New rules can deny green cards for immigrants on food stamps

Prior to the ACA, many states conducted joint renewals for SNAP and Medicaid. They often had households return a single renewal form along with supporting information and evaluated continued eligibility for both programs. States now find it more challenging to conduct joint renewals because the renewal processes differ in key areas:

  • In SNAP, households lose eligibility at the end of their certification period unless they reapply and re-establish eligibility. The household must provide information showing that it still meets the eligibility requirements and submit a signed application form.
  • In contrast, Medicaid approaches renewals from the perspective that the participant is likely still eligible, and the state agency uses available data to confirm ongoing eligibility or call eligibility into question. Many participants dont have to return a form to renew their coverage.

Although the ACA widened the differences between Medicaid and SNAP in this area, it also provided an impetus for greater integration. Medicaid regulations now specify SNAP as a data source that states can use for Medicaid eligibility determinations. Further, the ACAs enhanced funding for integrated technology systems recognizes the overlap between these programs and the significant opportunity to modernize states overall benefit delivery systems. As states modify their eligibility systems, they can expand coordination between Medicaid and SNAP.

Snap For Medicare & Medicaid Beneficiaries

The SNAP program can be extremely beneficial for older adults enrolled in Medicare and Medicaid. A recent study showed that participation in SNAP by older adults dually enrolled in Medicare and Medicaid is associated with fewer hospital visits and lower health care costs. Unfortunately, only 48 percent of older adults who qualify for SNAP are enrolled in the program. This is troubling considering a 2019 report from Feeding America revealed 5.2 million older adults were food insecure that year. With the strain on the economy due to the COVID-19 pandemic, itâs highly likely this number has increased. Additionally, itâs not uncommon for seniors to live on fixed incomes, so rises in costs of health care, living expenses, and gas can limit their, most likely already tight, budget for food.

Only 48 percent of older adults who qualify for SNAP are enrolled in the program.

Itâs important to mention this program to clients whom you believe could benefit from it. Proper nutrition is an essential element to good health and well-being. Some Medicare Advantage plans do offer meal benefits, but theyre limited to the plan beneficiary. SNAP benefits can cover a household, with monthly allotment increases per individual. If a client and those they live with with struggle to buy food, you can help them all by making sure theyâre aware of this program.

Who Is It For

  • People who dont have a lot of money as long as they meet program rules.
  • Most adults age 18 to 49 with no children in the home can get SNAP for only 3 months in a 3-year period. The benefit period might be longer if the person works at least 20 hours a week or is in a job or training program. Some adults might not have to work to get benefits, such as those who have a disability or are pregnant.

    Food Stamp Income Requirements

    The SNAP program has eligibility standards for both gross and net monthly income. Most people will need to fit within both the gross and net income guidelines in order to be eligible. Exceptions to this include the elderly. For households including at least one person over the age of 60, only the net income standard is applied. Another exception is those receiving TANF and SSI.

    The table below shows the maximum gross and net monthly income based on family size for SNAP eligibility. The gross income is the income you make prior to any deductions. Net income is after deductions. The only exceptions to the chart below are Alaska and Hawaii, which have higher income limits due to the significant increase in cost of living.

    • Two programs provide free or reduced-price meals at school:

    Your children may qualify if your household income is within the Federal Income Eligibility Guidelines. These guidelines are based on federal poverty guidelines.

    Whether you are applying for the first time, or renewing your benefits, you may need one or more of the following pieces of information to determine whether you are eligible:

    Definition Of A Household

    When determining eligibility, you need to provide information on all members of the household. A household, for this situation, is defined as all individuals that live together and purchase and prepare meals together. Likewise, you may have people living with you that are not considered part of your household. For example, if you rent a room to someone that does not purchase or prepare food with you, they are not part of your household. However, whatever they pay you for rent has to be counted under income.

    There are two exceptions to this definition. The first is a household that includes a husband, wife, and children under 22 years of age. This group will be considered a household even if they purchase and prepare meals separately. The second exception is elderly or disabled individuals that are unable to purchase and prepare their meals independently and live with others that do.

To qualify for SNAP, households generally must have gross income below 130 percent of the poverty line. Medicaid eligibility varies among states and types of participant.
