When you apply for public housing, the Public Housing Authority runs a criminal background check on you and everyone over the age of 16 who might live with you. The PHA might also check the biological parent of any children who will be living with you, even if the parent is not part of the public housing application.

If you Able-Bodied Adult Without Dependents meaning you are an individual age 18 through 49 who does not live with a child under 18 and is fit for work then you must comply with the work requirements to continue receiving food stamps.

The rules state that ABAWDs can only get food stamp benefits for 3 months in 3 years unless they meet certain special work requirements or are excused.

However, there are exceptions to the 3-month limit. If you are an ABAWD, you may be exempted from the time limit work requirements if you:

  • Work an average of at least 20 hours per week each month in unsubsidizedemployment or
  • Participate 20 hours per week in an approved employment and training program or
  • Participate in community service by volunteering at a nonprofit organization.

You may be exempt from meeting work requirements if you meet any of the followingcriteria:

  • Are physically or mentally unable to work 20 hours a week.
  • Receive Retirement, Survivors and Disability Insurance due to disability or blindness, or receives Supplemental Security Income or State Disability Assistance.
  • Receive or are an applicant for unemployment benefits.
  • Participate in a drug or alcohol treatment and rehabilitation program.
  • Attend training or college at least half-time and meet the student eligibility criteria to receive food assistance.
  • Care for an incapacitated person or a child under age 6.
  • Are pregnant.
  • Are a victim of domestic violence.
  • Reside in a household with a child under age 18.

More than 90 percent of SNAP benefits reach households at or below the federal poverty level. Documents You May Need For Snap Application

The examples provided below are to help you get ready for your SNAP interview with your Caseworker.

Provide copies of the documents needed to complete your application.

If you are having a phone interview, you must send in copies of the required documents to your caseworker BEFORE the scheduled interview date.

For an IN-OFFICE INTERVIEW, bring the required documents with you.

If you need help obtaining or copying any of these documents, please call the caseworker listed on your appointment letter, or visit your local food stamps office.

CHILD SUPPORT PAID

A copy of the court order and proof of the amount paid, such as a canceled check or a written statement.

EARNED INCOME

Provide 4 weeks of pay stubs or a letter from your employer.

IDENTIFICATION

An applicant and/or authorized representative will need at least ONE form of identification such as:

  • Passport or Certificate of Naturalization
  • Drivers license
  • Military or state ID card
  • Work or school ID card
  • Health benefit or a library card

A Social Security number for all household members applying for benefits is required.

IMMIGRATION STATUS

If a non-citizen, proof of immigration status is required and sponsorship information may be needed.

MEDICAL EXPENSES

Individuals with a disability or age 60 or above: medical costs that are NOT REIMBURSED including doctor co-pays, mileage costs, therapy expenses, prescription costs, Medicare card showing Part B and Part-D coverage.

If Your Snap Benefits Are Reduced Or Terminated

Before your SNAP benefits can be reduced or terminated, you should receive written notice from DCF, stating the reasons why this is happening. If you disagree with the decision, you must ask for a Fair Hearing within ninety days of the date of the notice.

If you ask for a Fair Hearing before your benefits are reduced or stopped, you may ask that your benefits continue pending your appeal. This means that you will still get your full benefits until a final decision is made.

  • You must request an appeal WITHIN TEN DAYS OF THE NOTICE in order to keep getting benefits throughout your appeal process.
  • If you lose at the Fair Hearing, you may be asked to repay the amount of benefits you received during your appeal process. If you do not ask for aid pending your appeal and you win at your Fair Hearing, you will receive benefits to compensate you for the amount you should have been receiving, up to a year.

If you did not receive written notice but your benefits have stopped or decreased, you have a right to request a Fair Hearing. You should appeal immediately upon learning your benefits have been reduced or cut off.

Maximum Monthly Amounts On Food Stamps

There is a maximum monthly allotment based on the size of the household. When determining your benefit allotment, they will take your net monthly income and multiply it by 30%. That number will then be subtracted from the maximum monthly allotment. The remaining amount is the total monthly allotment you will receive based on your application. This amount may change if your income or household size changes.

SNAP benefits are a specific money amount provided to recipients each month to go towards nutritional foods. Recipients are provided with an electronic benefits transfer card, and money is added to the card each month. You can check your balance by phone, and any unused funds at the end of the month remain on the card to be used to following month. Once allocated, benefits will not expire.

Benefits can be used to buy food and drinks at most grocery stores, convenient stores, gas stations, pharmacies that sell food, and farmers markets. Benefits cannot be used to buy alcohol, tobacco, medicine, hot food, food meant to be eaten in the store, or any non-food items.
