drop by the local grocery store whenever the need arose. Instead, our trips to the supermarket had to be well-choreographed and planned.
Retailers have responded to this crisis with many new programs. One such program is SNAPs Online Purchasing Pilot.
New York was the first state to start offering the pilot program in 2019. Washington state followed in 2020, and, soon after, Alabama, Iowa, and Oregon launched their own versions of the program.
As of this writing, the following states are participating in the pilot program:
If you live in one of these states, you can pay online with your EBT card. You can then pick up your groceries or have them delivered to your home.
The only thing your SNAP benefits wont cover is any related service fee. So, for example, SNAP wont pay for delivery fees.
The only three states that arent currently participating in SNAPs pilot program are Alaska, Louisiana, and Montana.

For those who might be interested, here is our set-up for EBT.
We use a third party company for running EBT, which has a card reader and a pinpad. The companies vary by state, we use FIS.
We hold an Arizona restaurant/hot meals EBT license and can accept just about everything on EBT except energy drinks and retail items like coffee mugs or keychains.
We use the code “E” in the notes section to be able to track which sales are EBT. We still record everything in Square so that we have data for all sales in one place.
