Hunger continued for the poor people of the country even after the Great Depression ended, but advocacy to reinstate the food stamp program was generally unsuccessful while the political agenda did not require it. Until 1961 when President John F. Kennedy took place, there were few pilot programs in place to help America’s poor.
Of the program, US Representative Leonor K. Sullivan of Missouri asserted, “…the Department of Agriculture seemed bent on outlining a possible food stamp plan of such scope and magnitude, involving some 25 million persons, as to make the whole idea seem ridiculous and tear food stamp plans to smithereens.”
Renaming The Food Stamp Program
The 2008 farm bill renamed the Food Stamp Program to the Supplemental Nutrition Assistance Program and replaced all references to “stamp” or “coupon” in federal law with “card” or “EBT.” This was done to mark a more explicit focus on providing nutrition. Effective October 1, 2021: The United States Department of Agriculture has made several changes to the FNS program. One or more of these changes may affect the amount of benefits you receive beginning in October. Changes that may affect you include: benefit amounts, income limits, some deductions, new homeless shelter deduction.
Two changes are happening at once. The temporary increase to benefits from the American Rescue Plan Act will be ending on September 30, 2021. On October 1st the United States Department of Agriculture will increase the maximum benefits due to increases in the Cost of Living. This reevaluation and change was mandated by Congress in 2018. The new maximum benefits will be based on your benefit level prior to the temporary increase. Most households will see an increase in FNS benefits.
You have the right to a fair hearing of your case if you do not agree with our decision. You can request a fair hearing by letting us know of your request. You may request the hearing in person, by telephone, or in writing. The hearing may be requested by anyone on your FNS case or by your representative, including an attorney obtained at your own expense. You have 90 days froms October 1, 2021 to ask for a hearing. If you do not ask for a hearing by 12/30/2021, you cannot have one.
