Democratic Senator: ‘this Is State

Representatives of social service agencies who oppose Medicaid work requirements said they worry people who don’t have visible physical problems but suffer from issues like brain injuries could become vulnerable. Some also said the measure did not solve a problem.

“The majority of adults on Medicaid are already working, and those who are not are in caretaking roles or disabled themselves,” said Mary Nelle Trefz, health policy associate with the Child and Family Policy Center.

“This is state-sanctioned abandonment,” Sen. Nate Boulton, D-Des Moines, said of the bill. “Its state-sanctioned abandonment of vulnerable Iowans and people who are trying to take care of vulnerable Iowans.”

Schultz said Tuesday he plans to amend some of the portions of the bill based on feedback from the groups. The bill will be considered by the Labor and Business Relations Committee, which Schultz chairs, on Wednesday.

The bill faces an uncertain future in the Iowa House. Last year, the chairwoman of the House Human Resources Committee refused to take up a Medicaid work requirements bill after it passed the Senate on a 32-17 party-line vote.

Iowa Food Stamp Program

Iowa food stamps offer critical financial support to enrollees who need help purchasing groceries each month. This national program is now officially referred to as the Supplemental Nutrition Assistance Program , but both terms work to describe the initiative. With this financial assistance, enrollees may use the benefits they receive to buy various combinations of foods and drinks.

SNAP in Iowa functions similarly to other version of this public benefits program throughout the country. Operated through the Iowa Department of Human Services , this section of the state government is in charge of managing all SNAP food stamps petitions that applicants submit. Whether reviewing food assistance applications or conducting interviews with claimants, candidates need to interact with DHS representatives once they file their materials. The information below highlights specific aspects of the application process that claimants need to prepare for and describes how enrollees may use their benefits once they receive them.

Definition Of A Household

When determining eligibility, you need to provide information on all members of the household. A household, for this situation, is defined as all individuals that live together and purchase and prepare meals together. Likewise, you may have people living with you that are not considered part of your household. For example, if you rent a room to someone that does not purchase or prepare food with you, they are not part of your household. However, whatever they pay you for rent has to be counted under income.

There are two exceptions to this definition. The first is a household that includes a husband, wife, and children under 22 years of age. This group will be considered a household even if they purchase and prepare meals separately. The second exception is elderly or disabled individuals that are unable to purchase and prepare their meals independently and live with others that do.

In addition, while most households must meet both the gross and net income tests, if you live in a household where there is an elderly person or a person who is receiving certain types of disability payments, then that household will only have to meet the net income test to qualify for SNAP benefits.

Avoid Snap Judgments On Snap Use

The fact that SNAP exists says more about us as a nation than do snarky shoppers who stalk the poor in the checkout line.

Legislators have enough to do finding answers to real problems. However, some seem ready to invent problems so they can come to the rescue.

Case in point: the Missouri representative who wants to stop food assistance recipients from buying steak.

Why? Lets look at the average benefit in Iowa from SNAP the Supplemental Nutrition Assistance Program, formerly known as Food Stamps.

People who qualify for SNAP are making less than $2,200 a month in a three-person family, about $2,600 in a four-person family. On average, their SNAP benefit as of March was about $1.18 per person per meal. Thats why they call it supplemental assistance: On its own, SNAP is not enough to keep bellies full, let alone fully support good family nutrition.

SNAP is there to help people piece together what they need to get by. SNAP is part of a mix of resources that includes a share of a low-wage familys own earnings, and probably the help of a local food pantry.

During the Great Recession, SNAP clearly helped Iowans. In our slow recovery from the last national recession, the number of SNAP recipients rose to over 423,000. As things have gotten better, that number has steadily fallen and was under 393,000 as of last month a decline of 7 percent. Thats the way it is supposed to work.

USDA proposes change to food stamp eligibility

The SNAP program has eligibility standards for both gross and net monthly income. Most people will need to fit within both the gross and net income guidelines in order to be eligible. Exceptions to this include the elderly. For households including at least one person over the age of 60, only the net income standard is applied. Another exception is those receiving TANF and SSI.

The table below shows the maximum gross and net monthly income based on family size for SNAP eligibility. The gross income is the income you make prior to any deductions. Net income is after deductions. The only exceptions to the chart below are Alaska and Hawaii, which have higher income limits due to the significant increase in cost of living.

You will be told when a decision will be made on your application when you are interviewed.
