Strategies To Coordinate Medicaid And Snap Renewals

We asked a diverse group of state health and human service agencies to complete a web-based survey about how they approach Medicaid and SNAP renewals and followed up with phone interviews and site visits to better understand the technical details of their policies and processes. The states we selected represent the different ways states can administer SNAP and Medicaid. In the areas of system and workforce integration, they ranged from states where both programs are in the same eligibility system and managed by the same staff to states where the programs have completely different eligibility systems and are managed by different agencies and staffs. They also included states that have expanded Medicaid under the ACA as well as those that havent, and states operating state-based and federally facilitated marketplaces.

Food Stamps And Meal Programs During The Covid

Because of the COVID-19 pandemic, it may be easier for you and your family to get food stamps and take part in meal programs. Contact your state’s social services agency to see if you’re eligible.

During the pandemic:

  • Food stamp recipients may receive additional funding. More people may be eligible to receive SNAP during the pandemic than normally.

  • Parents whose kids’ schools are closed can pick up school meals for their kids to eat at home.

  • People can enroll in food programs remotely rather than in person. This applies to programs for pregnant women, families, seniors, and people with disabilities.

What Are Deductions And How Do They Affect Snap Eligibility

There are seven allowable deductions that you can consider when determining your net pay. To figure out your net income, you have to figure out which allowable deductions apply to your situations and deduct them from your gross income. The difference is your net income.

Each state outlines employment requirements as part of SNAP eligibility. These requirements include:

  • Registering for work â some states will require you to provide proof that you are actively applying for work on a weekly basis.
  • Not voluntarily quitting your job If you are unemployed, you need to prove that it was not your choice.
  • Not purposely reducing your hours If your hours are cut making you income eligible, you will need to prove that the cut in hours was beyond your control.
  • Taking a job if offered
  • Participating in state-offered employment and training programs.

SNAP benefits will be discontinued if any of these employment requirements are not followed. There are people exempt from the employment requirements. This includes children, seniors, pregnant women, and individuals that are exempt from working for health reasons.

Employment requirements apply to applicants determined to be Able-Bodied Adults without Dependents . Under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, ABAWDs are limited to 3 months of SNAP benefits over a 36-month period unless they are doing at least one of the following:

New immigration rules announced

To qualify for the Supplemental Nutrition Assistance Program, applicants must meet certain non-financial and financial requirements. Non-financial requirements include state residency, citizenship/alien status, work registration and cooperation with the IMPACT program. Financial criteria include income and asset limits.

The asset/resource limits are $5,000 for most households. Assets include bank accounts, cash, real estate, personal property, vehicles, etc. The householdâs home and surrounding lot, household goods and personal belongings and life insurance policies are not counted as assets in the SNAP program.

All households must pass a gross income test to qualify for SNAP benefits. The gross income is per household size and based on the gross monthly income received by all household members. for SNAP income limits.

How Can I Apply For Food Stamps

To apply for food stamp benefits, or for information about the Supplemental Nutrition Assistance Program , contact your local SNAP office. You can find local offices and each State’s application on the USDA national map. Local offices are also listed in the State or local government pages of the telephone book. The office should be listed under “Food Stamps,” “Social Services,” “Human Services,” “Public Assistance,” or a similar title. You can also call your State’s SNAP hotline numbers. Most are toll-free numbers.

Each State has its own application form. If your States form is not on the web yet, you’ll need to contact your local SNAP office to request one. Please don’t call USDA or HHS headquarters as only your State accepts applications and determines eligibility.

How Do I Go About Getting Snap

If you want to find out if you may be eligible to receive SNAP, visit myBenefits.ny.gov and click on Am I Eligible? to use the SNAP pre-screening eligibility tool. Please note: This pre-screening tool is not an application for SNAP.

In order to apply for SNAP, you need to file an electronic or paper application with your local county Department of Social Services, or, if you live in one of the five boroughs of New York City, with your local SNAP Center.

If you decide to submit a paper application, the SNAP office must give you an application form on the same day you ask for one. The office also must accept and register your application on the same day you turn it in.

