News Your Snap Benefits Are Worth More

The City has received $5.5 million federal grant through the Fund for Public Health NYC to help increase access to nutritious foods and fight health inequities in New York City, the agency announced today.

The grant, from the United States Department of Agriculture , will support fruit and vegetable purchases from farmers markets and independent grocers by New Yorkers who participate in SNAP. The NYC Health Department and its partners will contribute matching funds representing an $11 million commitment to expanding equitable access to affordable fruits and vegetables.

The funding will support expansion of the Health Departments longstanding farmers market SNAP incentive program, Health Bucks. Farmers market customers now get $2 in Health Bucks for every $2 spent in SNAP benefits, a doubling of purchasing power, up to $10 in Health Bucks per day. Previously, customers received $2 in Health Bucks for every $5 spent in SNAP at farmers markets.

Under the grant, New York Citys innovative grocery store-based fruit and vegetable incentive program, Get the Good Stuff, will be expanded to additional stores. The program offers a dollar-for-dollar match on purchases of eligible fruits, vegetables and beans by New Yorkers with SNAP benefits at participating stores. For every $1 spent in SNAP benefits on eligible fresh, frozen, canned, and dried fruits, vegetables, and beans, program participants get $1 added to a program loyalty card, to purchase more eligible foods.

When Will I Get P

The Great Food Stamp Binge (COMPLETE)

Eligible public school students in New York City will receive their benefits in two payments. The first payment has been issued and included benefits for September 2020 March 2021. The second payment covers April June 2021 and will be distributed in a later issuance.

Eligible public school students outside New York City will receive one payment for the entire 2020-21 school year. Payment processing started the last week of August. Depending on how a household receives P-EBT benefits , it will take several weeks for all benefits to be issued.

A waiver of the ABAWD work requirements was previously in place until September 30, 2021. However, the USDA approved an additional waiver of the ABAWD time limit in all areas of NYS for the period of October 1, 2021, through September 30, 2022. More information can be found here .

What You Need To Apply

New York food stamp benefits to be released early

To be found eligible for SNAP you will need to prove the following:

  • Your identity: such as a photo ID, drivers license, passport, naturalization certificate, or hospital records.
  • Where you live: such as a statement from your landlord, current rent receipt, lease, or mortgage records.
  • Your income : such as a recent pay stub, business records, current tax return, or an Unemployment Insurance Benefit statement.
  • Citizenship or immigration status: such as your birth certificate, U.S. passport, or military service records.
  • Receiving SNAP will not affect your immigration case or lead to deportation.

Do You Want To Apply For Cash Assistance Snap Or Help With Your Rent

There are three ways to apply for cash assistance and/or SNAP/Food Stamps:

  • By computer or smart phone You can apply for cash assistance and Supplemental Nutrition Assistance Program benefits online at ACCESS HRA. You can then upload documents on the ACCESS HRA app on your smartphone.
  • By paper application You can complete a paper application and send it to HRA by mail. You can get a paper application by calling HRA Infoline at 718-557-1399 or 311 or printing one from the HRA website. After you fill it in, you can send it to HRA.
  • In person at an open HRA Center You can go in person to apply or to pick up a paper application. HRA offices are open in each borough. But be sure to check this link or call 311 before you go to make sure the office is open some HRA offices are closed during the pandemic.

Electronic Benefit Transfer Cards

Benefits like SNAP and Cash Assistance are issued to clients on an Electronic Benefit Transfer Card, which can be used in participating stores just like a debit card. An EBT card is also called a Common Benefit Identification Card and used as identification for Medicaid and other benefits.

Once they are approved for benefits, clients will receive their EBT/CBIC card in the mail. If your card has not yet arrived, you can get a permanent card at the Brooklyn Over the Counter office, or receive a temporary called at an open HRA Job Center.

Please note that due to the Coronavirus pandemic, several HRA centers have consolidated. Please consult the HRA Locations page to find the nearest open location.

You can change your EBT Personal Identification Number code by phone by calling 1-888-328-6399. You will need the case heads Social Security Number . PIN numbers may also be changed at an HRA center.

Expanded Snap Eligibility For College Students During The Covid

During the COVID-19 emergency, there are new rules for the SNAP program which will allow more college students to get benefits.

  • If you are a student eligible to participate in a state or federal work-study program, you may now also be eligible for SNAP, even if you arent currently employed in work-study.
  • If your expected family contribution is $0, and you meet other SNAP eligibility requirements, you are eligible for SNAP.

*Your EFC is found in your Student Aid Report and it is calculated based on information provided in your Free Application for Federal Student Aid .

These new SNAP eligibility rules will last until one month after the public health emergency from COVID-19 is officially lifted. If you are able to get benefits thanks to these new rules, your benefits will last until your next recertification even if the public health emergency is ended first.
