- Effect on eligibility. For those already receiving UI, the full benefit amount counts as unearned income for SNAP at application. For Medicaid, the additional $600 per week of PUC is not countable and should be excluded in determining eligibility, but other UI benefits are counted. States have flexibility for treatment of income under TANF most states count the full amount of UI, but some states are excluding the additional $600 per week of PUC.
- No delay in processing applications. State agencies must not delay processing of SNAP, Medicaid, and TANF applications while an individual is applying for UI. Potential UI income that hasnt yet been received must not be considered when determining eligibility and benefit amounts.

How Do I Know If I Qualify
You’ll need to apply.
Many people don’t try to access the benefit because they assume they’re ineligible or worry about the stigma, said Carrie R. Welton, director of policy at advocacy group The Hope Center for College, Community and Justice.
“People will bring their own shame into this, but these are taxpayer resources,” Welton said. “This pandemic is not anyone’s fault.”
SNAP has rules around how much you can own in assets and earn in income to qualify. But certain expenses, including your rent and childcare costs, can be deducted, Welton said. And again, the recent stimulus package excludes the federal unemployment boost from people’s income.
How Did The Bill Change Snap
Thanks to the stimulus package, all SNAP recipients will receive a 15% boost in monthly benefits that will run from January 2021 to June 2021. That amounts to around $25 more per person, per month, said Lisa Davis, the senior vice president of the No Kid Hungry Campaign. A family of four will get an extra $100 a month.
The $300 a week federal unemployment boost in the bill will also not count toward people’s income when they apply for SNAP, making more jobless people able to qualify.
“This helps to make sure that some struggling families won’t lose food assistance because they are receiving modest unemployment benefits,” Davis said.
Among other changes, the bill also allocates $5 million to the Department of Agriculture for it to expand people’s ability to order their food online.

Income And Asset Limits For Snap Benefits
The application will ask for both your gross monthly income and your net monthly income. In most cases, you have to meet both requirements to qualify. SNAP counts income from all sources, including earnings, unemployment insurance, cash benefits, and child support.
Currently for a one-person household gross monthly income is limited to $1,354 and net monthly income is limited to $1,041. For a family of four these are raised to a gross monthly income of $2,790 and $2,146 net monthly income.
If your household income is under the gross monthly income limit, you should apply. As you apply, youll figure out your net income, which factors in deductions and taxes. This is important because it allows you to subtract out a portion of your biggest expenses like the housing, utilities, and medical costs. Medical expenses for the SNAP program are broad. They include any costs for prescriptions, medical equipment, doctors visits, and dental appointments not covered by other programs. These costs are excluded because paying these necessary expenses leaves less money in the budget for food.
In some states, the application also asks about assets. You can exclude your house and your first car. The program may request information on any other cars and other assets you may own, like savings accounts.

Are College And Graduate Students Eligible
Sometimes, yes. A 2018 Government Accountability Office report found that 57 percent of low-income students who seemed potentially eligible for SNAP did not report receiving SNAP benefits. That was about 1.8 million people.
Moreover, investigators found that state SNAP employees and some federal officials admitted confusion about student eligibility rules.
SNAP rules generally keep students whose parents are supporting them from getting benefits. Caseworkers can be both helpful and empathetic: Ms. Welton recalled her own time on public assistance, when the person on the other side of the desk started to cry when she realized that Ms. Welton would need to stop attending college full time if she hoped to maintain her benefits.