You may submit, and the SNAP office must accept, your application as long as you have filled in your name, address and telephone number and signed the application. However, you should try to provide as much information as you can. Whatever information you cannot provide, a SNAP worker can help you complete at your eligibility interview.

You may have a complete eligibility interview done on the same day you file your application, or you may be asked to come back another day for a complete interview. If you qualify for SNAP, you must get them no later than 30 days from the date the office got your application.

Medicaid And Snap Renewal Policies

The ACA significantly changed the policies governing Medicaid eligibility determinations and renewals. For many Medicaid households, including children, parents, and newly eligible adults, states must now use Modified Adjusted Gross Income , which relies on income tax rules to define household size and countable income. For Medicaid participants whose eligibility is calculated using MAGI, cases must be renewed no more frequently than every 12 months. The state agency must first attempt to conduct an ex parte renewal by reviewing electronic data sources to see if it can renew eligibility without requiring information from the participant :

  • If the agency confirms that the participant remains eligible using available information, it sends the participant a notice with the information used to make that determination and directs the participant to notify the agency if any information is incorrect. The participant need not return the form if the information is correct.
  • If the agency cannot confirm ongoing eligibility using available information, it sends the participant a renewal form pre-populated with available information and with instructions to provide missing information, update information as needed, and return the form with any required supporting documents.

Louisiana Receives Approval For Unique Strategy To Enroll Snap Beneficiaries In Expanded Medicaid Coverage

Yesterday, the U.S. Department of Health and Human Services announced that Louisiana has received final federal approval to enroll residents in Medicaid using data from the Supplemental Nutrition Assistance Program , more commonly known as food stamps. With this approval, Louisiana has become the first state in the country to receive approval to both determine Medicaid income eligibility and enroll people receiving SNAP benefits using this special “fast-track enrollment process.”

The authority granted by the Centers for Medicare and Medicaid Services allows the state to enroll individuals who are certain to be eligible for Medicaid without the need for a full Medicaid application because the financial eligibility requirements for Medicaid and SNAP are nearly identical and non-financial eligibility requirements are also already met.

Governor John Bel Edwards thanked CMS for expediting the approval of the state plan amendment, the formal request to make a change to the Medicaid program, to allow for the automatic enrollment of SNAP enrollees, as it will allow more people to get health care coverage as soon as July 1.

Dr. Gee added that other states have used a similar enrollment strategy through a Medicaid waiver. However, unlike the strategy CMS approved for other states, the plan approved for Louisiana will allow the strategy to be used at annual renewal as well as for the initial enrollment, and its use does not require the state to experience system constraints.

    About three-quarters of SNAP households had at least one member receiving Medicaid or CHIP in 2014. To qualify for SNAP, households generally must have gross income below 130 percent of the poverty line. Medicaid eligibility varies among states and types of participant. In states that have expanded Medicaid for adults under the ACA, the minimum eligibility threshold is 138 percent of the poverty line. In most states that havent expanded Medicaid, adults without children arent eligible at all and parents are eligible at lower income levels. Children in all states are eligible for either Medicaid or CHIP at income levels higher than the SNAP eligibility threshold.

    Similarities also exist between SNAPs and Medicaids processes for applying and determining eligibility. Households newly applying for Medicaid and/or SNAP must submit an application with information on who is in the household, their citizenship and immigration status, and what income they receive. State or county eligibility workers verify that information using available data sources as well as documentation the applicant submits, such as pay stubs. After approval, participants must report certain changes in their income or household situation, and states periodically renew eligibility by examining information the participants report as well as available data sources to determine if households remain eligible.

    Medicaid & Chip Services

    Medicaid recipients will continue to have coverage during the federally-declared public health emergency.

    Medicaid recipients who have renewals due during the pandemic will get a notice on the next steps to take to maintain their coverage after the pandemic ends.

    Beginning in February 2021, HHS will resume transitioning Medicaid recipients to a different type of Medicaid coverage if they are no longer eligible for their current type of Medicaid. If a Medicaid recipient is no longer eligible for any type of Medicaid they will continue to with their current type of Medicaid coverage until the public health emergency ends.

    Medicaid recipients will be sent a notice if anything changes for them and if they need to take any action.
