How to apply for food stamps in NC

When the DSS issues a North Carolina food stamps denial to petitioners, it is not always the definitive ruling on cases. Claimants have the right to request appeals, and if the applicants have convincing cases, they may be able to have these decisions overturned. Petitioners who learn that their food stamps application was denied must file their appeal requests with the state. To help facilitate this process, there is an official form that claimants may use to ensure they supply the DSS with all the necessary information.

Candidates may initiate the food stamps appeal process in NC by submitting their finalized requests to their county DSS offices. Within these documents, claimants must provide the following information:

  • General information: Throughout the first portion of their requests, claimants must supply the division with biographical information. This includes the petitioners name, date of birth, SSN and address.
  • Translation requests: Petitioners who are not native English speakers may still appeal their food assistance denials. The state offers free interpreter services to claimants who would like to utilize this option.
  • Copy of state-issued determination: If possible, applicants should provide the DSS with copies of the DSS denial notifications they received.
  • Reason for denial: Candidates need to report the reasons the state cited for denying the applicants petitions.

SNAP Eligibility

Income: You may be eligible for Food and Nutrition Services if your total income falls below the appropriate gross income limits for your household size. Eligibility workers determine which income limit applies to your household.

The maximum benefit amount for households receiving Food and Nutrition Services increased by 15% for the period of January 1, 2021 through June 30, 2021. This increase will end on June 30, 2021 and benefit amounts will return to their current levels.

Asheville And Western North Carolina Catholic Charities Assistance Programs

Assistance from Catholic Charities in Asheville is available across Buncombe, Henderson, Haywood, Transylvania, Polk County, McDowell and western North Carolina. There are many services, including a food pantry on site that is run in partnership with Manna Food Bank. Other services will deliver a meal to an elderly person or someone with a disability, or feed very low income families at the holidays.

The volunteers from the Christian agency in Asheville can also direct clients to resources such as food stamp application sites or non-profits that may offer emergency financial assistance. From March 15-April 19, over 672,000 North Carolinians applied for unemployment benefits, according to the NC Department of Commerce.

The Division of Employment Security’s website and phone lines have been overwhelmed by the deluge widespread issues with the online application portal crashing and long helpline wait times persist despite the DES tripling its staff and adding more servers to support web traffic.

Just over 237,000 North Carolinians who applied for benefits since March 15 have received payments, according to the NC Commerce website on April 20.

That means 65% of North Carolinians who have applied for unemployment benefits since March 15 have yet to see a dime.

Food Stamps For Survival

Without unemployment relief on the horizon, many local families have turned to Food and Nutrition Services out of necessity.

Rebecca Tallent Crouch is a self-employed Candler resident. She won’t be able to apply for unemployment under the Pandemic Unemployment Assistance until NCDES makes changes to their system which they anticipate won’t be until about April 25.

How long it will take for the state to approve or deny her application after that is unclear.

Crouch said she found Buncombe County’s FNS application comparatively painless.

“It took less than a week and I had my card within two weeks,” Crouch said, referring to the electronic benefits transfer card that recipients use to spend their benefits at stores mostly at Ingles, in her case.

“My intake worker also said applications were way up and they were swamped,” Crouch added.

If you are a current North Carolina Food and Nutrition Services recipient or Simplified Nutritional Assistance Program recipient that has suffered a food loss due to a power outage or flooding from Tropical Storm Fred, and you have not already received a replacement, you have 10 days from the date of the loss to request a replacement by filling out the DSS 1678 Replacement/Supplement Affidavit form . Residents Of Buncombe Haywood And Transylvania Counties Can Apply For Help Buying Food After Tropical Storm Fred

Hurricane Florence: SNAP/Food Stamps Assistance in NC (ASL)

Residents in three western counties impacted by the remnants of Tropical Storm Fred can apply for help buying food as of Monday, Oct. 4, the North Carolina Department of Health and Human Services recently announced.

NCDHHS received federal authority to implement the program from the U.S. Department of Agriculture. Residents in Buncombe, Haywood and Transylvania counties will be able to apply for help buying food through the Disaster Food and Nutrition Services, or Disaster Supplemental Nutrition Assistance Programs between Oct. 4-7, 2021.

The program is open to individuals not currently receiving Food and Nutrition Services benefits and who were affected by remnants of Tropical Storm Fred. Benefits may be available to individuals that would not normally be eligible for Food and Nutrition Services.

Eligible households will receive a one-time benefit on a special debit card to help buy food. The exact amount will depend on household size, but a family of one would receive $234, a family of four would receive $782 and larger families would receive more.
